That this House welcomes the 1991 Triennial Report of the Advisory Council on Science and Technology, and its conclusion that the United Kingdom needs to develop a vision of the opportunities which will arise in a more integrated Europe; regrets that science and technology have been much neglected components of the European debate; heartily endorses the Prime Minister's conclusion in his preface to the report that it will stimulate further debate on the direction and deployment of research and development resources; and therefore calls on the Leader of the House to provide an adequate and early opportunity for such a debate before irrevocable decisions are taken on the scale, direction and organisation of the nation's science.

That this House welcomes the recent developments in South Africa, in particular the release of Nelson Mandela, which are the direct result of internal pressures; endorses the decision of the Strasbourg meeting of the European Council that European Community restrictive measures against South Africa should only be reviewed when 'profound and irreversible changes' have been obtained; notes the statement by Mr Nelson Mandela that 'to lift sanctions now would be to run the risk of aborting the process towards the complete eradication of apartheid'; therefore welcomes the decision of the European Council of Ministers that there should be no relaxation at present, of existing European Community measures; and urges the Prime Minister to maintain the restrictive measures agreed by the United Kingdom and the Council of Ministers at its meetings in September 1985 and 1986 in order to ensure that the European Community makes the maximum possible contribution to ending apartheid.

That this House draws the appropriate conclusions from the fact that the vast majority of tourists to South Africa are now blacks; welcomes the promotion of tourism by Network South East Magazine; considers that an increase in tourism, particularly by those who relish the continued condemnation of South Africa on the basis of largely obsolete disinformation sedulously propagated by the anti-apartheid movement, would enlarge the number of those who are able to comment from knowledge and personal experience; notes that if the British tourist industry, British Airways and British Rail hope to enlarge the valuable support they receive from South African tourists of all races they should not ally their organisations with those for whom the long historical association of Britain and South Africa in peace and war counts for nothing; and concludes that the 1986 Commonwealth Summit Agreement is now in need of drastic revision.
