My Lords, is my noble friend aware that oilseed rape suffered a loss of approximately 10% last year, owing to the cabbage

stem flea beetle? It is forecast that these losses will be considerably greater this year, with the ever-increasing numbers of these insects, putting the viability of this crop into question. Oilseed rape is the most important arable rotational crop, producing edible vegetable oils, livestock feed and biofuels. As a farmer, I am aware of this.

My Lords, is my noble friend aware that producing sustainable fuels with high levels of ethanol is not the problem? General aviation has a problem with combustion engines which do not deal well with high levels of ethanol in the fuel, as the hoses, the filters and the seals are incompatible with these high levels.

My Lords, although people are saying that Heathrow is full up, nearly saturated or working at 98% capacity, is it not true that that in reality is in good weather? During bad weather when the time between landings is extended significantly, considerable delay is caused. It really is time that we should respond to this because it is totally detrimental to the UK that other nations should see that we are incapable of operating an efficient transport system.

I would like to associate myself with the remarks of the Minister. I am not sure whether he is aware that I have been on an Armed Forces parliamentary scheme and visited RAF training stations. I have been made aware of the considerable number of training vacancies for fast-jet pilots. Does the Minister agree that when the UK sells military aircraft, it is prudent to have a world-class training facility where affordable places are available to foreign pilots? Does he recognise also the wonderful relationships with foreign pilots that are generated during pilot training, with proven long-term results for diplomatic relations in times of trouble and conflict?

I thank my noble friend for his comforting words, which will comfort all farmers like me. But are the Government still committed to halting the decline in farmland birds by 2020? Is he aware that, in 1970, the conservation spend was around £10 million? We now spend hundreds of millions of pounds on conservation to halt this decline. Would the Government consider commissioning an experimental survey on the predation of farmland birds so that we have a better understanding of why over the past 40 years there has been a continuing steady decline in farmland birds?

Is the Minister not concerned that by raising the airport passenger duty in the way that is proposed he will damage the Government’s objective of making this country one of the major tourist destinations? If a family of four from China travel to this country from their home, they will now pay £300, even though they are travelling economy.

My Lords, I thank the noble Lord for his reply. This consultation on the implementation of Sir Joseph Pilling’s views on the strategic review of the CAA 2008 will result in major changes to the mandate of the CAA by including consumer interests, as well as its existing role of safety regulator. Why was there no consultation on Pilling’s major changes with Better Regulation Executive guidelines? The Government, by sleight of hand here, have moved on to the implementation stage without consulting on the major changes they intend.

My Lords, is the Minister aware that Professor Helen Muir, who is responsible for the research of the Cranfield project, said last year in a magazine called Flight International that such fume events have occurred in the research? She goes on to mention, ""a wide range of volatile and semi-volatile organic compounds including benzene"," and finishes by saying, "including organophosphates". We know that organophosphates are extremely dangerous; Gulf War syndrome is one example of that, and we have seen shepherds affected by dipping their sheep. So why are the Government dithering when the health of tens of thousands of people is continually being affected by these events on commercial airlines?

My Lords, the Minister talks about developing parachute training. Weston-on-the-Green near Otmoor in Oxfordshire is one of the main sites used for parachute training. The Government have recently been touting this as an eco site. Although it will not go forward in the first round of ecotowns, what provision have the Government made in the event of Weston-on-the-Green becoming an ecotown so that other sites are developed to take on this parachute training?
