That this House applauds the magnificent quality of football from league and non-league clubs alike displayed so far up to the fifth round of the Littlewoods FA Cup Challenge and the benefits and pride enjoyed by communities supporting those clubs; regrets that the direct effect of the now twice weekly National Lottery has been to reduce drastically the income to the Football Trust from around ??37 million pre-Lottery to ??13 million; acknowledges that the Football Trust has had no alternative but to impose a moratorium on grants for safety/stadium improvements and football community development plans; regrets that this is undermining the viability of non-Premiership clubs and undermining their ability to comply with the Football Spectators Act 1989; and calls on the Government to take action to include the Football Trust as an accredited recipient of the Lottery awards.

That this House recalls the vigorous campaign by the Evening Mail on behalf of several hundred thousand people of Birmingham to retain accident and emergency facilities at the General Hospital in the city centre; reminds the Birmingham Health Authority that the opening of a restricted hours minor injuries unit on the same site was always an inadequate substitute for full, city centre facilities; and calls upon the authority to rescind its emergency decision to close the unit to allow time for full and open consultation with community health councils and people living and working in the city.

That this House notes the anger that will be felt in the Midlands and elsewhere at the pro-London bias of the Millennium Commission displayed in the way the NEC has been ruled out from further consideration as the site for the Millennium exhibition; notes the confused and contradictory statements made by the Secretary of State for National Heritage in the House of Commons on 28th February; and is concerned that the rules of the bidding contest were altered mid stream to reject the site which was favoured by the Commission's chosen design consultants, Imagination, which was financially sound a nd which had a clear operator, in favour of a bid without a definite operator and which is financially uncertain.
