That this House calls on the Secretary of State for the Environment to note the opinions expressed by the United States Government on the proposed regulation of biotechnology in the United Kingdom, which point out that while both countries believe that effective regulations play a vital role in ensuring health and environmental safety, the proposed United Kingdom regulations have major deficiencies which will affect international trade, are far removed from the risk-based approach founded on sound scientific principles adopted by other countries, will lead to considerable erosion of the primacy the United Kingdom now enjoys in certain areas of biotechnology, will eliminate or severely restrict the potential of United Kingdom institutions to bring products to market and will force the termination of Britain's healthy biotechnology industry, or its relocation outside the United Kingdom, without any corresponding improvement in health or environmental safety; and therefore urges the Secretary of State for the Environment to revise the regulations substantially in order to sustain the research and industrial base of the United Kingdom and its international competitive position.

That this House notes that the honourable Member for Preston is opposed to exports of defence equipment, that she has never backed British Aerospace in its efforts to promote exports of its military aircraft, that she supports the policy of the Labour Party to cut defence spending by ??6 billion, which is more than the total cost of the Royal Air Force, that she is a member of a party which, when it came to power in 1964, immediately scrapped the TSR2 aircraft, which if produced would have been a world beater and that she supports the Labour Party's policy of creating a defence diversification agency but is apparently unable to specify what such an agency would produce which would employ the skills of the workforce of British Aerospace, now engaged in the highly skilled task of making military aircraft; and consequently calls upon the honourable Member to announce that she will not stand at the forthcoming general election since she is clearly unable to represent the interests of many of her constituents.

That this House is alarmed that Labour's declared taxation plans taken together would hit about four million people, including many people in the South on not much more than average earnings; notes that the Leader of the Labour Party refuses to confirm that such plans would be phased in, and that in other European Community countries there are usually caps on social security contributions, and that where this is not the case higher benefits are payable; notes that Labour's national insurance plans would savage the family budgets of those on middle incomes, badly damage the housing market but not involve any extra benefits for the higher payments made; and further notes that as a result Britain would lose tens of thousands of its ablest people abroad ensuring that this country returned to and stayed in the European slow lane.
