(a) A total of seven Acts have been passed under the Parliament Acts. The following Acts were passed under the Parliament Act 1911:
the Government of Ireland Act 1914;
Welsh Church Act 1914; and
Parliament Act 1949.
The following Acts have been passed since the 1949 Act was passed:
War Crimes Act 1991;
European Parliamentary Elections Act 1999;
Sexual Offences (Amendment) Act 2000; and
Hunting Act 2004.
(b) Bills may pass through one or more stages during the "wash-up" period between the announcement of the date of a general election and the Prorogation, adjournment or dissolution of Parliament prior to the election. Some of these Bills will already have received extensive scrutiny in one or both Houses; others may be taken through all their stages during the wash-up period.
The table below shows the number of bills that received Royal Assent during wash-up before each general election since 1987, together with the stage that each Bill had reached at the beginning of wash-up. Information for general elections between 1911 and 1983 could be provided only at disproportionate cost.

10.2 million adults, representing 21 per cent of the UK adult population, are estimated never to have used the internet according to the Office for National Statistics report The National Statistics Omnibus Survey published in August 2009. It is an extremely effective mantra. Whether it actually answers the noble Lord’s constitutional point, going back to the resolution of the House in 1699, I am not entirely certain.

The United Nations High Commissioner for Refugees (UNHCR) provides the only verifiable data on the number of Iraqi refugees. As of 31 January 2010, the total number of refugees registered with UNHCR across the region was 228,733, of which 163,207 are located in Syria; 38,833 in Jordan; 9,015 in Lebanon; 6,608 in Egypt; 6,658 in Turkey; and 4,412 in Iran.

Among other things, the ICO is the UK's independent regulator of the Data Protection Act 1998 and the Privacy and Electronic Communications Regulations 2003. The ICO is responsible for ensuring compliance with this legislation, including promoting and enforcing the lawful processing of personal data in relation to unsolicited recorded telephone messages and responding to any complaints that involve the processing of personal data.
The ICO produces a range of publications to inform individuals about their rights and the ICO's functions in relation to unsolicited marketing (including recorded telephone messages). It also publishes guidance for organisations on legislation and good practice. All of these publications are available on the ICO's website.
In addition, on 4 March 2010 the ICO issued updated guidance for political parties and candidates covering a range of communication techniques including telephone calls, including automated calls. The guidance applies to direct marketing campaigns, for example, encouraging individuals to vote for a particular party or candidate, and appealing for funds and support for campaigns.

I thank my noble friend. I cannot do much about the terror in which he lives, but I suggest counselling. We are active in terms of the Government’s other activities. The Ministry of Justice runs the Financial Inclusion Fund, the Financial Services Authority and Her Majesty’s Treasury are progressing their financial capability money guidance pilots, and Communities and Local Government is providing more help for consumers in difficulties via the mortgage rescue scheme. A number of government schemes are in process and there is a lot of publicity.

Our investment in education in prison for offenders has risen threefold from £57 million in 2001-02 to more than £175 million in 2009-10. Since April 2000, spending on education for young people in custody has increased more than sevenfold.

It is a fact that counterterrorism and counter-radicalisation projects in Pakistan and elsewhere have been subject to the cuts that the Foreign Office has been obliged to make. I listed others—on climate change and delivering key objectives on the Middle East, North Africa and the Balkans. I say these things to assure the House that none of this is done easily or lightly. It is an extremely difficult set of decisions that have to be made at a time when we are under such financial pressure.

My Lords, we will have to see the outcome of the discussions that are taking place in Mozambique on Thursday to know that. Certainly, President Zuma has made clear his rather more urgent requirements of the Government of Zimbabwe, more than perhaps his predecessor has done. There are those in SADC—Botswana is one and there are many others— who can see why a solution to Zimbabwe is in everybody’s interests in the region. I am pretty sure that my noble friend Lady Kinnock has arrived in South Africa by now—if she has not, she is on the longest flight that has ever taken place from the United Kingdom—and I hope that she will be using her influence in all quarters to ensure that we bring about the policy, not that we want to see, or that Europe wants to see, but that the world wants to see.

