Does he accept that it ought to be a matter of concern to the Government that a decision at Warwick university, which I perfectly understand, is risking the applied science research base in agriculture and horticulture in the UK? It would be very helpful if Government Ministers could lead an impact assessment of that decision.

In the horrific case of John Paul Massey in my constituency, focusing on the breed disrupted and undermined the partnership that needs to work between a housing association and the police when the public report concerns the behaviour of dogs. There is a great deal of sense in the comments of my right hon. Friend, who sadly has experience of this matter, through the constituency case to which she referred. In the end my concern, and I think that of the House, is that we come up with a set of proposals that will help to deal with the remaining problem. Certainly, some people argue that spending time looking at the features of a particular dog to determine whether it falls within the four categories in the original legislation might not necessarily be the most sensible approach. That is one of the questions that we have raised in the consultation paper.

That this House is concerned that the planned merger of Warwick Horticultural Research Institute (HRI) and the University of Warwick's Department of Biological Sciences will result in the closure of the internationally renowned Wellesbourne site, further eroding the UK's applied agricultural and horticultural research capabilities at a time when policy imperatives recognise the urgent need for such research to address the threat to food security posed by population growth, climate change and environmental degradation; calls for the redundancy process facing most of the academic and skilled technical staff at Warwick HRI to be halted pending a proper independent review of the potential impact this merger will have on the UK's ability to meet future food security objectives; and asks the Secretary of State for Environment, Food and Rural Affairs personally to intervene to ask the University of Warwick to consider the impact of this decision on the UK's agri-food science base.

Alder Hey Children's NHS Foundation Trust went to the market for its (approximately) £200 million private finance initiative scheme for a new children's hospital through the launch of a notice in the Official Journal of the European Union on 14 January 2010. This is the beginning of the procurement phase to select a preferred bidder to work with, sign a contract and proceed to construction, subject to appropriate approvals.

Friend agree that the success or otherwise of the reciprocal health care agreement with the Isle of Man has depended on the excellence of the hospital care available, particularly in Liverpool? Will he undertake to do everything in his power to advance the building projects at the Royal Liverpool University hospital and Alder Hey in particular, as there is some anxiety about whether we will see decisions on either in the near future?

I am certainly aware of the long historical ties between the Isle of Man and Merseyside, given my roots. I also congratulate my right hon. Friend on the ingenuity of her question, in mentioning the Royal Liverpool. There is a flow of patients from the Isle of Man to this country and vice versa, and we hope that that will continue. The Royal Liverpool is a crucial project of great significance for health care and the economy in Merseyside and the north-west. I would like to make progress on it shortly, but I am not in a position to make an announcement today.

Will my hon. Friend give my greetings to the taskforce, and will he come shopping with me when I visit my local Sainsbury's, Aldi, Tesco and Co-op? [Interruption.] If there were a Waitrose I would shop there, too. All those supermarkets now have on their shelves products across the whole range that have their origin on the label, in some cases including the county of origin. No discerning shopper these days can seriously claim that there is not a choice. The voluntary approach is the way to go, and it is working. Will he encourage the supermarkets even further down that route?

I am very grateful to my right hon. Friend for the date that she has offered me. I am sure that my wife will read Hansard with interest to confirm that it is a business appointment.
I commend my right hon. Friend because, as my predecessor, she started discussions on country of origin labelling with the retailers and officials in the Department as far back as January 2009. I congratulate her on that. Her activities pioneered the success that we have seen and that will come in future, and I will be happy to engage with her in terms of shopping.

Very readily. We published very recently the information about the baseline survey, and we found that 85 per cent. of farmers were aware of the campaign. That shows that it has had a huge impact in a short space of time. Fifty one per cent. of farmers had some cultivable land out of production—that involved about 157,000 hectares—and a total of 174,000 hectares were managed under some form of voluntary environmental measure. That is really important, because it shows the huge amount of work that farmers are doing, and the purpose of the campaign is to encourage more farmers to do the same.

I did not know about the visit by the European Parliament. In contrast to the hon. Member for Shipley (Philip Davies), I think that it is a good thing that the European Parliament takes an interest. He will also be pleased to know that the EU has imposed tougher sanctions on Iran than those mandated by the UN Security Council. That is one further example of the way in which Europe can play a constructive role.
I know what my right hon. Friend is saying about the importance of understanding the position of the Iranian opposition. Given the incessant attempts of the Iranian regime to brand the opposition as British or western stooges, we have to be very careful about how we engage with them. It is absolutely clear that this is an indigenous movement led by patriotic Iranians who want to see their society change. It is not the plaything of the international community.

My right hon. Friend is right that Hamas bears a strong responsibility for seeking reconciliation on a basis that would allow the Palestinian people to find a way to achieve the state that should be their right, but is not yet their reality. Hamas bears a heavy responsibility in that area. Given that the whole Arab world has endorsed the Arab peace initiative, the question is why Hamas has not, and that question needs to be repeated again and again.

What are the latest figures for charitable giving to the Royal Liverpool Children's NHS Trust? If my hon. My right hon. Friend is absolutely right to say that charitable giving makes a huge difference. Many people who have experience of the national health service want as a result to make a gift or donation to thank it for the support and care it has given them, or a loved one. Many charities work closely with NHS institutions and NHS charities. This is a cause for celebration, and I want to make it clear today how much we value that, and that that independence is absolutely right. There is no question whatever that charitable funds could be used as part of NHS budgets; I want that very important message to go out from the House today.

After 17 years of distinguished service in the British Army, during which he was injured on three occasions, in Bosnia and in Northern Ireland, he has been in receipt of Veterans Agency support as compensation for his injuries, but he is therefore unable to receive jobseeker's allowance. The jobseeker's allowance rules appear to bar him from receiving the support of jobseekers' advisers in gaining new employment. This policy muddle should be addressed.

The veterans welfare service is available through the Service Personnel and Veterans Agency to all veterans and their families. For those leaving the service as a result of serious injury or illness, locally based welfare managers, working closely with service charities, provide practical advice and assistance and will act as gateways for the services provided by other Government Departments, including Jobcentre Plus and the Benefits Agency.

My right hon. Friend raises an extremely important issue. That was a tragic death. She will appreciate that there is an ongoing police investigation by Merseyside police. My right hon. Friend the Home Secretary is in discussions with the Department for Environment, Food and Rural Affairs about what steps, if any, we need to take to ensure that we prevent such an incident from occurring again. We will certainly look at the lessons and make sure we do all we can to stop the use of dangerous dogs in this way.

I visited Liverpool yesterday and spoke to the chief executive and chair of the Royal Liverpool and Broadgreen University Hospitals NHS Trust. The scheme has important health benefits for the city and region, but also has wider economic benefits. I can assure my right hon. Friend that I am paying close attention to both of the schemes that she mentions. Obviously there is pressure on capital budgets in the current climate but I recognise that these are important schemes.

I know that my right hon. Friend took a great deal of interest in the matter and I pay tribute to her work on it. The TB eradication group that we have now established is both looking at what can be done to help farmers to try to cope with the disease and getting on with doing effective things to try to tackle it. I have approved all the recommendations that the TB eradication group produced recently. The House will be aware that our TB eradication plan has now been approved by the European Union and funding has been given to us to help implement it.

I am happy to accept the prompts of my right hon. Friend and to ensure that we communicate her comments and our view—which is clearly the view of the House—to Sir Nicholas Stern.
One of the things that I ought to have mentioned earlier is that dealing with the waste of 30 to 40 per cent. of all the food that we buy from supermarkets is a far more crucial way of dealing with the problem of emissions. We should be focusing on that.
