That this House, recognising the failure on 16th July of the Opposition to deprive thousands of four year olds of the chance of quality nursery education through vouchers, condemns the disgraceful attack made by the honourable Member for Sheffield, Brightside, the Opposition Spokesman on Education, during the Education Debate, upon the Pre-school Learning Alliance which provides nursery provision for pre-school children throughout the country; agrees with the Chief Executive Officer of the Alliance that the honourable Member's suggestion that it had traded its political independence in return for financial gain, was 'utterly without evidence' and a crass slur on its reputation; deplores the depths to which Labour spokesmen will sink in trying to denigrate nursery vouchers to parents; and calls upon the honourable Member for Sheffield, Brightside to publicly retract what he said and to apologise to the House for his disgraceful remarks.

That this House notes the pledge by the honourable Member for Manchester, Eccles, made at a recent meeting of Afro-Caribbean and Asian representatives in Peterborough, that the Labour Party would increase funding for overseas aid by nearly three times the current budget to 0.7 per cent. of gross national product; acknowledges that currently, at over ??2 billion per annum, Britain has the fifth largest aid programme; and, since the additional cost of this pledge for taxpayers would be over ??3 billion per annum, asks which taxes would be raised or imposed to pay for it.

That this House congratulates Wisconsin Railways on its successful bid for Rail Express Systems (RES); notes that one of the Government's objectives in privatising the railways is to make access to the railways easier for new train operators and welcomes the increased interest by operators of charter trains; commends Railtrack's efforts to accommodate charter trains but deeply regrets the obstructive approach to some charter operators of RES, while a wholly-owned subsidiary of the BR Board; regrets that the Huddersfield Green Party had to cancel a number of its green expresses due to RES's excessive charges; notes that RES has overcharged one charter company, Days Out Ltd, for previous charters, has refused to provide a breakdown of invoices and is refusing to sanction any further charter trips by Days Out; believes that this is a gross abuse of RES's monopoly position as the only company with a licence to sanction steam-hauled trips; and urges the Rail Regulator to initiate an immediate formal investigation into the activities of RES, and Wisconsin Railways to put an end to this unacceptable behaviour by its newly-acquired subsidiary.
