That this House congratulates the Three Valleys Water Company on its ??35 million investment in the water supply industry, particularly the ??12 million water pipeline opened on 28th June which travels over 18 miles across country from Iver Treatment Works in Buckinghamshire to Arkley reservoir, Barnet, via Ickenham Booster Station and increases the capacity of water which can be distributed from 160 million litres a day to 190 million litres or 42 million gallons; and notes that this fine engineering achievement is the result of a major private sector industry which will deliver more high quality water to the consumer at a highly competitive price.

That this House views with concern the award of ??50 compensation by magistrates to a youth who was subject to action taken by Police Constable Steven Guscott who experienced extreme provocation in the course of doing his duty of protecting elderly pensioners; recognises that whilst it is not permitted for police officers to slap a young peron in today's society nevertheless considers that the requirement to pay compensation appears to tip the balance of justice in favour of the offender and sends entirely the wrong message to youngsters who misbehave, openly defy the police and cause misery to law-abiding citizens; and calls upon the magistracy to have appropriate regard for the difficult job performed by dedicated officers when considering such cases, and to exercise their discretion in such a way that will command wide public support. That this House expresses its serious concern about aspects of the Sheehy Report which recommends fundamental and, in some cases, adverse changes in the pay and conditions of service of every serving police officer, particularly those relating to the introduction of short-term contracts and compulsory severance on structural grounds, together with a system of performance related pay for a service built up over 160 years and which would have a profound effect on the professionalism, ethos and sense of vocation which has made the United Kingdom police the finest in the world; believes that the Government's highest priority is to tackle the rise in crime with the total co-operation of a united and dedicated service and considers that this will be very difficult to achieve if the ability of the police staff associations to act effectively on behalf of their members is reduced by imposing financial constraints on their activities, which would change drastically the way in which they work under the arrangements first introduced under the Police Act 1919 creating an agreement between the State and the police which has been to the mutual benefit of both parties and the people; and calls upon the Home Secretary to have regard to these and other concerns before he seeks to introduce legislation in the next session of Parliament.
