Malcolm Bruce: To ask the Secretary of State for Trade and Industry what proportion of buildings occupied by (a) staff of the
Department and (b) staff of the Department's executive agencies have been surveyed for the purpose of identifying the
presence of asbestos prior to implementation of the control of Asbestos at Work Regulations 2002. [159368]
Ms Hewitt: The Department of Trade and Industry has ensured all buildings occupied by its staff that could contain asbestos have
been surveyed for the purpose of identifying the presence of asbestos prior to the implementation of the Control of Asbestos at Work
Regulations 2002. For those Executive Agencies where the Department holds information, the position is similar.

Within the past 9 months surveys have been undertaken in each of the 5 buildings occupied by Patent Office staff, for the purpose of
identifying the presence of asbestos prior to implementation of the control of Asbestos at Work Regulations 2002.
The surveys were arranged and managed by The Patent Office in respect of the 3 buildings solely occupied by Patent Office staff, and
by the Office for National Statistics and the Charity Commission in respect of buildings where the Patent Office is a minor
occupier.

I am responding to your recent Parliamentary Question to the Secretary of State for Trade and Industry on behalf of Companies House,
which is an Executive Agency of the DTI.
A survey of our Cardiff offices was carried out in August 2002 by a specialist consultant in accordance with the Control of Asbestos
at Work Regulations 2002. They compiled a detailed asbestos register which has been updated as work is carried out. The building
accommodates 1,264 Companies House staff and approximately 300 tenants from the DTI and DWP.
Our offices in Edinburgh and London accommodating 47 staff, are rented from the DWP and the Insolvency Service respectively, and are
therefore outwith our control.

You have asked the Secretary of State for Trade and Industry for information about asbestos surveys in relation to the Control of
Asbestos at Work Regulations 2002 in her Department and its Agencies. This request has just been passed to me in respect of the
Radiocommunications Agency.
The Radiocommunications Agency ( RA) was a DTI Agency until 28 December 2003 when its responsibilities, functions and assets
(including land and buildings) were transferred to the Office of Communications (Ofcom).
As the Agency's Accounting Officer, I continue to have responsibility for ensuring that the transfer of staff and DTI assets have
been properly carried out and reflected in the RA accounts as part of the implementation of the Communications Act 2003. But from
29 December the relevant Accounting Officer for the information you are seeking is Ofcom's Chief Executive, Stephen Carter.
Ofcom is a statutory corporation and therefore falls outside the arrangements by which Agencies respond to Parliamentary Questions.

The National Weights and Measures Laboratory moved into a purpose built laboratory at Teddington in 1988. The building has been
surveyed recently and the preliminary report confirms that no asbestos is present.

Service ensures that they are obtained from legal and sustainable sources. [141341]
Ms Hewitt: The Department's London headquarters estate (including SBS) operates an environmental management system certified to
ISO14001. This environmental management system (EMS) sets out the policy and procedure to be followed in the procurement of timber
products. The EMS requires timber to be FSC or equivalent certification. All other buildings within the DTI HQ estate but outside of
London are subject to the same procurement criteria.

The Secretary of State for Trade and Industry has asked me to reply on behalf of the Radiocommunications Agency to your
Parliamentary Question detailing by what means the policy for purchasing timber and timber products ensures that they are obtained
from legal and sustainable sources.
I can confirm that, where the Agency has had the need to procure timber products, it has followed the Department's strict guidelines
on purchasing from qualified and certified organisations. All of the Agency's timber products are purchased from suppliers who have
satisfied the Department's and the OGC's strict monitoring and inspections regime on producing goods from legal and sustainable
sources.

I am replying to this parliamentary question, tabled on 28 November 2003, regarding the policy of purchasing timber and timber
products.
The Patent Office does not purchase timber direct from any suppliers. However, furniture is purchased through the Office of
Government Commerce's (OGC) Buying Solutions Framework Agreement where it is a requirement that preferred suppliers hold the
relevant Forestry Stewardship Council (FSC) certification. Where we engage the use of contractors for minor building work
requirements, they must provide evidence that timber products are sourced from managed and sustainable sources.
In addition, the Patent Office is presently working towards an environmental management system certified to EN ISO 14001.

