My Lords, I completely hear the views of retailers. No one wants to put a retailer in an awkward position and I completely understand why they would support the introduction of licensing. However, that is not currently our plan and we believe that we can get to a smoke-free 2030 without introducing onerous and expensive new regulations of the kind that the noble Viscount describes.

The Government has not carried out any detailed assessment on the use of motorcycles and other two-wheel motorised vehicles for reducing congestion and pollution and there are no plans to promote motorcycles as a means to reduce congestion.

As outlined within the Clean Air Zone (CAZ) Framework, motorcycles and mopeds are not routinely included under any category for a charging Zone. Local authorities may choose to include them under a class D CAZ, which charges buses, coaches, taxis, PHVs, HGVs LGVs and cars. The full guide provided to local authorities is attached.

Local authorities already have existing powers under the Transport Act 2000 to implement Clean Air Zones. The Clean Air Zone (CAZ) Framework sets out the principles for the operation of Clean Air Zones in England. It provides the expected approach to be taken by local authorities when implementing and operating a Clean Air Zone. The full guide provided to local authorities is attached and has been placed in both the Libraries of the House.

Given that in 2014 the driver eyesight survey estimated that crashes resulting from poor driver vision caused 2,900 casualties in the UK per year and that three-quarters of the adult population require either contact lenses or glasses, will the Government do more to alert drivers of the dangers of not getting their eyesight tested regularly, and can consideration be given to using motorway electronic signs to display
this message? Road safety week starts on 21 November. Would that not be an excellent time to start running a trial to establish whether these actions have a beneficial effect?

I congratulate the noble Viscount. He has been a vociferous and devoted campaigner for road safety, and I know that he recently received an award from the Police Federation recognising his achievements and service in this area. Highways England uses electronic variable message signs but, as the noble Viscount is aware, these are intended primarily to advise drivers of immediate safety issues and journey information. With regard to road safety week, we are intending, with Highways England, to use other forms of media, such as social media, to promote the importance of getting your eyes tested.

My Lords, the Driver & Vehicle Licensing Agency’s driving licence application form makes clear the importance of meeting the required eyesight standards. The Department for Transport also makes clear the eyesight standards for driving in its leaflets and forms, as well as on the GOV.UK website. The department supports the NHS recommendation that adults should have their eyes tested every two years. This advice was promoted through a communication campaign in 2013, supported by the BMA, the Royal Society for the Prevention of Accidents and Brake.

My Lords, I was interested to hear about the experiences in Northern Ireland with fatalities on the roads. A reduction in roads policing officers has been experienced in most forces, and two forces have reduced their traffic officers by more than 70%. The Minister gave us figures for road deaths, but in fact the most recent figures have shown an increase. The total cost of a fatality is more than £1.75 million. Given that figure, is it worth reducing the number of police officers?

I think that that is right—and if I misheard the noble Viscount and he was asking about fatalities in Northern Ireland, I will get the figures broken down specifically for him. On the particular point that he raised, this is where greater use of technology and surveillance cameras on our motorways and road networks has helped to target resources better on reducing deaths and accidents on our roads.

My Lords, the noble Viscount is quite right; Scotland has the power to set a lower limit. However, it cannot change the penalties. If it does change its limit, it will be very interesting to see what the effect will be on casualties.

My Lords, again, I answered that point earlier when I dealt with the co-ordination that we have brought to this matter through the national framework. That is why we are looking to make savings of the order of £350 million a year, compared to what used to happen under the previous Government on proper co-ordination of all police procurement.

This information is not held on the Driver and Vehicle Licensing Agency's database as the courts do not notify why someone with more than 12 penalty points is not disqualified. On 21 September 2011, the Driver and Vehicle Licensing Agency's records showed that 9,747 drivers in Great Britain have 12 points or more without disqualification.
In cases where a driver has accumulated 12 or more penalty points, a court can exercise its discretion and choose not to disqualify the driver.

My Lords, as I indicated earlier, we certainly have not ruled out the possibility of legislation, but we need to be sure about the evidence that legislation will have a greater beneficial effect than voluntary action on its own. It is a case of balancing the pros and cons. We have touched upon the enforcement issue and I do not think that that will go away, but on the other hand, the benefits of legislation in other jurisdictions may turn out to be compelling.

No specific assessment of the impact on emissions following the November 2008 increase in the road user charge at the Dartford/Thurrock river crossing has been undertaken.
The Highways Agency undertakes workplace exposure surveys to ascertain background concentrations of emissions during the normal working day. The results are measured against Health and Safety Executive workplace exposure limits and other European exposure limits.
Under Part IV of the Environment Act 1995, Dartford Borough Council and Thurrock Council operate air quality management areas on the A282 adjacent to the crossing. These results can be found on the www.dartford.gov.uk and www.thurrock.gov.uk websites.

The Government's priority is to tackle drink and drug driving in the most effective way possible to protect law-abiding motorists and other road users, and to reduce drink- and drug-related casualties to the minimum possible.
Further steps to discourage this behaviour will be considered in the context of the recommendations of the North review of drink- and drug-driving legislation, to which the Government will respond in due course.

Sir Peter North's report of his review of drink and drug driving legislation covers a wide range of issues, including the legal alcohol limit for drivers, and contains 51 detailed recommendations.
