[holding answer 21 July 2008]: We have been in long-term discussions with the Royal National Institute of Blind People and others on whether there is scope to extend the higher rate mobility component of disability living allowance to people with severe visual impairments. While we understand the force of the arguments put forward by the Royal National Institute of Blind People, and are sympathetic to their aims, including providing greater financial assistance to allow visually impaired people to return to or remain in work, we cannot, at this time, commit to amending the existing arrangements for the mobility component of disability living allowance.
The Green Paper, "No One Written Off: Reforming Welfare to Reward Responsibility" Cm 7363, published on 21 July, sets out our strategy to help greater numbers of sick and disabled people who want to work, fulfil their aspirations. Part of this strategy is the proposal to increase the Access to Work budget to help greater numbers of disabled people return to, and remain in, work. Currently, around one in four customers of Access to Work are people with a visual impairment.

[holding answer 21 July 2008]: Training given to police officers on the provisions of the Hunting Act is an operational matter for Chief Officers. The police have made it clear that they will enforce the hunting ban and the Association of Chief Police Officers (ACPO) issued guidance for police forces on the practical aspects of enforcing the Hunting Act in 2005. ACPO are currently doing further work to draw out and disseminate best practice on enforcement of the Hunting Act across the police service ahead of the start of the next hunting season.

Prosecutors in the Crown Prosecution Service (CPS) do not receive specific training on the Hunting Act 2004. However, the CPS has provided guidance for prosecutors on the Hunting Act 2004. The guidance provides advice on: the offences created under the legislation; the statutory defences available; police powers; and the evidential and public interest issues that arise. The guidance is kept under close review, and it is updated to take account of developments in case law and any other relevant changes.In addition, all prosecution decisions are subject to the evidential and public interest tests, set out in the Code for Crown Prosecutors.

[holding answer 14 July 2008]: The UK's view is that there must be inclusive political negotiations for a just settlement that could satisfy the legitimate aspirations of all communities in Sri Lanka and promote democracy, stability and the observance of internationally accepted human rights principles.The Government have grave concerns about the human rights situation in Sri Lanka. Issues of concern include the targeting of civilians, the recruitment of child soldiers in violation of international law, reports of mistreatment and of the intimidation of the media and continuing abductions and disappearances. Tamils are disproportionately affected.My noble Friend the Minister for Africa, Asia and the UN, Lord Malloch-Brown, recently visited Sri Lanka to reiterate the UK's concerns to the Sri Lankan Government and to urge them and representatives of all communities to improve the human rights situation for all of its citizens.

[holding answer 14 July 2008]: On 2 July we published the update on the United Kingdom Action Plan on Tackling Human Trafficking and on the same day announced the outcomes of Operation Pentameter 2.The original action plan was published in March 2007. It outlines the Government's end to end strategy to tackle human trafficking and to identify and protect victims. The update reports on progress since then and sets out new actions—85 in total, up from 62 actions originally.Operation Pentameter 2 was a major success. It resulted in the arrest of 528 people and the recovery of the 167 victims of trafficking for sexual exploitation. A total of 15 victims of trafficking for sexual exploitation were recovered in Scotland.We remain committed to tackling this horrendous crime and continue to make progress towards our overall aim of ensuring the UK becomes a hostile environment for the traffickers. This will be further reinforced by the ratification of the Council of Europe Convention on Action against Trafficking in Human Beings before the end of 2008.

In the United Kingdom, it is unlawful under the Human Tissue Act 2004 and the Human Tissue (Scotland) Act 2006 to buy and sell organs for transplantation, or to attempt to buy and sell organs for transplantation.The Human Tissue Authority also administers the approval system for all live organ donations across the UK, and includes a number of safeguards in their approval system to ensure that individuals are not being coerced, or receiving commercial gain.