My Lords, I think that I am steering gently into danger in answering that. It seems that it could be quite a complex legal question. First, they have to be able to identify whether you are a Member of this House and exactly what the circumstances are. I would be very wary of exactly answering that. Generally, because of the sessional order, it is a requirement that the commissioner will maintain access to the House for Members of this House, but, as regards the actual details of that, I would be very wary of giving an answer on the Floor of the House now.

Clonazepam belongs to the class of medicines known as benzodiazepines. When benzodiazepines were introduced into the market in the United Kingdom there was not a formal system of medicines regulation. In 1971 after implementation of the Medicines Act 1968, all medicines were given a licence of right, and these licences were reviewed over time by the Committee on Review of Medicines (CRM) and granted a reviewed licence if they met the requirements of safety, efficacy and quality.
Clonazepam, which is used for the treatment of epilepsy in infants, children and adults, was granted a product licence of right on 13 June 1974.
As with all medicines authorised in the UK, the safety of clonazepam has been kept under close and continuous scrutiny by the Medicines and Healthcare Products Regulatory Agency (MHRA) using a wide variety of data sources. These include spontaneous adverse drug data from the UK and worldwide, clinical trials and epidemiological studies, worldwide published medical literature, data from the manufacturer and information from worldwide regulatory authorities.
The MHRA captures data on potential side effects associated with medicines through its Yellow Card scheme. Doctors, dentists, coroners, pharmacists, nurses and patients can report suspected side effects to the MHRA through the Yellow Card scheme. A total of 174 spontaneous case reports have been received detailing 382 reactions suspected to be associated with the use of clonazepam in the UK. The most commonly reported suspected adverse reactions include aggression (14 reports), somnolence (12), mania (9), ataxia (8) and epilepsy (8). All of these adverse reactions, or the symptoms commonly used to describe these conditions, are included in the product information for clonazepam.
Information to aid the safe use of clonazepam is provided in the product information which consists of the summary of product characteristics for healthcare professionals and the patient information leaflet. Additional prescribing advice is provided in the British National Formulary, which is sent to all doctors within the National Health Service.

My Lords, the House is pleased to see my noble friend back, and I am encouraged by this question. The position of the British Government with regard to aid in Zimbabwe is that aid is concentrated on food aid under the United Nations programme and on concern about the health and welfare of the people of Zimbabwe, particularly given the background of the recent cholera epidemic. Those are both priorities to which international support is being given. Although there is always a difficulty about monitoring certain flows of funds, the international community and the British Government have a great interest in ensuring that the two main issues in Zimbabwe—food and the restoration of some degree of public health—are priorities that can be monitored.

The senior civil servant appointed to head up the cross-departmental Criminal Justice Women’s Unit is a deputy director, and the appointment is full time, reporting to a director with overall responsibility for women. The head of unit leads on managing and co-ordinating the work on women in the criminal justice system across all relevant departments.

My Lords, like the noble Viscount, Lord Falkland, I declare an interest in that I have type 2 diabetes, as no doubt do many other noble Lords. Is my noble friend aware that I am terrified of blood and machines? However, when I started testing, I persevered, and like the noble Viscount I now find blood testing an invaluable guide. This morning, my test was high. I realised that I had eaten too many boiled potatoes last night and will not do so again. My Lords, like the noble Viscount, Lord Falkland, I declare an interest in that I have type 2 diabetes, as no doubt do many other noble Lords. Is my noble friend aware that I am terrified of blood and machines? However, when I started testing, I persevered, and like the noble Viscount I now find blood testing an invaluable guide. This morning, my test was high. I realised that I had eaten too many boiled potatoes last night and will not do so again. Will my noble friend do all she can to publicise—I do not think that she stressed this point—the potential benefits of blood testing to type 2 diabetes sufferers?

My Lords, I am very sorry to hear that my noble friend ate too many potatoes.
Boiled or whatever, my Lords, I am glad to hear that my noble friend is aware of that. He makes the point about the programme that he is part of. It was set up by the Department of Health and is called DESMOND—Diabetes Education and Self-Management for Ongoing and Newly Diagnosed—and it is vital for supporting people to manage their condition. It is about people with type 2 diabetes getting the right kind of education to ensure that they can self-monitor in the way that my noble friend referred to. The department recently issued further guidance to PCTs to the effect that they should use this as part of their ongoing programmes to support diabetes sufferers.
