That this House condemns the action of Wyre Labour Council in its decision to impose charges for the parking of motor cars in certain car parks within the borough; notes that none of the Labour councillors indicated their intention of doing so at the time of their election; is concerned at the effect this measure is likely to have on the commercial success of many businesses within towns in the borough, and the problems caused to individuals coming to those town centres to shop; regrets that it will encourage people to shop in out-of-town supermarkets where parking is free; and calls upon the council to reconsider its decision before irrevocable harm is done to the viability of the town centres of Poulton le Fylde and Garstang.

That this House congratulates the workforce and management of Rolls Royce plc on its most recent export order for 32 Trent 700 engines for Emirates' new fleet of Airbus A330-200 airliners, valued at ??300 million; welcomes the large contribution the company is making to the increasing value of export orders being won by United Kingdom engineering companies; recognises that over the past months Rolls Royce plc has won valuable orders against intense worldwide competition, including the largest order ever, worth ??1.2 billion, from Singapore Airlines; and wishes the company continued success in this competitive market.

That this House condemns the fact that after four years of so-called moderate Labour rule, Liverpool has more than 5,500 council dwellings standing empty, representing misery for thousands of families and a loss in rent of ??4.5 million per year, uncollected rent arrears of ??25 million, rate arrears of ??22 million, absenteeism amongst its workforce the equivalent of 1,200 full-time employees being paid for doing no work for the council at all, has proved so incompetent that it has failed to claim millions of pounds in Government grant, has so little control of its finances that the 1988-89 accounts understated their spending by nearly ??17 million, and has so failed the people of Liverpool that rubbish is piled high in the streets, whilst the two Labour parties bicker about who is most to blame.
