The introduction of the feed-in tariff will be very welcome to people such as the operators of the Torrs hydropower system in New Mills in my constituency—a community-owned hydropower station, of which I happen to be a shareholder. Is my hon. Friend aware that the big barrier is still the start-up costs of community hydro schemes? The Methodist church in Glossop is considering the possibility of having one on its ground, but what hope can he give those who are looking for help with those start-up costs before they can benefit from the feed-in tariff?

My final contribution to this House is quite fundamental. The northern half of this planet grew rich from 200 years of exploitation of carbon. Can the Minister assure us that everything is being done to ensure that the southern half of the planet can develop riches of its own without that dependence on carbon?

I greatly welcome what my hon. Friend has just said about the Sheffield to Manchester line, most of which is in my constituency. On the procurement of rolling stock generally, will he bear in mind the importance of that industry to the east midlands, not just for the major producers, but for the supply chain, which includes the production of brake linings in my constituency? Will he talk to people such as representatives of the East Midlands Development Agency to ensure that we maximise the benefits to east midlands employment and industry arising from such procurement?

Everyone recognises the right of PPL to get the income from its work that the courts say it deserves, but I am sure that it would not wish to be seen to be imposing in any way an undue weight of levy, on the smallest charities in particular. Will the Minister try to make sure that there is a measured response to the outcome of the negotiations, and in particular that the amount of bureaucracy that charities will have to face as a result of this change is kept to an absolute minimum?

Is it not the case that the Charities Act 2006 brought rationalisation to the regulations governing the charities sector and therefore made it much easier, in many ways, for them to function? Is it not also the case that where third sector organisations are delivering other services such as hospices and so on, they must be regulated in terms of the service that they are delivering? What is important, therefore, is not the quantity but the quality of the regulation that we have imposed.
