That this House is saddened by the death of Jarrow legend, Jim Purcell, known affectionately as Jarra Jim who recently passed away aged 96; recognises that Mr Purcell will be remembered as an outstanding person for his tireless contribution to the local community through his volunteering and fundraising; recalls that Mr Purcell regularly completed the Great North Run well into his 90s, raising thousands of pounds for charities, being one of that event's most famous runners, even finishing the half-marathon despite having two knee replacements, inspiring people young and old to take part; further recalls that Mr Purcell proudly carried the Olympic torch when it passed through the area in 2012; salutes Mr Purcell for his service in the armed forces, notably being a Dunkirk veteran; notes that South Tyneside Council will be lowering its flags as a mark of respect; hopes that local people in South Tyneside give Mr Purcell the send-off he deserves at his funeral in Jarrow on 5 March 2018; and offers condolences to Mr Purcell's family and friends.

That this House is deeply concerned with rapidly deteriorating industrial relations occurring on the Costain-led ATC consortium tunnel fit-out contract which forms a key part of Crossrail; is dismayed that construction unions are being denied proper access to the site and its workforce; notes that workers have been denied payments for entire shifts due to failures in the fingerprint recognition system; is further concerned that the flagship project has totally substandard welfare facilities with workers having to walk miles to go to the toilet; is alarmed that workers have reported being required to work until they are physically exhausted and to undertake tasks which are beyond them; is concerned that following peaceful and orderly demonstrations management have undertaken covert surveillance and recording of workers which raises concerns about blacklisting and is in breach of data protection laws; is concerned that demonstrators have been threatened with being run over by a lorry driver and security guards employed on Crossrail; is further dismayed that the Costain-led ATC consortium has refused to conduct an investigation into this incident; and calls on the client, Crossrail and Costain to give union representatives proper access to the site and to fully resolve these industrial relations problems

That this House commemorates with pride the 80th anniversary of the inspirational Jarrow Crusade; salutes the 200 jobless men who set off for London on 5 October 1936 to highlight the grim reality of life without work; commends the proud marchers who wanted Parliament to understand they were orderly, responsible people who deserved the right to work to put food on the table for their families; recognises that the famous Crusade represented an intense pride and togetherness which flourishes in the town today; believes that the 290-mile protest symbolises the strength of a community which adversity had tested but could not defeat; acknowledges that these proud men, the town of Jarrow and their local hon. Member who marched with them, Ellen Wilkinson, united in a collective effort to ask the authorities to listen; regrets that Parliament and the Prime Minister in that era did not treat them with greater respect and respond positively to their plea for employment; and pays tribute to the Crusade's enduring spirit which stamped the town of Jarrow on the world stage.

That this House is alarmed that the length of time between a construction fatal accident occurring and a prosecution beginning is increasing, as in 2014-15 the average time between a construction fatal accident and a prosecution starting was 879 days; believes these delays are intolerable and for the families involved justice delayed must feel like justice denied; views with extreme concern that although the number of fatalities in construction has declined the percentage of prosecutions following a construction death being undertaken by the Health and Safety Executive (HSE) has fallen considerably and in 2010-11 the HSE managed to mount a prosecution in just 31 per cent of fatal accidents, and subsequent years reveal similarly low rates of prosecutions; and resolves to ensure that companies guilty in causing the death of a worker do not avoid justice and that delays in prosecuting companies are dramatically reduced.

That this House is concerned that construction workers forced to operate via umbrella companies need to brace themselves for a sharp reduction in take-home pay following the Chancellor of the Exchequer's Autumn Statement on 25 November 2015; notes that hidden in the 154 page document is the decision to ban workers employed via umbrella companies from receiving tax relief on their expenses, and that this change will take effect from 6 April 2016, meaning that from 2016-17 workers operating via an umbrella company will have to pay employer's national insurance, employee's national insurance and income tax on all of their eligible earnings, which is 45 per cent of their pay; further notes that, under the present arrangements, expenses for travel and subsistence form part of a worker's pay and therefore they avoid paying tax and national insurance contributions on this element of their income, and that a worker claiming £50 of expenses per week will see their pay fall by £22.50 per week, or £1,170 per year; believes that legitimate expenses should be paid on top of pay and not used to bulk out wages; considers that construction workers are already losing large amounts of money by being forced to operate via umbrella companies after they are recruited by employment agencies; regrets that Government policies do nothing to change that relationship; and further considers that a ban on exploitative umbrella companies is long overdue in construction and other sectors.
