I acknowledge that this is a complex issue, and that it has been exacerbated by the weak pound and the Government's renegotiation of the prescription pricing regulation scheme. However, parallel exporting has resulted in a shortage of nearly 50 medicines in the UK, including those needed for the treatment of cancer and transplant patients. The issue first arose in 2008, and the number of export licences has grown exponentially since then. Why has it taken the Government so long to begin to address this serious issue, and why does the Minister not insist that patients must come first and introduce tighter controls on access to medicine export licences?

I must press the Minister further on her response to my hon. Friend the Member for Wellingborough (Mr. Bone). Despite considerable immigration into the UK in the past decade or so and according to Government figures, the amount that the UK is claiming against EU member states is less than 10 per cent. of the net UK payment to member states. Is she confident that these figures are comprehensive and complete? Could she explain why the Government are failing to reclaim 20 per cent. of the taxpayer's money owed by these countries?

I am well aware that that exchange constituted an attempt to shed light on Conservative policy. Of course the Conservative party wants to see improvements in the provision of cancer services. As the Secretary of State said, there must be a much greater focus on prevention, earlier presentation leading to earlier diagnosis, faster access to innovative drugs and treatments, swifter implementation of survivorship initiatives, and implementation of quality indicators. All those will improve under a future Conservative Government. The key question that the Secretary of State needs to answer is why, despite the Government's 12 years in office, Britain's five-year cancer survival rates are still among the worst in Europe.
