The government’s proposals for settlement reform were set out in the Command Paper ‘A Fairer Pathway to Settlement’ (CP1448) and were the subject of a public consultation between 20 November 2025 and 12 February 2026.
We received over 200,000 responses from the public and organisations and are now considering all responses received. This will help inform the development of the final earned settlement model.
Once the final model has been decided, the Government will communicate the outcome publicly. This will also include both economic and equality impact assessments.
That this House welcomes the presentation of the Members of Parliament (Prohibition of Second Jobs) (Motion) Bill as a positive contribution to the debate on ending paid second jobs for MPs; notes with concern that MPs have reportedly received more than £11 million in outside earnings since the last General Election, with around two-thirds of that income going to just 10 MPs; believes that this, and examples of MPs earning in a few hours what many nurses, teachers and other workers earn in an entire year, undermine public confidence in politics; further notes the strong public support for banning MPs’ second jobs, except for very limited exemptions, including where outside work is necessary to maintain professional qualifications; also notes that Members of Parliament are among the highest-paid five per cent of workers in the country; further believes that being a Member of Parliament is a privilege and a full-time responsibility, that the role should not be treated as a springboard to lucrative outside employment, and that second jobs can create serious conflicts of interest; further welcomes the measures already taken by the Government to strengthen the rules around paid lobbying but believes that much stronger action is required to restore trust in politics, which has hit record lows in recent years; and calls on the Government to bring forward legislation prohibiting MPs from undertaking paid second jobs.

Devolution appears to be all the rage at the moment, and the Secretary of State will know fine well that the Scottish Parliament recently voted to devolve energy powers back to Scotland. So in this new spirit of renewed co-operation and trust that we are apparently about to start to see, can I ask the Secretary of State when the UK Government will respect the vote of the Scottish Parliament and devolve energy powers back to Scotland?

The SNP seems to respect every vote, apart from the constitutional referendum, in which 84% of the Scottish people exercised their democratic choice. The hon. Member she says that devolution is all the rage. With respect, some of us were early adopters. I campaigned for, voted for and supported the Scotland Act 1998 in this House, arguing for a two-Parliament solution to Scotland’s effective governance. Energy policy is one of the areas of policy that is held here at Westminster, albeit that there are important planning considerations in Westminster, but on the substantive point that the centralisation of powers in Holyrood needs to be reversed, I certainly do agree. The hon. Lady seems to have no comment on that. She is obviously replicating the pattern of behaviour of a certain former First Minister.

This Government’s focus is to make the existing devolution settlement work effectively. For too long, we have watched centralisation of decision making taking place at Holyrood, pulling powers away from local communities across Scotland, and it is time that changed. I remind the SNP-led Scottish Government that there is actually a nation outside of and beyond Holyrood: it is called Scotland.

That this House notes with outrage the findings of genocide by the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, documenting the deliberate targeting of Palestinian children by Israeli forces and widespread attacks on educational, religious and cultural sites in Gaza; expresses grave concern that the report concludes such attacks have caused severe and potentially irreversible harm to the Palestinian people and their fundamental human rights; reaffirms the obligation of all parties to protect civilians and civilian infrastructure during armed conflict; and calls on the Government to move beyond condemnation of these attacks by supporting independent international accountability mechanisms, suspending arms exports to Israel, and working with international partners to secure an immediate and permanent ceasefire, unrestricted humanitarian access, the protection of civilians and compliance with international law.

One of the worst hit sectors is farming, and lots of farmers in my constituency have written to me—even in the last two weeks since I was sworn in—to tell me that Brexit continues to put up barriers to business and trade, including through labour shortages, trade friction and long-term uncertainty over subsidies. At a time when food insecurity and the cost of living cannot be disentangled from the experience of farmers, what is the Minister doing to support farmers in my constituency to produce the food that we need at this crucial time?

I want to recruit the hon. Lady to my campaign to make sure we end up with a better deal with the European Union, so that UK farmers can export easily and readily into the European Union and we can get goods from across the rest of Europe into the UK easily. So many sectors are affected. I sat down yesterday with Tracy Emin, one of the world’s greatest artists, who explained to me the problems since Brexit in bringing artworks in and out of the European Union from the UK. Resolving those problems is an important part of ensuring that we remain the second biggest art market in the world—again, part of the creative industries, which we should be supporting.
