Sir Roger Sims: To ask the Secretary of State for Health if he will make a statement on the analysis his Department has carried out
of the drugs budgets of general practitioner fundholders and of non-fundholders. [19180]
Mr. Malone: Health authorities allocate prescribing budgets annually, to both fundholding and non-fundholding general practitioners,
to meet patient needs. Guidance is issued to help health authorities achieve equity between fundholding and non-fundholding
practices and the national health service executive's regional offices oversee the whole process to ensure fairness. Analysis of the
management of drugs budgets by fundholders and non-fundholders shows a 6 per cent. saving by each wave of fundholders compared with
trends in expenditure by non-fundholders. These savings are "locked in" and currently represent some £100 million each year.

Mr. Lilley: The Government published a Green paper on this topic in July 1996. We promised that, following the consultation period,
a White paper would be published in the spring. I have today published the White Paper "Pension rights on Divorce" (Cm 3564). Copies
are available in the Library.

Sir Roger Sims: To ask the Secretary of State for Health what estimate he has made of expenditure in the year 1997-98 on research
into ME, chronic fatigue syndrome, excluding psychiatric investigation; and if he will list the specific projects. [10263]
Mr. Horam: Information is not available centrally on expenditure in the national health service on research into chronic fatigue
syndrome-myalgic encephalomyelitis. The Department is currently funding a research project through the national health service
research and development programme called, "Should GPs manage chronic fatigue syndrome? A controlled trial" and expects to provide a
further £6,032 during 1997-98. However, the main agency through which the Government supports biomedical and clinical research is
the Medical Research Council. It always welcomes high-quality applications and these are judged in open competition with other
demands for funding, and awarded according to their scientific quality.

Sir Roger Sims: To ask the Secretary of State for Foreign and Commonwealth Affairs when he expects to be able to provide explanatory
memoranda with treaties which are laid under the Ponsonby rule. [9430]
Dr. Liam Fox: We accept that explanatory memoranda can usefully supplement the established Ponsonby procedures by bring to the
attention of Parliament the main features of the treaties with which they are laid. In future therefore every international
agreement laid under the Ponsonby rule will be accompanied by an explanatory memorandum. This new procedure will apply to all
international agreements signed after 1 January 1997 which are laid under the Pensonby rule, namely those agreements which are
concluded subject to ratification, accession, acceptance or approval, and which are laid for a period of 21 sitting days after
signature and before ratification or its equivalent.
Arrangements will be made to lay copies of the note for Departments entitled "Guidelines on Explanatory Memoranda for Treaties" in
the Libraries of both House.
We should like to thank Lord Lester of Herne Hill, whose initiative led directly to the introduction of the new arrangements.

Sir Roger Sims: To ask the Chancellor of the Duchy of Lancaster what decisions were taken at the EU ministerial Council on the
internal market on 26 November; and what matters were voted upon. [7356]
Mr. Freeman: I attended the Council on behalf of the UK Government. An open debate was held on the Commission's report on the impact
and effectiveness of the single market. I welcomed the report's message that the single market had benefited international
competitiveness and jobs. I also supported the emphasis on effective application and enforcement and improved infractions systems.
More work was needed on energy and services, including financial services.
The single market would also work better with simpler legislation, which would especially benefit small firms. I welcomed the
Commission's report on its simpler legislation for the internal market--SLIM-- initiative and the results of the pilot project.
These would deliver concrete benefits to business. The UK's calculations showed that the Intrastat proposals alone would result in
savings of over £5 million for the UK's small firms.
The Council asked the Commission to bring forward legislative proposals to implement the SLIM teams' proposals quickly. The Council
also expressed a desire to see the SLIM approach extended to further areas of single market legislation and invited suggestions from
all member states. I suggested that the electromagnetic compatibility, personal protective equipment, package travel directives and
the VAT information exchange system would benefit from inclusion in a second round of SLIM. I also mentioned the importance of work
to simplify legislation on machine standards and food hygiene.
The Council reached political agreement on a common position.
on an amendment to the directive on extraction solvents used in the manufacture of foodstuffs; and
subject to a UK parliamentary scrutiny reserve, to amend two public procurement directives to align them more closely with the World
Trade Organisation Government procurement agreement.
No agreement was reached on a common position on a directive on the legal protection of designs where neither the Commission
proposal nor a presidency compromise gained sufficient support.
The European company statute, free movement of persons, problems facing ski instructors and tour guides and the Action Robert
Schumann proposal to improve legal professionals' understanding of single market law were also raised and Council Members attended
the launch of citizens first, the Commission's information initiative designed to bring the EU closer to the citizen.

Sir Roger Sims: To ask the Secretary of State for Social Security what reports he has received recently concerning the performance
of the Child Support Agency. [1095]
Mr. Andrew Mitchell: My right hon. Friend the Secretary of State has recently received two reports, both of which are being placed
in the Library today. These are the annual report for 1995-96 from the chief child support officer and the mid-year report of the
Child Support Agency.
The CSA's mid-year report shows that by the end of September maintenance totalling more than £183 million had been collected or
arranged by the agency and that it was clearly on course to meet the target of £380 to £400 million for the year. In September, 80
per cent. of assessments were correct to the nearest penny and 98 per cent. of payments received from absent parents were paid over
to the parent with care within ten working days. In addition the report shows the agency's commitment to prompt enforcement action
by issuing over 25,000 deductions from earnings orders and applying for over 1,000 liability orders against non-compliant absent
parents.
The CCSO's report for 1995-96 shows continued improvement over the standards of adjudication for the first two years of the agency's
operation. The CCSO, who is independent of the CSA and Ministers, acknowledges the progress made and the dedication of agency staff
at all levels towards securing better standards of adjudication. He also points out that the agency's assessment of accuracy and the
assessment of his own monitors are now broadly in line.
Both reports clearly indicate that the CSA has turned the corner in terms of its performance over the last 18 months and that it
continues to make very encouraging progress, with substantial improvements in many areas. We shall be looking to the agency to
continue this much needed improvement, meet its end-of year targets and deliver an ever improving and more efficient service.

Mr. Freeman: The civil service management code gives Departments and agencies discretion to grant special leave for voluntary public
service. There are no centrally prescribed limits to the amount of special leave that may be given to a civil servant who is
appointed as a justice of the peace. Departments are aware of their obligation to comply with section 29 of part II of the
Employment Protection (Consolidation) Act 1978.

Mr. Sims: To ask the right hon. Member for Berwick-upon-Tweed, representing the House of Commons Commission, what arrangements exist
to give employees of the House of Commons who are appointed justices of the peace leave of absence to carry out their judicial
training and duties.[21424]
Mr. Beith: Under the House of Commons Administration Act 1978, conditions of service of staff of the Commission are kept broadly in
line with those in the home civil service. In line with this principle, such staff are allowed reasonable time off for attendance
required by statutory bodies within section 29 of the Employment Protection (Consolidation) Act 1978. This allows staff who are
appointed justices of the peace level of absence to carry out their judicial training and duties.
