[holding answer 3 March 2010]: Ofsted published a report of an inspection of safeguarding and looked after children's services on 26 February which judged Calderdale metropolitan borough council's safeguarding services to be "inadequate". After meeting with representatives of the council I have decided that the council should be issued with an improvement notice; that an external chair should be appointed to the Improvement Board established by the council; and, to offer some additional support to ensure that these services improve quickly and sustainably.

The Department for International Development's (DFID) Essential Health Services programme in Kenya is improving the quality of maternal and neonatal health services for 2.2 million poor Kenyans in rural areas. The support has increased the number of births at which a skilled birth attendant was present from 23 per cent. to 32 per cent. between 2006 and 2009.DFID is supporting advocacy for safe motherhood and safe abortion through Kenya White Ribbon Alliance. We have helped increase access to modern contraceptive methods through the social marketing of family planning commodities such as oral contraceptives. DFID distributed 195 million condoms between 2002 and 2009. DFID support from 2009 to 2015 will avert 770,800 unwanted pregnancies in Kenya.

The national service framework (NSF) for coronary heart disease (CHD) (March 2000) sets out a ten year framework for action to prevent disease, tackle inequalities, save more lives, and improve the quality of life for people with heart disease. A copy has already been placed in the Library. Chapter Seven of the NSF for CHD issued appropriate guidance to the national health service regarding the provision of cardiac rehabilitation services. Implementation of this guidance is a matter for the local NHS, working in partnership with stakeholders and the local community. It is for NHS organisations to plan and develop services based on their specific local knowledge and expertise.The Department has worked with NHS Improvement and the Cardiac Networks on a number of national priority projects on cardiac rehabilitation. Guidance has been published on risk assessment, pathway improvement and sharing good practice. This is available at:"www.improvement.nhs.uk/heart/HeartImprovementHome/CardiacRehabilitation/CardiacRehabKeydocuments/tabid/96/Default.aspx"The Department's Strategic Commissioning Development Unit is leading work to develop a commissioning pack for cardiac rehabilitation. This is for use by primary care trusts to enable them to commission quality services and encourage providers to deliver healthcare services more productively. This will support commissioners to manage the delivery of cardiac rehabilitation services more effectively. The pack will be available in summer 2010.

The Department has not considered the introduction of a Quality Outcomes Framework (QOF) indicator for cardiac rehabilitation. The prioritisation of potential indicators for inclusion in the QOF is the responsibility of the National Institute for Health and Clinical Excellence (NICE).NICE will open its online topic suggestions facility twice a year to allow stakeholders to submit suggestions for new indicators. The facility is currently closed and will be opened for the next round of suggestions in the autumn. A similar facility is also available which allows stakeholders to comment on existing indicators. The 54th session of the Commission on the Status of Women met at the UN from 1-12 March. The UK, along with other member states and representatives of non-governmental organisations and UN bodies, participated actively in the meeting, including at ministerial level.The Commission reviewed progress in implementing the 1995 Beijing Declaration and Platform for Action, the internationally agreed agenda for women's empowerment and gender equality, and identified the remaining obstacles and challenges to the full realisation of all human rights by women. The Commission adopted a political declaration in which member states pledged to work harder to ensure the full implementation of the Beijing Declaration. In addition, the Commission also adopted a number of resolutions on issues including HIV/AIDS; female genital mutilation; women's economic empowerment; and maternal mortality and morbidity. It also agreed a text supporting the establishment of a new UN body devoted to gender equality and women's rights through the consolidation of four existing UN offices which work on gender issues.The UK remains committed to working with all other UN member states including through the Commission on the Status of Women to achieve gender equality and equal rights for women.

After he is re-elected, will he use his considerable acumen to encourage colleagues in the G8 to recognise the financial value of investing in women's health and lives?

Five hundred thousands mothers die avoidable deaths each year, but there are things that we can do—[Interruption.] I hope that the Conservatives will be prepared to listen to a concern that is expressed across the world about the levels of maternal mortality. Five hundred thousand mothers die each year. These are avoidable deaths, and this is one of the policy themes of the G8 summit. It is important that we support whatever action can be taken. We as a Government are doing more than most to try to reduce this appalling level of suffering, which can be avoided.

Since the Budget more than 3.5 million people have been helped off jobseeker's allowance—
Yes, I was.
...In the past year more than 3.5 million people have been helped off benefits and back into work, while more than 300,000 people have been helped to stay in their homes and more than 160,000 businesses have been helped to defer more than £5 billion in taxes. Together, those measures have helped our economy return to growth.
I am pleased that because of the measures that we have taken over the past year, unemployment in my hon. Friend's constituency is not only lower than the UK average, but lower than the average for Yorkshire and the Humber. Thanks to the Government help that has been put in place, the partnerships to which she referred have now delivered more than 350 jobs to the local community. We have no plans to take away that support, which is helping to get people back into work. We still provide the young person's guarantee which helps young people to obtain jobs when they have been out of work for six months, and extra help is also available to those aged over 25 who are in that position.

The Department for International Development's (DFID) is already providing funding for the provision of female condoms. DFID is providing a £100 million grant to the United Nations Population Fund's Global programme for reproductive health commodity security over the period 2007 to 2012. We have also committed £42.5 million to the International Planned Parenthood Federation over the period 2008 to 2015 to help provide sexual and reproductive health information, services and supplies, including female condoms.

I discussed this with Michel Kazatchkine, executive director of the Global Fund to fight AIDS, TB and Malaria (GFATM), in January. This matter will also be considered at the Global Fund replenishment event in March, during discussions with GFATM on how their work can be strengthened.

The Global Fund to fight AIDS, TB and Malaria (GFATM) is already having an impact on maternal mortality and sexual and reproductive health through, for example; increasing access to HIV testing and counselling; prevention of mother-child transmission (PMTCT); and other preventative measures, such as distribution of condom and education materials.GFATM is also working with international partners to ensure support provided to strengthen health systems in developing countries is effective and improves health outcomes in those countries.The Global Fund is currently preparing an analysis of its activities and their contribution to the millennium development goals. The Department for International Development will consider this assessment and discuss with GFATM how its work can be strengthened.

Both elected members and officials in local authorities should be and are undertaking their responsibilities with regard to looked-after children and are caring for them as the corporate parent to the very highest of standards. Where that does not occur, and when interventions are necessary, the Government act swiftly. Later today, I will be meeting representatives from Calderdale local authority to discuss the particular issues following the Ofsted report of 26 February.

Yemen continues to face economic crisis and state failure. Any worsening of the instability, terrorist activity and poverty present in Yemen will have a detrimental effect on security—within Yemen and in the region. The meeting in London on 27 January 2010 is part of our wider strategy towards Yemen, which aims to work with the international community to support the efforts of the Yemeni Government to address the fundamental problems it is facing.

My hon. Friend is quite right to say, particularly in this week as we build up to the Copenhagen international conference on climate change, that we need to do a great deal more with our homes in future. More than a quarter of our total emissions in this country come from our homes, which requires us to design, build and plan to a new standard in future—I have set out in some detail the plans from 2016 on—and to undertake a national refurb programme, the details of which I and my right hon. Friends the Secretaries of State for Communities and Local Government and for Energy and Climate Change are currently working on following the heat and energy saving strategy, which we published earlier in the year.
