That this House congratulates the British Association for Adoption and Fostering (BAAF) on its excellent campaign Somebody Else's Child, running from 22 February 2010, to draw attention to private fostering, the arrangement where a child who is under 16 (or under 18 if with a disability) lives with someone who is not a close relative (i.e. not a step-parent or grandparent, aunt, uncle, older brother or sister) for more than 28 days; notes the legal requirement for private fostering arrangements to be notified to the local authority where a child is living; commends the efforts by national and local government and the BAAF to increase understanding and awareness of private fostering and the importance of notification; recognises that children living in private fostering have a broad range of individual circumstances, from parents working away, parents suffering ill-health or young people who have had arguments at home or other family difficulties, and that these circumstances also include some children trafficked into the UK or within the UK for the purposes of domestic slavery or prostitution; and calls on local safeguarding children boards to continue to highlight private fostering as an important safeguarding issue.

That this House deprecates the behaviour of the Argentine government in seeking to frustrate the exploratory oil drilling taking place in Falkland Islands waters; supports the right of the Falkland Islands government to undertake such drilling in their own sovereign waters; and urges the UK Government to continue its denunciation of the Argentine government's position and to monitor the situation closely, ensuring the sovereignty of the Falkland Islands at all times.

That this House notes the tragic case of Lynn Gilderdale and the fact that her mother, Kay, was charged with assisted suicide for helping to end her life; further notes that 110 people from the UK have flown to Switzerland for the purpose of assisted suicide and not one person accompanying them has had to face being charged in court because the Director of Public Prosecutions (DPP) decided against it on the grounds that it would have been against the public interest; further notes, however, that although the situation of Lynn and Kay Gilderdale was more stressful and tragic than most of the cases where people were flown to Switzerland, the DPP decided to bring charges against Mrs Gilderdale, a decision questioned by the judge and many commentators for her; further notes, however, that the DPP's decision was taken shortly after the publication of his Guidelines of Assisted Suicide which have been heavily criticised by senior members of the legal profession, parliamentarians and public commentators on the grounds that they jeopardise the right to life of the vulnerable sick and disabled; further notes that the case has been used as a showpiece to promote the legalisation of assisted suicide and of the DPP's Assisted Suicide Guidelines; and calls on the Government to require from the DPP the grounds on which he decided to pursue Mrs Gilderdale, whose case accords with all the conditions listed in the Guidelines as justifiable for not bringing a prosecution.

That this House believes that high-precision radiosurgery can offer thousands of cancer patients a treatment pathway previously denied to them; recognises that the CyberKnife Robotic Radiosurgery System is the first next generation technology that is able to treat tumours anywhere in the body, including primary cancer in the lung, prostate, spine and brain, and secondary tumours from breast and colon cancer, non-invasively with sub-millimetre accuracy; welcomes the fact that the CyberKnife, unlike conventional radiotherapy, is able to treat patients in three days instead of 30 days as a result of its accuracy and multiple beam angles; is concerned to note that there are currently 180 CyberKnife systems treating patients around the world, including four in Turkey and two in India, but none within the NHS; understands that a number of primary care trusts (PCTs) have authorised and paid for patients to be treated by the CyberKnife in the private sector in the UK and abroad, at a cost of ??22,000 and above; further understands that if it were available within the NHS the treatment cost would be approximately ??10,000 and that the continued unavailability of CyberKnife within the NHS makes little economic sense; calls on the NHS to approve the use of the CyberKnife system so that PCTs have sufficient guidance to install the technology; and urges the Government to define a radiosurgery tariff that takes into account CyberKnife's shorter treatment time, so that NHS patients will be able to benefit from access to this next generation treatment for cancer.