The Secretary for Trade and Industry has asked me to reply on behalf of the National Weights and Measures Laboratory (NWML) to your
question on what means the policy for purchasing timber and timber products of the National Weights and Measures Laboratory ensures
that they are obtained from legal and sustainable sources.
The National Weights and Measures Laboratory (NWML) is part of the DTI HQ estate and thus is within the scope of the Department's
environmental management system, which is certified to ISO 14001. This management system sets out the policy and procedure for
procurement of timber products and requires FSC or equivalent certification. Furniture for NWML is purchased from Kinnarps who are
an approved OGC supplier. Stationery is purchased mainly from Guilbert (UK) who hold the DTI stationery contract. Where possible
products are obtained from their `environmental benefit' range.

I refer to your question tabled on 28 November 2003 to Patricia Hewitt regarding the use of timber and timber products. I have been
asked to reply to you in relation to The Insolvency Service.
Although we are not major consumers of timber products The Service's policy is always to specify to contractors and suppliers that
these materials are provided from sustainable sources. We also require prospective suppliers to confirm this with their bids for our
work. Timber is mainly used in office refurbishment projects whereas our office furniture these days is invariably made from
melamine-faced chipbord (MFC), rather than virgin timber.

All furniture supplies are purchased through contracts let by the Office of Government Commerce in respect of which the suppliers
have already established proof of conforming with the necessary legal and sustainable requirement in respect of timber. The same
requirement is built into our standard terms of contract for works services.

I am responding to your recent Parliamentary Question to the Secretary of State for Trade and Industry on behalf of Companies House,
which is an Executive Agency of the DTI.
I can confirm from our records that Companies House has not contracted any work to Bechtel since 1999. Our records for 1997-1998
have been archived, and to check this period would incur a disproportionate cost. Due to the nature of Bechtel's work, however, I am
confident they were not contracted by Companies House to carry out any work during this period.

Mr. Lidington: To ask the Secretary of State for Trade and Industry how much was spent on food by her Department and by each agency
for which it is responsible in (a) 2001-02 and (b) 2002-03; what proportion of that food by value was produced in the United

Ms Hewitt: Approximately 85 per cent. of food purchased on behalf of my Department is provided by our in-house catering contractors,
as follows.

Acquiring similar information on the rest of the food purchased, which is provided by a large number of lesser supplies, would

non-departmental public bodies.

question (2002/3851) requesting information on how much was spent on food by each Agency in (a) 2001-02 and (b) 2002-03; what
proportion of that food by value was produced in the United Kingdom; what guidance has been issued to encourage the procurement of
home-grown food.
Expenditure on food in The Insolvency Service is generally limited to official hospitality provided by The Service in 2001-02 was
£37,000 (including the cost of the closure of our London canteen facility) and in 2002-03 was £23,000. This took the form of buffet
style services supplied by numerous small catering organisations across the country.
The Agency does not hold any information on how much was grown or produced within the United Kingdom.

The total amount spent on food by Companies House in the year 2001/02 was £212,000 and in the year 2002/03 it was £221,000, of which
approximately 55% was produced in the United Kingdom.
The majority of our costs are recovered in the prices charged in the staff restaurant.

The Secretary for Trade and Industry has asked me to reply on behalf of the National Weights and Measures Laboratory (NWML) to your

National Weights and Measures Laboratory has spent (a) £5.8k in 2001-02 and (b) £5.2k in 2002-03 on entertainment. This covers the
purchase of catering services for Agency events, biscuits, coffee and tea for meetings, consumables for working lunches and
entertaining customers. Records are not kept in such a way that the amount spent on UK produce can be identified.

Agency expenditure (ex-VAT) on food is as follows:
FY 2001/02 £121,922 of which £75,592 was spent on UK produced goods (62%).
FY 2002/03 £139,560 of which £87,913 was spent on UK produced goods (63%)
We have been assured by our caterers Baxter and Platts that it is their Policy to purchase food in accordance with UK and EC
legislation and to satisfy their clients requirements. The Agency encourages all its suppliers to procure all goods and services
competitively and to deal with all parties in a fair and reasonable manner.

Mr. Allen: To ask the Secretary of State for Trade and Industry how many university students her Department and associated agencies
have supported or sponsored with a work placement in the last year; what her policy is on work placements; what plans she has to
develop such schemes; and what her policy is on paying their university fees. [98534]
Ms Hewitt: My Department, excluding the agencies who are replying separately, has sponsored or supported 19 university students in
the last year. A limited number of work placements are provided where suitable work and the necessary support by management are
available. Local arrangements for placements are encouraged and the need for a centrally administered scheme is under review. At
present, we do not pay university fees.

