Mr. Burgon: To ask the Secretary of State for the Environment, Transport and the Regions when the response to the sixth annual report of the Government Panel on Sustainable Development will be published. [133793] Mr. Meacher: I am pleased to announce that the Government's Response to the sixth and final annual report of the Government Panel on Sustainable Development will be published on 8 August. We agree with many of the Panel's recommendations; notably Reducing carbon dioxide emissions is a priority and that sequestration has a role to play. We are funding research into mitigation measures. The World Trade Organisation needs to reform and modernise; we are committed to playing a leading role within the EU to ensure this happens. Noise can have a detrimental effect on people's quality of life. The forthcoming review of the current Noise Act and the EU directive on Noise will provide opportunities to consider effective remedies to noise disturbance. The need for continued open and cautious exploration of the potential of biotechnology, both possible benefits and downsides. Better integration of environmental concerns with fisheries management and management of the oceans is required. The Panel has been an extremely valuable source of advice for Government in the achievement of sustainable development and I am grateful to the Convenor of the Panel, Sir Crispin Tickell, and his colleagues for all their work over recent years. Copies of the Response will be placed in the Library, and it will also be available in electronic form on the Department of Environment, Transport and the Regions website www.detr.gov.uk.

[108414] Mr. Meacher: I am pleased to announce that the Government's Response to the Fifth Annual Report of the Government Panel on Sustainable Development has been published, and that we have been able to respond positively to the Panel's recommendations. The Panel is a valuable source of advice for Government in the achievement of sustainable development. I wish to express my gratitude to the Convenor of the Panel, Sir Crispin Tickell, and his colleagues for their continued commitment to helping to identify new sustainable ways of enhancing the quality of life and prosperity for everyone. Examples where the Government has been able to respond positively to the Panel's recommendations are: on sustainable development and employment: we are forging links between employment and sustainable development, through the National Skills Agenda and the Environment Task Force option under the New Deal; on environmental issues and European Union: the Prime Minister's Step Change Initiative is encouraging closer co-operation in environment policy issues. The Government's continued support for the Cardiff principles is also key to achieving effective integration of sustainable development in policy making; on land use legislation: we have introduced new draft Planning Policy Guidance demonstrating the Government's commitment to developing positive policies to deliver sustainable development; also the forthcoming Urban and Rural White Papers will underline our commitment to protecting and enhancing the environment, and building sustainable communities to foster an inclusive society; finally, on the international front, we continue our efforts to protect and enhance biodiversity. I am placing copies of the response in the Library.

[57851] Mr. Prescott: I am pleased to announce that the Government's response to the Fourth Annual Report of the Government Panel on Sustainable Development has been published today. We have been able to respond positively to many of the Panel's recommendations. The Panel is a valuable source of advice for Government in the achievement of sustainable development. I wish to express my gratitude to the Convenor of the Panel, Sir Crispin Tickell, and his colleagues for their continued commitment to helping to identify new sustainable ways of enhancing the quality of life and prosperity for everyone. Examples where the Government have been able to respond positively to the Panel's recommendations are: on climate change emissions: we have reached an agreement with our EU partners during our UK Presidency on binding targets to meet the Kyoto Protocol target of 8 per cent. on marine biodiversity: we have set up a specialist sub-Group to ensure an integrated approach is taken to preserving the diversity of marine eco-systems; on endocrine disruptors: we have undertaken a new £3 million research programme to address male reproductive health and the marine environment. on building regulations: we have begun a comprehensive review of the existing regulations; on economic instruments: we are taking forward the Panel's recommendations in a number of areas. I am placing copies of the response in the Library.

[22017] Mr. Prescott: The Government's response to the Third Annual Report of the Government Panel on Sustainable Development has been published today. I am pleased that we have been able to respond positively to many of the Panel's recommendations. The Panel is a valuable source of advice for Government in the achievement of sustainable development, an issue which this Government has pledged will be at the heart of all policy-making. I wish to express my gratitude to the Convenor of the Panel, Sir Crispin Tickell, and his colleagues for their continued commitment to helping to identify new sustainable ways of enhancing the quality of life and prosperity for everyone. Examples where the Government has been able to respond positively to the Panel's recommendations are: on Subsidies: action is being taken to see whether the objectives of subsidies are compatible with sustainable development on Aviation Fuel: the Prime Minister pressed for action at the UN Special Session in June on Climate change: the Government has set the pace internationally on targets for reducing carbon dioxide emissions on Environmental Education: the Government has announced a new Environmental Education Panel, under the chairmanship of Sir Geoffrey Holland; commissioned the Council for Environmental Education to draft a code of good practice; and provided additional resources for the Environmental Action Fund on Housing and Land Use Planning: the Government is looking at ways of using fiscal incentives to meet environmental objectives.
