To ask the Secretary of State for Digital, Culture, Media and Sport, whether customers with telecare equipment are only permitted to use BT landline services.
Customers with telecare equipment are not required to use BT landline services only and can use any communications provider.
In November 2024 and March 2026, the industry agreed safeguards with Government to protect consumers, in particular vulnerable people and telecare users, during the Public Switched Telephone Network (PSTN) migration to modern digital networks. The Government regularly engages with the providers to monitor the PSTN migration.

Ofcom, the UK’s telecommunications regulator, is responsible for the regulation of public call boxes (PCBs). Under the telephony universal service obligation (USO), providers such as BT and KCOM are required to provide telephony services throughout the UK, including PCBs. BT is required to ensure the adequate provision, repair and maintenance of PCBs. Ofcom’s rules and regulations regarding PCBs can be found on Ofcom’s website.
As Ofcom is responsible for monitoring this requirement of telecoms companies, DSIT has not had recent discussions on this matter.

To ask the Secretary of State for Science, Innovation and Technology, what discussions she has had with BT on the duration of the pause in its rollout of the digital switchover for elderly and vulnerable customers.
When the UK’s major Communication Providers signed the Charter of Commitments in December 2023, they committed to pausing non-voluntary migrations of all customers until they had full confidence that they are taking all possible steps to protect vulnerable people through the migration process. As a result, BT have currently paused all non-voluntary migrations.
BT has not yet indicated when they will resume the practice of non-voluntary migrations. This is a commercial decision for BT to make, and we expect them to notify us when they intend to resume non-voluntary migrations. DSIT Ministers and officials are meeting with BT regularly to discuss the progress of the migration.
Government and Ofcom are engaging with all signatories of the Charter of Commitments to monitor their approach to the PSTN migration. This includes asking them whether they conduct non-voluntary migration programmes and what protections they have in place for vulnerable customers.

The Department for Science, Innovation and Technology (DSIT) engages with Openreach on a regular basis to discuss their digital infrastructure plans. DSIT have not had discussions with Openreach about the potential use of former telephone exchange buildings that are vacant and derelict. Exiting exchanges is a long-term endeavour and most exits are expected to happen in early 2030s. Five exchanges are planned to close as part of a trial in the 2024-2025 period. DIST officials remain in contact with Openreach and will aim to discuss how exchange buildings will be repurposed.

Ofcom, the UK’s telecommunications regulator, is responsible for the regulation of public call boxes (PCBs). Under the telephony universal service obligation (USO), BT and KCOM are required to provide telephony services throughout the UK, including PCBs. BT and KCOM are required to ensure the adequate provision, repair and maintenance of PCBs.
In November 2021, Ofcom published a consultation and acknowledged that the process to remove PCBs was not working as effectively as it could. Previously, local authorities were able to veto the removal of the last public call box in an area.
In June 2022, Ofcom officially amended the rules regarding the removal of PCBs. Ofcom removed the local veto process and replaced it with a set of strengthened criteria which would ensure PCBs that are still needed are protected from removal. The criteria protect PCBs where:
- they do not have coverage from all four mobile network providers; or
- are located in an area with a high frequency of accidents or suicides; or
- they have made 52 or more calls over the past 12 months (i.e. the equivalent of one call per week); or
- there is other evidence of a reasonable need for the PCB.

Indeed, I recognise the risk that the noble Lord describes. One of the absolute priorities must be to identify whether there is a broader systemic risk of which the unfortunate events yesterday were a symptom or whether this is isolated; the ongoing investigation will absolutely establish that.
