Miss Melanie Johnson: To ask the Secretary of State for the Environment, Transport and the Regions when he will confirm the
arrangements he intends to follow to implement the periodic electoral review recommendations of the Local government Commission for
England; and if he will make a statement. [93804]
Ms Armstrong: We have now considered the responses to the consultation, which I announced on 10 March 1999, Official Report, column
244, on proposals for implementing periodic electoral reviews (PERs).
Our intention remains to implement the recommendations of the Local Government Commission for England as soon as practicable on a
normal election date for councils. Our consultation has shown that there is no consensus on holding additional elections to
implement PERs, and we have concluded that it would not be desirable to do so.
Accordingly, we intend to implement the Commission's recommendations as follows. For district councils that hold whole council
elections and where final recommendations are received by July 2002, implementation is to be on the normal election day in May 2003.
For district councils that elect by thirds, where final recommendations have already been received, implementation is to be on the
normal election day in May 2000; where final recommendations are received between August 1999 and 2001, implementation is to be on
the normal election day in May 2002; and where final recommendations are received no later than July 2002 on the normal election day
in May 2003.
The Commission's recommendations for a county council are to be implemented only after recommendations have been made and
implemented for all the district councils in a county area. Subject to this, where final recommendations for county councils are
received no later than July 2000, they are to be implemented on the normal election day in May 2001; subsequent final
recommendations are to be implemented on the normal election day in 2005.
I am asking the Local Government Commission to consider their programme of PERs having regard to our intended approach to
implementation and with a view to ensuring that all councils in England will have updated electoral arrangements in place by 2005.

report on the further research his Department commissioned on galvanised steel wall ties. [93805]
Mr. Raynsford: The then Energy Efficiency Minister announced on 19 January 1998, Official Report, column 374, that as part of my
Department's ongoing programme of research into rain penetration of cavity walls, she had asked for precautionary checks to be
carried out on the condition of galvanised steel wire wall ties in a sample of houses with cavity walls filled with insulation. This
followed the preliminary results of research at the BRE which indicated that there was a possibility that the life expectancy of
green coloured galvanised steel wire wall ties might be shortened when used in conjunction with urea formaldehyde from cavity fill.
These checks have now been completed along with further experimental research and an independent review of the findings.
In the houses examined, there was no premature deterioration of galvanised ties with or without the green identification film in
contact with urea formaldehyde form cavity insulation.
The further experimental research was carried out on galvanised ties with and without the green identification film. The research
comprised accelerated corrosion tests and chemical interactive tests with urea formaldehyde foam. Neither of these experiments
indicated any discernible loss of galvanising.
With these results to hand and with the benefit of an independent review undertaken by consultants WS Atkins, BRE re-examined their
earlier experimental findings. They have concluded that the accelerated corrosion observed under the experimental conditions could
have been caused by vapour from the urea formaldehyde which under certain conditions of very high humidity can lead to very high
rates of corrosion of galvanising. The conditions under which this could happen were present in the preliminary experimental
research, but were unlikely to occur in houses.
The work concludes that there is no evidence that urea formaldehyde foam cavity wall insulation shortens the lifetime of galvanised
wall ties.

Family-friendly policies can help to boost the economy by increasing the number of skilled people in the labour market, and
increasing the numbers returning to education and training. These policies can enhance financial independence--especially for
women--both immediately as they benefit from a higher standard of living, and after retirement as a result of building up a better
pension entitlement. And these policies can help increase the sustainable level of employment, and improving productivity, leading
to an increase in overall living standards.

Dr. Howells: It is DTI policy that recruitment is carried out on the basis of fair and open competition and selection on merit,
subject to the exceptions permitted by the Civil Service Commissioners. My Department has systems in place which ensure that the
principles of fair and open competition are understood and followed, in accordance with the provisions of the Civil Service
Commissioners' Recruitment Code. These systems are subject to internal check and to external check by the Commissioner's approved
auditors.
The DTI's Executive Agencies and the Government Office network make separate arrangements for publishing recruitment data and the
following table and narratives describe only Headquarters recruitment.

Mr. Battle: I have today granted clearance under Section 14 of the Energy Act 1976 in response to Enron Europe Ltd.'s notification
to build a 45 MW gas-fired combined heat and power station at the Teesside Gas Processing Plant at Seal Sands, Cleveland. The
decision has been taken in accordance with the policy set out in the White Paper entitled "Conclusions of the Review of Energy
Sources for Power Generation and Government response to fourth and fifth Reports of the Trade and Industry Committee" (Cm 4071).
I believe very strongly that CHP should play a vital and expanding role in the future of the UK power market. The technology has now
come into its own, and the efficiency it offers is delivering benefits not just to business users, but to the country as a whole.
Copies of the Press Notice and Section 14 clearance are being placed in the Library of the House.

The Prime Minister: Subject to Parliamentary approval of the necessary Supplementary Estimate, the cash limit for Class XVIII, Vote
2 will be increased by £1,880,000 from £707,906,000 to £709,786,000 and the gross running costs limit increased by £3,059,000 from
£375,993,000 to £379,052,000.
This change is to take on board transfers of; £310,000 to the Scottish Office Class XIII, Vote 5; £3,500,000 to the Inland Revenue
Class XVI, Vote 4; take up of running costs end year flexibility of £5,690,000 as announced by the Chief Secretary of the Treasury
on 14 July 1998, Official Report, columns 131-36.
There will be an increase in Appropriation in Aid of £14,495,000 resulting from changes in accounting procedures and a net increase
in other current expenditure payments of £25,878,000.
The increases will be offset by transfers, and charged to the Reserve and will not, therefore, add to the planned total of public
expenditure.

Mr. Charles Clarke: From September this year all those training to become primary school teachers must follow a national training
curriculum in English and mathematics which specifies the essential core of knowledge, understanding and skills which all trainees
must be taught, know and be able to do in relation to primary English and mathematics.
As part of the National Literacy and Numeracy Strategies, all serving primary teachers will receive training in the most effective
methods of teaching these key skills.

Mr. Hutton: The training support programme budget for 1998-99 is £35.45 million. It is set to rise to £39.0 million for 1999-2000
and there are planning figures of £42.5 million and £44.5 million for the two subsequent years. This provides a sound basis on which
local authorities can plan their local expenditure.