The Government recognise that speech and language skills are vital to all areas of a child's development. Together with the Department of Health we are taking a number of steps to ensure all children get the right support to develop these skills, including targeted or specialist support for children and young people with speech, language and communication difficulties.On 8 July we welcomed the final report of the Bercow Review of services for children and young people with speech, language and communication needs (SLCN). We support fully the report's call for action to raise the profile of speech, language and communications across Government, local agencies and wider society and to improve services for children and young people with SLCN. We will publish a plan for implementation of the hon. Member for Buckingham's (John Bercow) recommendations in the autumn. We have already asked Sir Jim Rose to examine how schools can better focus on speech, language and communication as part of his review of the primary curriculum.Alongside our response to the recommendations in the Bercow Report, on 8 July the Government announced a new £40 million early language programme, Every Child a Talker, which aims to improve the understanding of early language development among the early years workforce. It will provide practitioners with training and materials to enable them to support children's speaking and listening skills more effectively and free up time for practitioners to spend working with parents to enrich the home environment and networking with each other to share good practice. This will complement the materials delivered through the Inclusion Development Programme, which is focusing in its first year on SLCN, along with dyslexia.Sure Start Children's Centres (SSCC) play a key role in the positive promotion of children's speech and language development. In our Children's Centre Practice Guidance (December 2006) we said that speech, language and communication should be a priority for SSCCs in developing their services and that all staff should have the skills and understanding required for high-quality, responsive interaction with children.In addition, the Early Years Foundation Stage (EYFS), being introduced from September this year, recognises the importance of supporting and extending children's learning and competence in communicating, speaking and listening and providing opportunities for children to use these skills in a range of situations and for different purposes. One of the key roles for practitioners within the EYFS is to identify and respond to any particular difficulties in children's language development at an early stage.Early identification of SLCN is further promoted through the Child Health Promotion Programme (CHPP), led by the Department of Health. CHHP is the early intervention and prevention public health programme that lies at the heart of all universal services for children and families. It highlights a child's speech and language development as one of eight priority topics for health and development reviews of children.

The humanitarian situation in Sri Lanka is remains very serious. As a result of violence, long-term conflict and the 2006 tsunami, there are over 800,000 internally displaced persons. The continuous closure of the main A9 highway linking the Jaffna peninsula with the mainland has made land access impossible for the mainly Tamil speaking residents, severely compromised the local economy and led to the increase in the prices of essential items. Internally displaced people from the Jaffna district as well as parts of north-eastern Sri Lanka remain unable to return to their homes due to the demarcation of large areas as ““High Security Zones””.The UK, EU and the wider international community have repeatedly pressed the Sri Lankan government and the LTTE to guarantee free access for relief agencies to deliver humanitarian aid to all Sri Lankans affected by the fighting. In September 2007, the Department for International Development (DFID) contributed £1 million to the UN and the International Committee of the Red Cross to help provide protection and humanitarian assistance to people affected by the violence. DFID has already contributed a further £250,000 to the International Committee of the Red Cross (ICRC) 2008 Appeal. DFID continues to closely monitor the humanitarian situation, including by sending regular monitoring missions to Sri Lanka, the last being in November 2007.

The information obtained from that research is currently being evaluated. When we receive the final evaluation report we will study the recommendations closely before deciding the way forward.

[holding answer 30 June 2008]: We are pleased that the UN sponsored talks in Djibouti resulted in the initialling of a peace agreement between the Transitional Federal Government (TFG) and the Alliance for Re-Liberation of Somalia on 9 June 2008. This is a positive step and we look forward to all parties formally signing soon and fulfilling their commitment to cease armed confrontation. We continue to work closely with the UN Secretary-General's Special Representative for Somalia, Ahmedou Ould Abdalla, to encourage and support the TFG in reaching out to all groups which reject violence and to pursue increased inclusiveness in government and a process of national reconciliation.

The humanitarian situation in many parts of Somalia has significantly deteriorated due to a combination of negative factors such as conflict, drought, hyperinflation and a broad economic crisis. The ongoing conflict continues to disrupt livelihoods, provision of services and delivery of relief assistance in addition to the directly caused deaths, injuries, and displacement. Since January 2008 the Department for International Development (DFID) has provided £17.9 million for humanitarian assistance to the worst affected areas. This includes £12 million to the World Food Programme (WFP) to address the rising food prices in support of their recent appeals.

We remain deeply concerned at the political situation in Burma. The regime continues to ignore the calls of the UN Security Council for a genuine and inclusive dialogue with the opposition and ethnic groups. Such a dialogue is the only way the country will achieve the national reconciliation, prosperity and stability it needs now more than ever. The renewal of Aung San Suu Kyi's house arrest on 27 May, and the regime's decision to undertake its flawed referendum in the midst of a humanitarian crisis, underline the urgency of making progress. As my right hon. Friend the Prime Minister said on 19 June 2008, the recent referendum lacks all credibility and the new constitution cannot provide a sound basis for Burma's future.Working in support of the UN Secretary-General's Good Offices Mission and encouraging Burma's neighbours to play a more active role, we will continue to do all we can to promote democracy and respect for human rights in Burma.

On 23 June the EU formally approved the listing of several Iranian individuals and entities, including Bank Melli, under its previous Common Positions. The UK has long argued for EU measures against Iran to reinforce those already imposed in UN Security Council Resolution (UNSCR) 1737, UNSCR 1747 and UNSCR 1803. We will pursue further EU action in the coming months and will argue for rigorous EU implementation, of UNSCR 1803 in a new Common Position, which is currently under discussion. The Government fully support strengthening sanctions against Iran, including financial measures, as part of the E3+3's dual-track process of engagement and pressure, to persuade Iran to comply with the Security Council and co-operate fully with the International Atomic Energy Agency.

