That this House welcomes the recent decision of the Synod of the Church of England to support contraction and convergence as the overarching framework to tackle climate change; further welcomes the comments of the Honourable Kalonzo Musyoka, Minister for Environment and Natural Resources, Kenya, given at a meeting for African Environment Ministers in Nairobi in February, supporting contraction and convergence; congratulates Aubrey Meyer, founder of the Global Commons Institute, which formulated the concept of contraction and convergence, on receiving the Climate Change Champion Award made by the Corporation of London, for his work in attracting the support of many government and international agencies for contraction and convergence; and calls upon the Government to seek, during its presidency of the G8, to advance the international effort to avert the dangers of climate change by promoting the constitutional framework of contraction and convergence, which embodies the principle of equal rights to the global commons.

That this House deeply regrets that for the last 30 years key areas of the town of Famagusta have remained closed, unoccupied and underdeveloped; calls on the Government to make clear to both Turkish Cypriot authorities and the Government of Turkey that to allow this situation to continue is to be deeply deplored; believes that they could and should enter into negotiations with the Government of the Republic of Cyprus on re-opening this important area of Famagusta and that doing so would clearly show a real commitment to developing policies that would bring major benefits to both Greek and Turkish Cypriots who have close links with Famagusta and would undoubtedly greatly help improve the image of Turkey as it seeks to develop its possible future membership of the European Union.

That this House notes that the Driver and Vehicle Licensing Agency is currently undertaking a consultation exercise on its fee structure; expresses concern that three of the four options under review would impose an annual fee or possession tax upon the owners of vehicles currently off the road and not in use; is alarmed that, if implemented, this proposal would apply to historic and classic vehicles currently off the road and undergoing restoration; deplores the fact that it would mean for the first time in the history of British motoring that the keeper of a vehicle which is not currently being used would have to pay to the Government a fee based on vehicle ownership; and calls upon the Government to reject proposals to impose this annual vehicle possession tax.
