That this House welcomes the inclusion of the Sports City Foundation (Kettering) bid on the shortlist for the British Academy of Sport; notes that the proposal is to build a ??250 million flagship facility centred in the middle of Britain with provision for over 40 sporting disciplines and over 180 full-time coaches working on site in addition to those working through the hub site links; further notes that the scheme would provide a comprehensive partnership across the sporting spectrum by providing for full access to the academy both for the best and most promising British athletes and for over 100,000 school aged children per year; and further notes that the plan would be financially self-sufficient within four years of construction and would then be able to return ??20 million each year into British sport, a significant part of which would be given as direct funding to the proposed regional centres.

That this House notes and welcomes the support of the United Kingdom in the Sixth Committee of the 1995 General Assembly, for the establishment of a Permanent International Criminal Court and the adoption of the General Assembly on 11th December, of a resolution establishing a Preparatory Committee to draft the statute of the International Criminal Court; and urges the Government to fully support and co-operate with the Preparatory Committee and ensure that the United Kingdom takes a leading role in drafting the statute and supporting proposals to convene a diplomatic conference in 1997 where a treaty establishing the International Criminal Court can be adopted.

That this House has learnt with astonishment of the decision not to publish the report entitled The Role of the West Bromwich Building Society in the Sale of Home Income Plans compiled by FIMBRA; has regard to the fact that the report states that the literature of the West Bromwich Building Society on home income plans was misleading, that the West Bromwich schemes, many of which were sold through Fisher Prew Smith, a FIMBRA related adviser that became insolvent, was not up to the high standards of integrity and fair dealing expected and that the SIB has failed to make use of its powers under section 62 of the Financial Services Act 1986 which would allow it to apply to the courts to make a restitution order against any authorised investment firm, and that the West Bromwich Building Society has breached three rules of the Building Societies Act 1986 concerning the maintenance of adequate reserves, lack of prudent management and lack of skill and recommends that three directors of the West Bromwich Building Society are not fit and proper persons to hold their positions; and therefore calls upon Her Majesty's Treasury, the Bank of England and all the regulatory agencies to act at once to end this scandal and to ensure that the elderly victims of the sharp and unlawful practices of the West Bromwich Builing society are compensated in a full and proper way for the losses which they have experienced as a consequence.

Jenkins of Hertfordshire; notes the manner in which it was decided that a guarantee provided by the late Ralph Carr was not to be enforced; recommends that Barclays reviews how it has scandalously mishandled the matter; and recommends that immediate steps be taken to ensure that Mr Jenkins is repaid all the monies now due to him.

That this House congratulates the London Borough of Greenwich for acting promptly to pay compensation, as well as to destroy all illegal and pirated software programmes and to buy lawful replacements when conclusive evidence of the possession of illegally copied software on virtually every one of the 35 or so personal computers inspected was presented by the Business Software Alliance (BSA) and the Federation Against Software Theft (FAST); and urges all local authorities to conduct an audit of all software currently in use by them and to take similar action as to that by Greenwich when evidence of unlawful possession of pirated software emerges.

That this House congratulates the officers of the Hong Kong customs investigation branch on their massive operation against computer piracy which led on November 14th 1989 to the largest ever seizure of 109,437 suspected pirated computer manuals, 23,574 disketlos, six sets of computers, 1,126 printing films, 30,900 loose printed sheets and 2,050 blank disketlos the sale of which would displace legitimate sales of between 30-50 million United States dollars, and in so doing smashed a huge syndicate believed to be responsible for the supply of two-thirds of illegal pirated computer software and manuals in Hong Kong; and urges all the countries of the world to take equally determined action to eradicate computer software piracy.
