That this House acknowledges the important contribution that universities have made to the country's economic and social well-being; recognises the productivity and efficiency gains that they have achieved as numbers have risen by 8.7 per cent. in 1991; is conscious that Britain's system of higher education is one of the finest in the world and is rightly held in great esteem; recognises that pay review bodies which cover such groups as doctors, dentists and school teachers do, in the view of Her Majesty's Government, enhance professionalism and the raising of morale; and therefore calls upon Her Majesty's Government to establish a pay review body for university academic and related staffs.

That this House is gravely concerned by the decline of Africa's elephant population from 1.3 million in 1979 to 600,000 in 1989; recognises the continuing danger faced by elephants due to the ravages of poaching; accepts that previous attempts to establish a controlled, limited 'legitimate' ivory trade have failed; applauds the considerable efforts of many African nations to establish creditable protection measures for their wildlife resources, particularly elephants; fears that any relaxation whatsoever in their current CITES Appendix I listing for African elephant products will put the safety of the remaining herds in jeopardy; calls upon her Majesty's Government to confirm its support for an unamended continuance of the present trade ban as well as CITES Appendix I status for all African elephants; and urges Her Majesty's Government to use their influence both within the EC and the wider international community to encourage support for a continued ban.

That this House takes note of the serious conservation and welfare problems arising from the wild-caught bird trade; notes the recent report and recommendations of the Joint Nature Conservation Committee; and calls for a ban ,except under exceptional circumstances, on the importation to the European Community of wild-caught birds.

That this House would welcome a positive programme by the Department of Education and Science to see that within five years all teacher training colleges have facilities to train future teachers in the methods of speedily identifying dyslexia, and that all existing teachers will have available to them courses for the identification and special teaching required for children suffering from dyslexia, and that the Schools Inspectorate should be asked to specifically report in 1992 upon the facilities available for teaching dyslexic children in each education authority compared with what is required to see that the talents of the children involved are developed fully.
