That this House draws attention to the plight of the 1.02 billion people worldwide who suffer from chronic hunger on a daily basis as the 28th UN World Food Day is marked; notes with regret that the economic crisis has pushed some 100 million more people into chronic hunger and poverty in 2009, and continues to do so; re-affirms the UK's commitment to Millennium Development Goal 1 to halve the proportion of people who suffer from chronic hunger by 2015; urges the UK to take a lead at the upcoming UN World Summit on Food Security; and welcomes the forthcoming publication of the report by the All Party Parliamentary Group on Agriculture and Food for Development on the UK's role in tackling global food insecurity.

That this House welcomes the new Code for Leasing Business Premises which has been produced by the Association of British Insurers, British Council for Offices, British Property Federation, British Retail Consortium, Confederation of British Industry, CoreNet Global, Forum on Private Business, Federation of Small Businesses, Investment Property Forum, The Law Society and The Royal Institution of Chartered Surveyors in a quest to promote efficiency and fairness in landlord and tenant relationships; congratulates the property industry for developing a Code which is clear, authoritative and concise; recognises that the success of the Code is dependent on dissemination to occupiers of all sizes and therefore urges property owners, occupiers and professional advisers to use the lease code as a checklist for negotiations before the grant of a lease and lease renewals; encourages trade and professional bodies, lenders and Government to ensure small businesses are made aware of the Code and the advisory pages which accompany it; urges the courts to consider the Code in deciding commercial property disputes; and recommends that mediators and arbitrators involved in dispute resolution endorse adherence to the Code.

That this House notes that the Government proposes to fund the additional cost to North Yorkshire County Council, as a result of implementing Article 16(2) of EC Regulation 2037/00 on Ozone Depleting Substances, in the period from 1st April 2002 to 31 March 2003, by means of a special grant allocation of ??362,434; further notes that the estimated actual cost by North Yorkshire County Council for the storage and disposal of redundant refrigerators during this time period is ??443,596, and that in addition, unknown costs for the collection of redundant refrigerators are also being incurred by Craven District Council, Hambleton District Council, Harrogate Borough Council, Richmondshire District Council, Ryedale District Council, Scarborough Borough Council, and Selby District Council; recognises that the total extra cost in North Yorkshire County Council is in excess of ??443,596; and, in view of the statement by the Minister for the Environment, the Right honourable Member for Oldham West and Royton on local authority funding that 'We are... taking the realistic view that if extra duties are imposed they should be reasonably funded. That is the Government's policy' (Official Report, 14th January, column 125); and calls upon the Government to make clear how it intends to fund the shortfall in North Yorkshire will not be less that ??81,162.