The Patent Office has a bursary scheme that supports female students who want to make the transition from arts to science studies:
it awarded four such bursaries to university students last year. Each bursary is worth £500 a year for the duration of the
university course. A limited number of work placements are provided where suitable work and necessary support by management are
available. The Patent Office currently has one university student on an unpaid work placement. At present, we do not pay any student
university fees.

The Secretary for Trade and Industry has asked me to reply on behalf of the National Weights and Measures Laboratory (NWML) to your
question on how many university students her Department and associated agencies have supported or sponsored with a work placement in
the last year; what her policy is on work placements; what plans she has to develop such schemes; and what her policy is on paying
their university fees.
In the past year, NWML has had two (2) work experience placements for students. We normally offer two per year. One person during
summer vacation, which is a regular arrangement and for which we often advertise if we have not had any expressions of interest. The
summer vacation placement receives a small salary. Plus another one at some other time of the year-- this year it was January
2003--for a short 2-week unpaid (except for expenses) placement. These may not necessarily be university students as we sometimes
take school students or those about to start university or college.
This is currently the only sponsorship we offer at present, as we are a small Agency of only 57 staff and we do not have the
capacity to support many work placements. For the same reasons, we do not currently offer to pay any university fees.

On 13 February 2003 you asked the Secretary of State for Trade and Industry, how many university students her Department and
associated agencies have supported or sponsored with a work placement in the last year; what her policy is on work placements; what

In the academic year August 2001 to July 2002 the Radiocommunications Agency provided 7 university students with 50-week contracts
to work in the Agency as part of their degree course. This is through an Agency managed scheme. The Radiocommunications Agency did
not sponsor any students in the last year:- the Agency does not pay university fees.

reply on behalf of the Employment Tribunals Service, which is an agency of the DTI. I apologise for the delay in replying.
The Employment Tribunals Service does have a policy to support its staff in undertaking further or higher education and is prepared
to contribute to university fees where such study would both benefit the individual and the agency. In the last year one member of
staff has been supported in undertaking a part-time university course. As far as work placements for university students are
concerned, the agency has no specific policy.

Companies House has not had any work placements of students within the last twelve months. We have however provided advice and

column 26. Central records indicate that for the current financial year, 2002-03, £35 million is at present committed for
consultancy.
I have asked the Department's Executive Agencies to respond directly to the hon. Member. Information by NDPBs is not held centrally
and could be produced only at disproportionate cost.

The SBS was launched as an Agency on 1 April 2000. Therefore, information on expenditure has only been available since that date.
The value of contracts for external consultancy for the period from 1 April 2000 to 31 March 2002 is approximately as follows:

Ms Hewitt: The Department does not centrally collect the information sought at the required level of detail, and to provide it would
entail disproportionate cost. Where surveys are conducted which may be considered to contain an element relating to opinion polling,
focus groups, or other forms of market research; it is not generally possible to identify separately the costs of that element.

I am replying to your Parliamentary Question 1955 tabled on 28 March 2003, about the expenditure incurred by the (a) the Secretary

In 2002, as an Agency, the Patent Office did not incur any expenditure on opinion polling, focus groups or other forms of market
research. The Intellectual Property Advisory Committee (IPAC) which is a NDPB for which the Patent Office provides funds and
secretarial support incurred expenditure of £3300 on market research.
Surveys commissioned in 2002 were a telephone survey of customers using the Patent Office Central Enquiry Unit to determine
grass-roots intelligence on customer needs, and a survey on enforcement run by the Intellectual Property Advisory Committee.

behalf of Companies House, an Executive Agency of the DTI.
Companies House has commissioned one piece of market research in 2002 as part of our microfiche migration project. The research was
conducted into our existing microfiche customers to establish the purchasing habits of those customers and to enable us to migrate
them onto electronic delivery. The research was conducted by DVL Smith which is part of the Incepta Group at a cost of £40,825.
There has been no expenditure on opinion polling or focus groups.

The Insolvency Service maintains a National Consultative User Group and an Insolvency Practitioner User Group. Members of those
groups give their time and travel costs at no expense to The Service. During 2002 we spent a total of £186 on light refreshments at

Tony Wright: To ask the Secretary of State for Trade and Industry if she will list the performance targets that her Department, its
agencies and non-departmental public bodies are required to meet, apart from those set out in the public service agreements for 1999
to 2002 and 2001 to 2004; and if she will specify for each target (a) who sets it and (b) who monitors achievement against it.

