I want to start by echoing your sentiments, Mr. Russell, about the quality of this afternoon's debate. As you have already pointed out, the Government and Opposition leads are nurses, and a pharmacist is leading for the Liberal Democrats. An illustrious retired physician is speaking for the Independents, and we...

When I was a medical student, the registrar who taught us about the rectal examination—the per rectum—always said that, "If you don't put your finger in it, you'll certainly put your foot in it," and I have never forgotten that.

That this House congratulates the Secretary of State for Communities and Local Government, the right hon. Member for Southampton, Itchen, and the Minister for Communities, the hon. Member for Stevenage, for their wholehearted support for the Sustainable Communities Act 2007 (Amendment) Bill; notes that the Bill had the support of the Official Opposition and the Liberal Democrats; hopes that the Bill will pass through this House in this Session; and therefore calls on the Government to ensure that the Bill is brought before this House before the end of this Parliament and, if necessary, included in negotiations over wash-up arrangements.

That this House congratulates the Self Care Campaign on the launch of its manifesto on 16 March 2010, seeking to increase the number of people with minor ailments who opt for self care; recognises the important role self care can play in the treatment of minor ailments; acknowledges that as well as providing more timely care, which benefits the patient, self care would take significant pressure off GPs; notes recent research by the Proprietary Association of Great Britain that found that many patients begin to self care, but too many abandon this approach in favour of visiting their GP; acknowledges that minor ailments account for 18 per cent. of GP consultations; is concerned that these appointments cost the NHS ??2 billion a year; believes that helping people to strengthen their ability to self care, through increasing patient confidence and independence in their behaviour will lead to an increase in the number of people self caring for minor ailments and using NHS resources effectively; and calls on the Government to support the Self Care Campaign, which is already backed by leading health professionals and patient representatives.

Surely the hon. Gentleman accepts that Parliament decides—in fact, the Chancellor decides—on alcohol duty, so it is really not much of a leap to say that the House should take a strong view on minimum pricing. Does he agree that minimum pricing cannot possibly affect the pub or restaurant trade?...

When I was last in Washington on a Select Committee inquiry, I was refused alcohol on the grounds that I could not prove that I was over 21 as I did not have my passport with me. I was not sure whether to feel flattered or insulted.

I hear what the hon. Gentleman says about voluntary advertising codes, but the Committee heard lots of evidence that that was not working. We have been there before with the tobacco industry, which claimed that it could behave, advertise and promote responsibly—but that simply did not work. It flew in...

That this House supports WWF's Earth Hour 2010; notes the event's record of persuading one billion people worldwide to sign up to switch off their lights for an hour at 8.30 pm on 27 March 2010; congratulates those individuals, organisations, businesses and local authorities which have already pledged to take part; further notes that many British landmarks, including Canary Wharf, Piccadilly Circus, Trafalgar Square and the London Eye will switch their lights off; and calls on the House authorities to ensure that the Palace of Westminster and all other buildings on the Parliamentary estate take part by switching off external floodlights and non-essential internal lighting.

That this House is firmly opposed to the proposed dairy unit in Lincolnshire housing up to 8,100 cows that will be kept indoors for most of the year; notes that the cows are likely to produce extremely high milk yields; further notes that the key finding of a 2009 scientific opinion by the European Food Safety Authority is that breeding for high milk yield is the major factor causing poor welfare to cows; believes that cows should be farmed in pasture-based systems as these enable them to express natural behaviours and are associated with lower levels of lameness; further believes that the proposed unit is taking UK dairy farming in the wrong direction and that the way forward lies in the use of healthy robust herds with lower milk yields but higher net margins for farmers due to lower culling rates, lower heifer replacement costs and higher sale prices for their calves and cull cows; and urges retailers and producers of dairy products not to source milk from such large-scale intensive dairy units where cows receive only minimal grazing.

Adjournment debate on self-care (minor ailments).
It gives me great pleasure to introduce this debate. I should say at the outset that self-care is not about no care, but about ensuring that patients have far more control over their own health; not about saving money, but about ensuring that NHS resources are spent in the most...

That this House congratulates the No Smoking Day charity on its 27th annual public health campaign, which will take place on 10 March 2010; notes that one in 10 UK smokers made an attempt to quit on No Smoking Day last year; further notes that despite recent tobacco control legislation smoking remains the number one cause of premature avoidable death in the UK; and further notes the need for continued support and funding of No Smoking Day.

That this House recognises that at the last general election 68 per cent. of polling stations had one or more access barriers that could prevent a disabled person from voting independently; notes that despite disabled people making up a considerable proportion of the electorate, some still find it more difficult to vote than non-disabled people; welcomes Scope's Polls Apart campaign which asks for disabled people to have the same access to Britain's democracy as everyone else; further notes that to ensure that disabled people can take an active and equal role in the life of their community, polling stations, and thus the community buildings they are housed in, must be accessible to disabled people, not just on election day but every day; further notes that although postal voting is an alternative for some disabled people it is also inaccessible to many disabled people; and calls on the Government to ensure that all electors can vote independently, in secret and with dignity.

That this House welcomes the report by the Royal College of Nursing into the value of specialist nurses; recognises that specialist nurses provide invaluable support for patients and their families during periods of care; notes that specialist nurses contribute to reducing referral times and length of hospital stays, reduce chances of complications following medical procedures, improve patient outcomes and experience, coordinate health and social care support, reduce rates of readmission, and assist unpaid carers to care more effectively; further notes that specialist nurses save the NHS money in the long term by improving the quality and efficiency of care; calls for specialist nursing provision to be available to all patients with a chronic or long term condition; and further calls for long-term funding for specialist nurses to be maintained and guaranteed in the face of financial constraint.
