May I declare an interest, in that I am standing to be police and crime commissioner in south Wales? Like the excellent Labour candidates across England and Wales outside London, I want to rescue police governance from the shambles that the Government are creating.
Given that the Government pay for the free distribution of literature to electors in parliamentary elections, Welsh Assembly elections and even European elections, it is not odd that they are not doing so in PCC elections, and that the only communication will be a leaflet from the Electoral Commission about the process? Should not the Government, even at this late stage, include with that leaflet a page from each candidate standing in each police force area, so that the public know what choice they have to make?

I say to the right hon. Gentleman that the Opposition really need to get their story straight on the cost of PCC elections. On the one hand they complain about the cost, but on the other hand they ask for the cost to go up by putting in extra provisions. I note that a number of my right hon. and hon. Friends have risen to comment on the excellence of the Conservative candidates. On the Opposition Benches, however, it has taken the right hon. Gentleman to stand up and speak for himself, because nobody else has been willing to stand up for their candidates.

Does the Minister agree that the treatment of victims and witnesses remains deeply unsatisfactory in many areas of the court system and in the criminal justice system generally? In providing resources to police and crime commissioners, will he ensure that attrition does not occur along the way and that those resources will be adequate to allow proper, enhanced attention to be paid to the needs of victims?

I am enchanted to hear a pre-bid for additional public spending from a candidate, even before the election. The right hon. Gentleman is demonstrating his experience there. As I have just explained to the hon. Member for Easington (Grahame M. Morris), we are seeking to increase the amount of money that the perpetrators of crime pass directly to the victims, through the victims’ surcharge, but it will be a matter for the individual police and crime commissioner—whether that will be the right hon. Gentleman or one of his opponents—to decide how best to spend that money in their local area. I am sure that he would agree that such decisions are better made locally than centrally.
The Government are committed to making key policy announcements in Parliament, a principle that is set out clearly in the Ministerial Code. As the right hon. Gentleman will know, the House had an opportunity to debate the issue in December last year. The premise that specific penalties should be imposed by the House over and above those already available was considered and rejected during that debate.
I congratulate the Deputy Leader of the House on delivering that reply with a straight face, but let us be honest: we all know that announcements should be made in this House first, but the temptation of a quick headline and some media coverage trumps

I thank the right hon. Gentleman for that. He is an experienced and respected parliamentarian, and he will be aware of the range of measures that are available to put a Minister on the spot over any alleged failure to make the most important policy announcements to this House. They include urgent questions, Select Committee investigations, Prime Minister’s questions, points of order and raising matters in the Backbench Business Committee. I hope he agrees that that is an impressive list of effective sanctions against errant Ministers.

Attracting inward investment will help bring prosperity and stability to Somaliland. The Somaliland Development Corporation's initiative can help achieve this; at the request from the SDC, the Secretary of State for International Development has decided to provide a grant to support its operation.

I am sure that the right hon. Gentleman is aware that a year or so ago we published a report, which had been commissioned by the previous Government, to look at the barrage proposals and the lagoon proposals. It showed that the largest of those would cost £30 billion-odd pounds, and we believe that in the current climate that is unaffordable. We know that work is being done on looking at other ways of bringing finance into that. We have said that we will keep an open mind on the proposal, but it needs to be done at a cheaper cost to consumers.

Instead of concentrating on bureaucratic requirements, such as having several reports before action can be taken, will he strengthen the use of antisocial behaviour orders, which have succeeded in preventing reoffending?

The right hon. Gentleman will know that we are strengthening the powers available to the police with new tools to deal with antisocial behaviour. Police and crime commissioners will play a lead role in giving a voice to the people and will be under statutory duties to co-operate with other elements of the criminal justice system to ensure a focus on preventing crime and reducing reoffending.

As I said to the right hon. Gentleman in my written answer to him of 22 March 2012, Official Report, column 796W, Ministers are always mindful of the requirement of the Ministerial Code that,
“when Parliament is in session, the most important announcements of Government policy should be made in the first instance in Parliament”.
The proposition that there should be specific penalties imposed by this House, over and above those already available, was considered and rejected after the debate which took place on 5 December last year.