Ms Hewitt: Information on the Department's targets and priorities--including those in its Public Service and Service Delivery
Agreements (both available on the Department's website)--and on how the Department is working towards them is contained in its
annual Expenditure Plans Report, the next edition of which is to be published later this month covering 2002 to 2003-04. The targets
are monitored as appropriate by the Department's Executive Board and Group Management Boards.
The performance of the Department's Executive non-departmental public bodies (NDPBs) are set out in the individual NDPB's annual
reports, copies of which are available in the Libraries of the House (the first annual reports by the Gas and Electricity Consumer
Council and the Consumer Council for Postal Services will be available in the Libraries of the House in the summer). Key performance
targets are agreed by the Department and achievement against them is monitored by the relevant sponsor directorate within the
Department. Ministers are currently considering with the nine regional development agencies a range of new targets for their single
budget which will be finalised with the agencies later this year.
I have asked the chief executives of the Department's agencies to write direct to the hon. Member.

You tabled a Parliamentary Question on 24 May to Patricia Hewitt, Secretary of State for Trade and Industry, asking for the
performance targets that her Department, its agencies and non-departmental public bodies are required to meet, apart from those set
out in the public service agreements for 1999 to 2002 and 2001 to 2004. You also asked, for each target, (a) who sets it and (b) who
monitors achievement against it. I have been asked to reply in respect of the Employment Tribunals Service (ETS), which is an
executive agency of the DTI.
My Agency is currently required to meet the following targets:
(i) To bring 75% of single Employment Tribunal cases to a first hearing within 26 weeks of receipt.
(ii) Each office to achieve a minimum of 65% in relation to the above target.
(iii) To issue 85% of Employment Tribunal decisions within 4 weeks of the final hearing.
(iv) To achieve 85% of Employment Tribunal users being satisfied with the service offered by the ETS.
(v) To have 90% of appeals to the Employment Appeal Tribunal registered for a preliminary hearing ready for listing within six
weeks.
All of the above targets are approved by DTI Ministers following consideration at a meeting of the ETS Steering Board.
Performance against all of the above targets is monitored by the ETS Management Board, by the Internal Auditors of the Department of

I am replying to this Parliamentary Question, tabled on 24 May 2002, to the Secretary of State for Trade and Industry, about the
performance targets of the Department, its agencies and non-departmental public bodies are required to meet, apart from those set
out in the public service agreements for 1999 to 2002 and 2001 to 2004. You also asked for details about who sets the targets and
who monitors the performance against them.
The Patent Office is responsible for the establishment and maintenance of the national framework of intellectual property rights
(patents, designs, trade marks and copyright).
The agency targets are set by the Minister, Melanie Johnson and are published in the Patent Office Corporate Plan, and Annual Report
and Accounts. The agency targets for 2002-03 were announced by the Secretary of State in Parliament on Wednesday 20 March 2002
(Hansard reference column: 365W). The performance against these targets are checked by internal audit and I am accountable to the
Minister for the performance of the Patent Office.
Customer Service Standards have been set by the Patent Office and are published in the Annual Report and on our website. The
performance against these standards are monitored monthly and reported to our Steering Board.
The Patent Office provides secretariat support for the new Intellectual Property Advisory Committee (IPAC). The role of this
committee is to give the Minister and officials advice on identifying strategic issues within the intellectual property arena. Their
first Annual Report is due to be published in the Autumn.

excluding those set out in Public Service Agreements.
The Agency has a series of annual published quality of service targets, covering our licensing and enforcement activities, and
correspondence. The targets are prepared as part of the Agency's Corporate plan, are endorsed by our Steering Board, and are
approved by Ministers. They are announced formally by PQ, and those for the current financial year were announced on 26 March 2002
and recorded in columns 809-10W of the House of Commons Official Report.
Performance is monitored by the Department and our Steering Board. It is reported in our Annual Report and Accounts, which are
audited by the National Audit Office, and in the Expenditure Plans Report produced by the Department.

