That this House applauds the Deputy Prime Minister for attempting to address the urgent accommodation needs of the gypsy and traveller community and condemns the vile and deplorable Stamp on the Camps campaign launched by The Sun newspaper; welcomes the positive impact of the Human Rights Act in protecting the rights and well-being of all sections of the population, particularly minority groups vulnerable to discrimination; believes that the shortage of sites has had a negative impact on the social inclusion of gypsies and travellers, has caused inconvenience for the settled community and led to a deterioration in community relations; further believes that the cycle of forced eviction and unplanned relocation must be broken; denounces those exploiting community tensions to incite racial hatred against gypsies and travellers; further believes that local authorities failing to respond to the demonstrable accommodation needs of gypsies and travellers must be instructed to identify more and appropriate land for authorised sites within their area plans; and urges the Government to stand firm behind its commitment to action.

That this House congratulates Jamie Oliver on his groundbreaking Channel 4 series, Jamie's School Dinners, and his Feed Me Better campaign; notes the worrying increase of child obesity across the United Kingdom and the negative effects that a poorly balanced diet has on pupils' concentration, behaviour and social skills; is appalled that the average 35 to 45 pence per meal available to schools is a quarter of what is available in Her Majesty's prisons; welcomes the Government's introduction of tougher minimum standards allowing less sugar, fat and salt in school meals but calls on it to ban processed foods from school meals altogether and to encourage schools to adopt the Feed Me Better Manifesto for Change; and further calls on the Government to focus on implementing a healthy diet-exercise balance in all our schools.

That this House notes with concern that teachers working in the new independently-managed academies will not be required to register with the General Teaching Council (GTC); believes that professional regulation gives parents in the maintained sector the reassurance that teachers are qualified and subject to a properly exercised model of accountability for their conduct and competence; recognises that parents whose children attend academies are not opting out of the safeguards offered by registration with the GTC but are simply choosing the local school they believe will best meet their child's needs; further believes that the public interest demands that GTC registration should be a requirement for qualified teachers working in academies as it is for teachers in other publicly-funded education; and calls upon the Government to bring teachers in academies within the scope of mandatory regulation through registration with the GTC.

That this House notes the renewed attempt to take over Manchester United PLC by Malcolm Glazer and his company Tampa Bay Buccaneers American football franchise; recognises that senior players, Ryan Giggs and Rio Ferdinand, have spoken out against the bid; recalls that the overwhelming majority of Manchester United supporters oppose the bid; believes that any takeover designed to transform the club into a private company would be against the interests of supporters and football; considers that profit increases in ticket and merchandise prices in order to increase shareholder return would conflict with the club's wider obligations; accepts that football clubs differ from other trading companies in owing real accountability to their customers, the supporters; calls upon the Premier League and the football authorities to use the powers that they have to ensure that full information about the benefits and disbenefits of this bid to football in general and Manchester United in particular be placed in the public domain; is aware that bankers, N M Rothschild, are backing this bid; calls on them to issue a statement explaining how they intend to measure support for this takeover from football supporters in line with statements that that is their intention; and reiterates its request to the Department of Trade and Industry to take steps to regulate any takeover on public interest grounds.

That this House is concerned at poor nutrition in school meals highlighted by a recent Barnardo's report; notes that, of all the school meals examined in the preparation of this report by a qualified nutritionist from the Food Commission, none met nutritional guidelines; further notes that the School Meals and Nutrition Bill introduced by the honourable Member for Croydon Central, with cross party support, will require that schools provide only healthy options to children; further notes that the nutritional quality of school meals would be the subject of inspection and reporting under the provisions of the School Meals and Nutrition Bill; and therefore urges the Government to ensure that time can be found for the Bill to be debated.

That this House recognises the success of the franchised bus network in London, which has improved service quality and resulted in much greater use of services; notes the decline in bus patronage and continuing reductions in socially necessary services since the industry was deregulated outside London; and therefore calls upon the Government to change the current legislative framework in order to make it easier and quicker for local authorities and passenger transport executives outside London to introduce franchising in circumstances where the industry has failed to provide a socially inclusive service and deliver the quality necessary to achieve patronage growth in line with national targets.
