That this House congratulates Sands, the stillbirth and neonatal death charity, on the parliamentary launch of the Why 17? campaign; welcomes the publication of the Sands Saving Babies Lives Report 2009; notes that every day in the UK an average of 10 babies are stillborn and seven more die shortly after their birth, which is 17 babies dying every day; is concerned that rates of stillbirth in the UK are at unacceptably high levels and have barely changed in the last 10 years; recognises that with better care and targeted research many of these deaths could potentially be avoided; and calls on the Government to develop a national strategy for reducing levels of stillbirth and neonatal deaths, to fund further research to improve understanding of why stillbirths and neonatal deaths happen, to develop gold standard antenatal care provision in all trusts and to work with the charity to improve public awareness of the issues.

That this House notes the recently adopted Article 13 guidelines to the World Health Organisation Framework Convention on Tobacco Control, which define tobacco packaging and display as a means of advertising and promotion; acknowledges that research has found that current tobacco packaging is misleading by implying that some tobacco products are less harmful than others; believes that misleading packaging is in contravention of the EU directive on tobacco products and that research also shows that removing colours and brand imagery from packs increases the effectiveness of health warnings; supports the prohibition of retail display of tobacco products; and urges the Government to introduce measures to require plain packaging of all tobacco products by regulation.

That this House endorses the Government's pre-election manifesto commitment emphasising the vital role of community hospitals in the National Health Service; and accordingly believes that the role of community hospitals should be enhanced and developed and that proposals by primary care trusts to reduce or close in-patient beds in these hospitals, essential for intermediate care, should be resisted as it would add to the burdens on over-worked acute hospitals, reduce choice and accessibility for patients and impede the delivery of Government health objectives.

That this House welcomes the intentions of the staff of the Worcestershire Acute Hospitals Trust to shorten the waiting times for patients in accident and emergency by establishing assessment units elsewhere; deplores, however the recent opening of a closed ward, until now used as an equipment store, as a ward to be staffed by agency nurses that will allow some patients to bypass accident and emergency; and believes that the timing of this, and the probable difficulties associated with the use of this particular ward, make it appear that this is management action aimed at achieving accident and emergency waiting time targets, being assessed in the week beginning 24th March, rather than at improving the quality of patient care.

That this House recognises the preventative role of sport and recreation in improving the nation's health; notes that being inactive doubles a person's risk of contracting heart disease; commends the good practice of former health authorities and primary care trusts in promoting physical activity, which is highlighted within the Central Council of Physical Recreation's, Saving Lives, Saving Money study; calls on the Government to develop a joined-up strategy at national and local level to promote the health benefits of sport, recreation and dance; and believes that such a properly funded strategy would save lives and reduce the financial pressures on the NHS.
