The Government are fully committed to tackling arson through the achievement of our public service agreement targets to reduce deliberate fires, crime and the fear of crime and through our continued engagement in the work of the Arson Control Forum (ACF), which is led by the Office of the Deputy Prime Minister. The ACF (established in April 2001) provides the strategic direction for the national fight against arson. The Forum has invested a total of £11.3 million in local arson prevention initiatives since its creation.We have also recognised the important contribution of the fire and rescue service to multi-agency working. Since 1 April 2003, all fire and rescue service authorities have been statutory partners in local crime and disorder reduction partnerships (CDRPs). This is helping to ensure that the fire and rescue services play a full role in community safety and help local communities to tackle arson and the associated areas of crime.

Ms Blears: The information is as follows: (a) The budget for the Active Communities Unit in the financial year 2003-04 was
£91 million (including £10 million for "futurebuilders") with 45 staff and in 2004-05 it was £145 million
(including £57 million for "futurebuilders") with 41 staff. (b) The budget for the Arson Control Forum in the financial year
2003-04 was £2.250 million and in 2004-05 it was £4.5 million. The forum does not employ staff directly.

Mr. Raynsford: Since 2001 the Arson Control Forum has funded 50 local pilot projects designed to reduce arson. The increased budget
recognises their success and will enable the forum to fund additional projects, due to be announced shortly, which build on the
lessons learned from the original pilots.
Local arson reduction projects are essential to achieve the Government's target to reduce by 10 per cent. the number of deliberate
fires by March 2010 from the 2001-02 baseline, as published in the Fire White Paper `Our Fire and Rescue Service'. This target is a
key objective in the Government's plans to reform the fire and rescue service which include increased emphasis on fire prevention
work. This objective was reiterated in the draft Fire and Rescue National Framework, published on 11 December 2003.

Keith Hill: (a) The Urban Sounding Board met 9 times between April 2001 and September 2002.
Members were invited to join the Board in a voluntary capacity and received no remuneration. The estimated average costs of
refreshments and travel and subsistence claims for each meeting were £900.
(i) and (ii) There was no specific annual budget for the Urban Sounding Board. Meeting costs were paid for out of the Office of the
Deputy Prime Minister Urban Policy Directorate's general running costs budget.
(iii) The Sounding Board is to be replaced with smaller ad hoc working groups of external advisors and officials with specific
time-limited remits focusing on key issues of concern to the Department, such as obstacles to physical regeneration and skills.
Membership of these groups will be voluntary and non-remunerative.
(b) The Core Cities Working Group has met 14 times since its inception in April 2002. Members of the Working Group, including
officials from central government and the Regional Development Agencies and local government officers from the Core Cities, attend
meetings as part of their normal duties. The estimated average cost of refreshments for each meeting has been around £70. No other
meeting costs have been incurred.
(i) and ii) No annual budgets have been set for the Working Group as running costs are minimal. Organisations participating all bear
their own costs.
(iii) The Working Group is currently contributing to the evidence base supporting the government's Public Service Agreement target
for regional economic performance. It is seeking to understand how competitive cities can contribute to improvements in regional
economic growth through four sub groups focusing on: skills, innovation, better connectivity between cities and regions, and
Strategic leadership, with a particular focus on key issues likely to make a difference. The group's work will feed into policy
measures to be agreed as part of the Spending Review 2004.
(c) Since it was set up in April 2001 the Arson Control Forum has met 5 times. The estimated average cost of the room, refreshments
and travel and substance claims for each meeting was £650.

Matthew Taylor: To ask the Deputy Prime Minister how many malicious car fires occurred in (a) 2000, (b) 2001 and (c) 2002; and if he