I am responding to your recent Parliamentary Question about Departmental performance targets on behalf of Companies House, which is
Executive Agency of the Department of Trade and Industry.
The targets for Companies House are agreed and set by Ministers, announced in Parliament by means of a Parliamentary Question, and
published in the Companies House Business Plan. As Chief Executive, I am accountable to the Minister responsible for Companies House
(the Parliamentary Under-Secretary of State for Competition, Consumers and Markets, Melanie Johnson, M.P.). Companies House's
performance against the targets is monitored by the DTI and published in our Annual Report and Accounts.
The current targets are listed in the attached Annex and I hope that this will provide you with the information you require.
Companies House Executive Agency--Targets 2002-03
Operational Targets To process 99% of statutory documents within 5 days of receipt at Companies House. To achieve, on average, a
monthly compliance rate for accounts submitted of 95%. To ensure that 96% of all forms submitted to Companies House are captured
error free. To ensure that 98% of all images placed on the Companies House image system are error free.
Questions delegated to the Chief Executive The Chief Executive to reply within 10 days to all letters from Members of Parliament
delegated to her for reply.
Customer Service and Complaints Handling To ensure that products and services on Companies House Direct are available for 98% of the
time between the supported hours of 7am and 8pm, Monday to Friday. To ensure that products and services on the Companies House
website are available for 98% of the time between the supported hours of 7am and 8pm, Monday to Friday. To achieve a score of more
than 80% in each quarterly Companies House Customer Satisfaction Survey. To clear up 90% of complaints within five days.
Financial Targets To maintain a unit cost reduction of 3% in real terms on documentation registration. To achieve, taking one year
with another, a 6% average rate of return based on the operating surplus expressed as a percentage of average net assets. To pay all
bills due within 30 days, or other agreed credit terms, on receipt of goods or services or a valid invoice whichever is later.

The Secretary of State for Trade and Industry has asked me to reply on behalf of the National Weights and Measures Laboratory (NWML)
to your question about the performance targets that the Agency is required to meet, apart from those set out in the public service
agreements for 1999 to 2002 and 2001 to 2004; and to specify for each target (a) who sets it and (b) who monitors achievement
against it.
Each year DTI Ministers approve a corporate plan submitted by the Chief Executive of the National Weights and Measures Laboratory.
The plan includes a basket of performance targets that cover operational, financial and efficiency issues. Ministers publicise their
approval by means of an arranged Parliamentary Question. The Agency is required to report performance against the targets in the
Annual Report and Accounts presented each year to Parliament. In year monitoring is the responsibility of the Agency and the Finance
and Resource Management Directorate of DTI.
The performance targets for 2001-02 were subject to a PQ on 18 July 2001 and performance against those targets will be published in
the 2001-02 Annual Report and Accounts in the next couple of months. A list of targets is attached at Annex A.
The corporate plan and performance targets for 2002-03 are currently being considered by DTI Ministers.
Summary of Ministerial Targets--2001-02 To report a break-even situation in the Income and Expenditure Account for 2001-02. To meet
the Agency's net vote target in 2001-02. To contribute to continuous efficiency improvement by ensuring that total overhead costs
are less than 55% of total costs. To satisfy all its customers as demonstrated by at least 95% of them rating NWML's provision of
services as satisfactory or better. To meet the expectations of its customers by completing at least 90% of European type approvals
within 10 weeks. To complete European type approvals within an average of 6 weeks. To complete calibration jobs within the time
requested by customers, with at least 95% of all jobs (including preparation of certificates) completed within 18 working days of
acceptance of the work and an average completion time of less than 14 days. To complete the National Measurement System (NMS) legal
metrology programme, and achieve 72% of the milestones in the programme by their due dates. To achieve continuous growth in its
non-DTI income, with an increase of 7.5% in 2001-02. Chief Executive to reply within 10 working days to all letters from Members of
Parliament delegated to him for reply.

Member. Information on non- departmental public bodies is not readily available and could be obtained only at disproportionate cost.

chief executive to the agencies were not given as part of my answer. These now follow. Letter from Barry Maxwell to Mr. Steven Webb,

The Insolvency Service does not have delegated authority for retirement policy and so the guidelines are the same as that of the
Department of Trade and Industry. The notional retirement age for staff in Band A (administrative and support staff) is 65. For all
other staff in Band B and above (formerly Executive Officer level and above) the retirement age is 60. The number of permanent staff
in post in The Insolvency Service at 1 April 2001 was 1303 (full time equivalent); of which 580 staff are in Band A and 723 are in
Band B and above.
Flexible retirement is considered on a case by case basis under the criteria laid down by the Principal Civil Service Pension
Scheme.

