That this House believes that high-precision radiosurgery can offer thousands of cancer patients a treatment pathway previously denied to them; recognises that the CyberKnife Robotic Radiosurgery System is the first next generation technology that is able to treat tumours anywhere in the body, including primary cancer in the lung, prostate, spine and brain, and secondary tumours from breast and colon cancer, non-invasively with sub-millimetre accuracy; welcomes the fact that the CyberKnife, unlike conventional radiotherapy, is able to treat patients in three days instead of 30 days as a result of its accuracy and multiple beam angles; is concerned to note that there are currently 180 CyberKnife systems treating patients around the world, including four in Turkey and two in India, but none within the NHS; understands that a number of primary care trusts (PCTs) have authorised and paid for patients to be treated by the CyberKnife in the private sector in the UK and abroad, at a cost of ??22,000 and above; further understands that if it were available within the NHS the treatment cost would be approximately ??10,000 and that the continued unavailability of CyberKnife within the NHS makes little economic sense; calls on the NHS to approve the use of the CyberKnife system so that PCTs have sufficient guidance to install the technology; and urges the Government to define a radiosurgery tariff that takes into account CyberKnife's shorter treatment time, so that NHS patients will be able to benefit from access to this next generation treatment for cancer.

That this House notes that three million people in the United Kingdom have asthma, which kills one person every four hours and hospitalises over 155 children daily; recognises that 80 per cent. of the 2,000 deaths which occur annually are preventable and is dismayed that, despite its increasing prevalence and huge public concern, asthma remains outside the key health strategies in the United Kingdom; and calls on the Secretary of State for Health to include asthma as a key area in the Health of the Nation which would enable specific targets to be set for asthma treatment and monitoring, thereby following the excellent example set by the Welsh Office which, in 1992, set targets for a reduction in the rates of mortality and hospital admissions.

That this House, noting recent publicity about Stella Rimington, Director General of the Security Service, recalls her central role in operations against the miners during and after the coal strike of 1984-85, in particular, her deployment of agents provocateurs within the National Union of Mineworkers, including Roger Windsor, Chief Executive Officer of the NUM 1983 to 1989, an agent of MI5 under Mrs Rimington, sent in to the NUM to destabilise and sabotage the Union at its most critical juncture; notes that in 1984 he made contact with Libyan Officials through Altaf Abasi and staged a televised meeting with Colonel Gaddafi, causing immense damage to the striking miners; that Windsor's actions led to serious and expensive internal disputes, notably a ??100,000 libel damages settlement as a result of a letter Windsor forged in the name of David Prendergast of the U.D.M.; further notes that in March 1990, under Stella Rimington's guidance, Windsor was the sole witness, paid ??80,000 for his testimony by Robert Maxwell, behind allegations of corruption against the NUM leadership, published in the Daily Mirror, later proved to be entirely untrue; and considers that notwithstanding recent cosmetic changes to its image, the Security Service, including Mrs Rimington, has been responsible for the subversion of democratic liberties in Britain and should be brought to account.
