That this House salutes the memory of the five Hurricane fighter pilots of No. 30 Squadron, Royal Air Force, who gave their lives defending Ceylon against 125 Japanese naval aircraft on 5th April 1942; celebrates the courage and skill of the British, Canadian, Australian and American pilots of 30 Squadron, 22 of whom scrambled to get airborne while their airfield was already under attack, yet inflicted losses which put the Japanese at a crucial disadvantage in the subsequent battles of the Coral Sea and Midway; and applauds the efforts of the 30 Squadron Association to raise ??8,000 for a 60th anniversary ceremony in 2002 and for a permanent memorial at Ratamala Airfield, Sri Lanka, dedicated to the memory of Sergeant Allan Browne RAFVR (Australian), Pilot Officer Garth Caswell RAAF (Australian), Pilot Officer Donald Geffene RAFVR (American), Flight Sergeant Tony Ovens DFM, RAFVR (British) and Flight Sergeant Thomas Paxton MiD, RAFVR (British).

That this House applauds the moves now under way in the public sector to abolish the much abused system of cash retentions in the construction industry, which over many years has operated to the detriment of the profitability and competitiveness of the vast majority of firms in the industry, especially small businesses; believes that the system should not be perpetuated by public sector procurers who are committed to being best practice clients of the construction industry; urges the Chief Secretary to the Treasury, in conjunction with the Office of Government Commerce, to announce a programme for the phasing out of the retention system in respect of construction works procured by central government clients; and calls for the Secretary of State for the Environment, Transport and the Regions to issue a circular to local authorities in England and Wales advising local authorities to refrain from demanding retentions on all new contracts for construction works that are left following a date to be agreed between the Secretary of State and the Local Government Association.

That this House congratulates the Canadian province of British Columbia on its decision to suspend the unsustainable hunting of their internationally important grizzly bear pending completion of reliable population studies; understands the grizzly bear has been driven from most of its range by man, is classed as 'at risk' in British Columbia which forms the heart of the species' remaining range and that the future of grizzly populations in the United States to the south depends on maintaining British Columbia's grizzlies; believes the hunting moratorium is, in the words of the British Columbia Premier, '... a prudent decision to protect and sustain grizzly bears' and an excellent example to the global community of science-based wildlife management; notes support for this measure from the Environmental Investigation Agency and over 200 other conservation and First Nations groups; and supports calls for the moratorium to be maintained until the future of the species is secured.

That this House welcomes Diabetes UK's 'Diabetes Pledge' which highlights the seriousness of diabetes as a growing health challenge, currently consuming nine per cent. of the NHS budget; notes the challenge set out in the Pledge that people with diabetes must be diagnosed as early as possible, that they deserve to receive the best standards of care irrespective of who they are, where they live or their complications, that the ethos of patient-centred care must be fully extended to diabetes care provision and diabetes services must be adequately resourced; further welcomes Her Majesty's Government's commitment to develop a Diabetes National Service Framework; and calls on Her Majesty's Government to ensure the Framework reflects the real needs of people with diabetes as identified by the Pledge.
