That this House notes that there are victims of fraud, resulting from the mis-selling of investment schemes and pensions, who are being aggressively pursued by HM Revenue and Customs (HMRC) for tax liabilities resulting from that fraud; further notes that whilst those perpetrating the fraud have made huge amounts, the victims have not made much, if any, financial gain and in most cases have actually lost funds, with some being very large sums; notes that as a result of HMRC's unfair pursuit of these victims, they are facing huge tax bills and are facing potential bankruptcy and homelessness; notes that HMRC is pursuing the victims and in many cases are not pursuing or even properly investigating the perpetrators of the fraud who have deliberately abused the tax system; and calls on the Government to amend legislation to introduce a tax exemption for victims of fraud in respect of tax liabilities that have arisen as a result of the fraud and to create an independent specialist task force to investigate how victims of fraud and mis-selling are being treated under tax avoidance and pensions legislation by HMRC and who should rightfully be responsible for the stolen tax.

I have always tried to uphold the vision expressed by Sir Winston Churchill in his great speech at the Place Kléber, when he spoke up for the need for human rights across Europe, and, of course, he did not mean the EU.

The Minister has failed to mention what my office has been told by the Department, which is that the Neighbourhood Planning Bill is set to fall, so the change to pub protection it contains would not be made. Will he assure the House that that is not the case? That wonderful decision was supported on both sides of the House, and we need to make sure that the change goes through.

My understanding is that we hope to complete the passage of that legislation before the Dissolution of Parliament. The change he refers to has been broadly welcomed by very many people, including, of course, the hon. Gentleman, who campaigned for it.

Our planning system is built on a high level of community involvement at every stage. Local councils should work with communities in developing their local plan—an issue raised by my hon. Friend the Member for Pudsey (Stuart Andrew) in relation to Leeds City Council. Constituents also have the opportunity to make representations on planning applications and on appeals, but I am sorry that in this case it appears that the city council did not listen to their concerns.

As I said, we are investing in our infrastructure. We already had significant plans before the autumn statement, which involved further investment to give us scope to improve our transport infrastructure. That this House notes with grave concern the Human Rights Watch report of a brutal campaign against LGBT people in the semi-autonomous Russian region of Chechnya, with more than 100 men reportedly detained over several weeks in connection with their non-traditional sexual orientation, or suspicion of such as part of a state-backed crackdown; is horrified by reports from LGBT groups in Russia that those who have escaped were imprisoned in groups of 30 to 40 and tortured with electric currents or beatings, some of them fatal; is dismayed that the human rights situation for LGBT people in Russia generally has deteriorated significantly in recent years; welcomes the Government's initial condemnation of these incidents but urges to raise this matter at the highest diplomatic levels; and expects the Russian Government to fulfil its international duties to protect its citizens at risk of persecution and uphold the rule of law.