The cyclone that hit Burma on 2 May was one of the worst humanitarian disasters since the Asian Tsunami of 2004. The official Burmese government death toll is 84,537 dead with 53,836 missing, and the UN estimates the total number of people badly affected to be in the region of 2.4 million. The Red Cross estimates on the basis of reports from 22 organisations working in Burma that between 69,000 and 128,000 were killed. DFID estimates that of the affected population, 300,000 remain extremely vulnerable and require immediate humanitarian assistance.Some progress has been made in improving access to the affected areas by international humanitarian workers. The rate of delivery and volume of relief goods has increased since the UN/ASEAN conference on 25 May, but the UN estimates that approximately 1.1 million of the 2.4 million cyclone victims have yet to receive assistance. Some areas are just now being reached for the first time. However, the ASEAN's joint assessment process (PONJA—Post Nargis Joint Assessment) is under way and appears to be progressing well.The UN Flash Appeal has requested US$201 million and is 63.6 per cent. funded (received funds not including pledges). A revised Humanitarian Appeal is expected in early July. DFID, having committed £27.5 million, is a leading donor. Our support is helping organisations provide immediate humanitarian assistance to victims of the cyclone, such as shelter materials, food, clean water and household items to replace those that have been lost.

The humanitarian situation in Zimbabwe continues to be a grave cause for concern. This year's harvest has been the worst in post-colonial history. The World Food Programme estimates that 5.1 million people may need food aid in the coming year. The severe HIV/AIDS crisis, increasing poverty and destitution, the chaos caused by hyperinflation, and the breakdown of water and sanitation services, are all adding to the risk factors for a major humanitarian emergency.On 4 June the Government of Zimbabwe suspended the field activities of all NGO's and Private Voluntary Organisations (PVOs), with severe implications for the delivery of humanitarian relief. The UN Office for the Co-ordination of Humanitarian Affairs estimates that around 1.5 million people are being immediately affected. UNICEF say this number includes half a million children.The World Food Programme's main feeding programme is due to scale up from August. The absence of large scale food aid programmes in the second half of the year could lead to high levels of malnutrition and increased mortality.

We believe that the complex issues in Papua can best be resolved through peaceful dialogue between the people of Papua, their elected representatives and the central government of Indonesia. Indonesian President Yudhoyono has committed his government to improving the situation in Papua, which we welcome. Vice President Kalla, along with a team of ministers, visited Papua most recently in February to discuss economic and social development with representatives of the Papuan people. Governor Suebu, of Papua province, is pressing ahead with his social and economic development programmes, underpinned by the significant financial resources now being directed to Papua as a result of its special autonomy status.Our embassy in Jakarta follows the situation in Papua closely. They are in regular contact with human rights organisations, non-governmental organisations and academics working in the region. Embassy staff visit Papua regularly.We continue to encourage all sides to maintain a meaningful dialogue that focuses on implementing fully the existing Special Autonomy legislation. We judge that this is the best way to ensure the long-term stability and development of Papua and its people.

[holding answer 23 June 2008]: The Medical Research Council is one of the main agencies through which the Government support medical and clinical research. Myalgic Encephalomyelitis (ME) is a strategic priority area for the MRC and the Council is continuing to promote research in this area. The MRC does not have set budgets for specific illnesses and research proposals in all areas compete for the funding available, The MRC welcomes applications for support into any aspect of human health and these are subject to peer review and judged in open competition, with awards being made on the basis of the scientific quality of the proposals made.The MRC currently supports a number of studies in CFS/ME, as follows:"Professor K. Bhui, Queen Mary and Westfield College—chronic fatigue and ethnicity (£162,000).""Dr. C. Clark, Centre for Psychiatry, Barts and The London School of Medicine—general and specific risk markers and ""preventive factors for chronic fatigue and irritable bowel syndrome (funding approved in November 2007, £367,000).""Professor A. J. Weardon, University of Manchester—randomised controlled trial of nurse led self-help treatment for primary care patients with chronic fatigue syndrome (£743,000).""Professor P. D. White et al, Queen Mary and Westfieid College—The PACE Trial: a RCT of CBT, graded exercise, adaptive pacing and usual medical care for the chronic fatigue syndrome (£2.07 million)."

As of 31 March 2008, our consular officials were aware of 2,208 British nationals detained overseas. This figure includes those awaiting trial and those serving custodial sentences.