Annabelle Ewing: To ask the Secretary of State for Trade and Industry what payments have been made to individuals following findings
of maladministration by ombudsmen with responsibility for agencies under the remit of her Department in the last 12 months; and what
plans she has to review the powers to increase the level of awards that can be made. [47945]
Ms Hewitt: [holding answer 10 April 2002]: The Department's agencies operate their own complaints procedures. Individual payments
resulting from complaints are a matter for the agency chief executives within the limits of their financial delegations and in
consultation with the Department as appropriate. I have asked the chief executives to respond to the hon. Member on any such
payments made within the last 12 months.

The Secretary of State for Trade and Industry has asked me to reply on behalf of the Radiocommunications Agency to your
Parliamentary Question about what payments have been made to individuals following findings of maladministration by ombudsman in the

The Radiocommunications Agency has made no payments to individuals, as there have been no such investigations within the last year.

Further to the answer given by the Secretary of State for Trade and Industry to your named day parliamentary question 2001/3729
about payments following findings of maladministration by ombudsmen, in the year ended 27 March 2002 The Insolvency Service, one of
the DTI's agencies, made 24 payments totalling £27,280.87 after receiving complaints under its complaints procedure and otherwise.
Of these, 1 payment for £75 was made following the notification of a complaint by the Parliamentary Commissioner for Administration.
Complaints were not notified by any other ombudsman.

I am replying on behalf of the Patent Office to your Parliamentary Question 3729 to the Secretary of State for Trade and Industry
relating to payments made to individuals following findings of maladministration by ombudsmen in the last 12 months.
The Patent Office operates its own complaints procedure. Although this procedure gives no automatic right to compensation
individuals may be compensated where there is evidence of errors or omissions by Patent Office staff or procedures. In the year
2001-02 a total of £15,000 was made in ex gratia payments. This represented payment on 29 cases out of a total of 70,000 patent,
trade mark and design applications processed in the same period.
No maladministration payments relating to cases involving the Parliamentary Commissioner for Administration (the Ombudsman) have
been made in the last 12 months.

Ms Hewitt: The paybill costs for the DTI, excluding the Patent Office and Companies House Trading Funds, but including the
Department's gross and net controlled agencies, in 1999-2000 were £222 million. A more detailed breakdown is given in the
Department's Expenditure Plans Report 2001-02 to 2003-04, a copy of which is available in the Library of the House (Cm 5112). The
figure is not broken down geographically, and it would incur disproportionate cost to do so, but the Department's current staff,
excluding those at the agencies and in Government offices, are distributed as follows:

Service.
The pay bill costs for The Service in 1999-2000 were £36,683,000 and, in 2000-2001 £36,177,000. The figures are included in The
Service's annual report and accounts, published in July 2001. The figures are not broken down geographically, and it would incur
disproportionate cost to do so, but The Service's current staff are distributed as follows: 1,539 (96.8%) are based in England; 9
(0.6%) in Scotland; 41 (2.6%) in Wales; and 0 (0%) in Northern Ireland.

I have been asked to reply to your recently tabled Parliamentary Question to the Secretary of State for Trade and Industry in
respect of Companies House Executive Agency.
The total pay bill including pension contributions and employer's National Insurance cost for the financial year ended 31 March 2001
was £17.4 million.
These figures are not readily broken down by Region, but 94% of the workforce is based in Wales, 4% in Scotland and 2% in England.
The total employed headcount on a full time equivalent basis was 954 on average for the same period.

The contribution of the Employment Tribunals Service (ETS) to the total staff costs in question is as follows:

Mr. Alan Johnson: [holding answer 20 April 2000]:
The impact on the cost of departmental salaries were the national minimum wage for all ages to be raised to:
(a) £4 per hour would be £258;
(b) £4.20 per hour would be £6,356 and
(c) £4.50 per hour would be £23,722. These figures relate to DTI Headquarters' Directorates only. I have asked the Chief Executives
of the Department's agencies to respond to the hon. Member directly.
The information in respect of Non-Departmental Public Bodies could be provided only at disproportionate cost.

I have been asked to reply to your recently tabled Parliamentary Question to the Secretary of State for Trade and Industry in
respect of Companies House Executive Agency.
No one in Companies House is paid below the current minimum wage, but if it were increased the impact to our salaries would be as
follows:
(a) Increase of £45,202 should the minimum wage be increased to £4 per hour
(b) Increase of £103,278 should the minimum wage be increased to £4.20 per hour
(c) Increase of £205,160 should the minimum wage be increased to £4.50 per hour.

This would have zero impact on the cost of salaries at the National Weights and Measures Laboratory as we have no staff paid at
national minimum wage levels.
