That this House congratulates the Fire Brigades Union and its members on the magnificent demonstration and lobby of Parliament by 7, 000 firefighters on 29th January; supports the Fire Brigades Union's demands of: (a) protecting jobs and standards in the Fire Service, (b) opposing the introduction of wholetime retained duties, (c) opposing shift overtime working, (d) protecting the Fire Service pay formula; calls on the Government to maintain nationally agreed levels of staffing to meet increased workloads; views with concern the Minister for Local Government's disregard for the effects of poll tax capping on staffing levels and intimation that fire stations will close, albeit, subject to the approval of the Home Secretary; and calls on the trades union and labour movement and all local communities to join the Fire Brigades Union in their campaign to protect life and property against the Government's onslaught.

That this house condemns the continuing blockade of Nagorno Karabagh which, although portrayed as a religious conflict, is about the right of nations to determine their own destinies against bureaucratic oppression; is concerned that the conflict is being provoked by both the old bureaucratic elites and the nationalist groups to further their own interests; is horrified at the economic position that has developed in both Azerbaijan and Armenia with one million homeless in Armenia and unemployment and inflation rocketing in both republics, as a result of the attempt to introduce market reforms; reaffirms, therefore, the right of the people of Nagorno Karabagh and of any republic or region of the USSR to self-determination; understands that this aim cannot be achieved as long as capitalists who stood by whilst Turkey committed genocide, or the bureaucratic elites of Moscow, Baku or Yerevan remain in power; applauds the report from both Baku and Yerevan that, in the early days of the sectarian disputes, workers' committees were launched to restore order to prevent such outrages; and therefore fully supports those forces attempting to struggle for self-determination, which can only be implemented by democratic workers' states able to win each other's confidence by fraternal discussion and co-operation.

That this House applauds the proposed attempt by Brian Stuart (Tyne and Wear Fire Brigade) and his brother Dave Stuart (Lothian and Borders Fire Brigade) to ride by motorcycle to Moscow and back commencing 4th July 1990, to raise money for the children of the fire-fighters killed at Chernobyl; looks upon this humanitarian gesture, in keeping with cameraderie of fire-fighters nationally and internationally, as a unique way of achieving links between British and Soviet workers at a time of historic change in the USSR; and calls upon Her Majesty's Government to at least match the charitable donations raised by the endeavours of the Stuart brothers, as an expression of international solidarity with suffering peoples, and especially children.

That this House welcomes the magnificent movements in Eastern Europe for full democratic control over what happens in society and recognises that this outburst of discontent and opposition in East Germany and Czechoslovakia, in particular, reflects deep anger against the corruption and mismanagement of the Stalinist bureaucracy; sees the movement leading in the direction of genuine socialism, not a return to capitalism; congratulates the workers of the Soviet Union, particularly the striking miners of Vorkuta, in the Arctic Circle, who are leading the struggle for better pay and conditions and for an end to one-party dictatorship; notes that their fight has been in the face of vicious anti-strike laws of a type that even Her Majesty's Government drew back from; believes that these mighty working class struggles deserve the full support of the British and international labour and trade union movement; and considers that the only way forward for the peoples of the Soviet Union and Eastern Europe is on the basis of a return to the principles of genuine workers' democracy and socialism which formed the basis and inspiration for the October revolution.