Mr. Raynsford: In 2000 there were 62,964 malicious car fires in the UK (from a total of 82,002 car fires). In 2001 there were 70,107
such fires (from a total of 88,242 car fires). Data are not yet available for 2002. Malicious fires are those where malicious or
deliberate ignition was proved or suspected.
Arson is one of the major fire threats facing us today. That is why in 1998 the Government commissioned a study into the
arrangements for dealing with the problem of deliberate fire-setting. The study reported in 1999 and made a number of far-reaching
recommendations; the most significant of which was the creation of the Government-led Arson Control Forum to provide the strategic
direction to the national fight against arson. The Forum was launched in April 2001. The Forum is now taking forward a programme of
preventative measures that address arson in its many guises. The Forum continues to fund a number of locally based arson control
initiatives and has issued guidance on a variety of arson related subjects.
Car fires comprise a considerable element of the deliberate fires problem and Government have taken a number of steps to address
this. New powers will enable local authorities to remove unlicensed vehicles more quickly and tighten vehicle registration
procedures. Also, the Office of the Deputy Prime Minister is looking at ways to improve the links between the Driver Vehicle
Licensing Agency (DVLA) and local councils to make it easier to trace the owners of derelict or abandoned vehicles.

projects bidding exercise. [160690]
Mr. Mike O'Brien: I am very pleased to announce today the award of £1 million of grants by the Arson Control Forum to fire brigades
in England and Wales for arson reduction initiatives.
The Arson Control Forum was established last year with the aim of reducing the incidence of deliberate fires by 30 per cent. of the
1998-99 baseline by 31 March 2009; the desired outcome is to cut maliciously set fires from the current figure of 77,900 to 54,500
during this period. To achieve this aim, the Forum has been allocated a budget of £3.5 million over the three year period from April
2001. Some of this money will be used to fund research into the causes and prevention of arson, but most will be used to fund local
fire brigade anti-arson initiatives. The size of the budget available to fund local projects this year is £1 million.
The Chair of the Forum, Her Majesty's Chief Inspector of Fire Services, Graham Meldrum, wrote to all Chief Fire Officers inviting
bids to be submitted to the Home Office by 31 March 2001. By the closing date for the exercise, we had received a total of 44 bids
from 40 brigades, totalling £1,609,320.
The bids were evaluated in accordance with Home Office procurement guidelines. All bids were carefully considered and we have agreed
to wholly or part fund 25 of the 44 received, amounting to £996,664. Those bids that were successful met the following criteria:
They had to show they had a good understanding of the scale of the arson problem in their area; They had to propose a solution which
was geared to addressing the problem they had described; They had to say how the project would be managed; They had to say how they
would measure success; and They had to show how the project would provide value for money.
The projects we will be supporting range from those that have been successful elsewhere, such as the establishment of an arson task
force comprising the fire, police and social services. Other projects are concentrating upon particular issues, such as arson in
schools, vehicle arson or the development of community based solutions. The focus of all these projects has been partnership, either
with the police, social services, the local authorities, schools and a range of others.
There has also been a wide geographical spread. There are projects from Wales to Kent, and from the South West and the Midlands to
the North West and East of England. The projects also range widely in terms of their target areas, from the inner-cities to rural
areas, where the arson problem is often greater than people realise.

Mr. Mike O'Brien: I am pleased to announce today that the Government have accepted all of the main recommendations of the Scoping
Study.
We have pledged quite clearly our determination and commitment to providing safer communities. The police and fire services have a
vital role to play in helping to maintain a safer society, not just by reducing crime and the fear of crime, but also by reducing
the number of deliberate fires and associated deaths and casualties.
The report of the Arson Scoping Study was published last May and set out a series of recommendations aimed at addressing the growing
problem of deliberate fires. The report was welcomed as an enormous opportunity for the Government and the police and fire services
to reduce the pain and suffering caused by deliberately set fires.
When the report was published we made it clear that we wanted to hear the views of chief officers, local authorities, the insurers
and all those involved in the administration of justice, all of whom have a crucial role to play in translating the recommendations
into action. I am pleased to say that the response to the Scoping Study has provided a strong mandate to carry forward all of its
key recommendations and for a refocusing of efforts to prevent arson.
I am writing to those same organisations today to explain how we intend to take the recommendations forward. In particular, I want
to see the efforts of Government, police and fire authorities, the insurers and other local agencies integrated and co-ordinated as
the Scoping Study recommended so that the whole effort achieves more than the sum of its parts. We shall be taking steps to put
these arrangements in place shortly. I also accept, with the strong endorsement of the police and fire services and the insurers,
the recommendation to create a new Government-led Arson Control Forum to take forward the arson prevention strategy.
Arson prevention must become a core activity of the police and fire services and we must work in partnership with other agencies and
with business to eliminate deliberately set fires. The success of this approach will mean a safer society for us all.
