Neither the former Department for Science Innovation and Technology nor the Department for Digital, Culture, Media and Sport monitor staff attendance at a directorate level. This means we do not average attendance figures for Building Digital UK staff at Trinity Bridge House or any other location.
To ask the Secretary of State for Science, Innovation and Technology, whether her Department has made provisions for the recovery of public funds from contractors who fail to deliver on Building Digital UK contracts.

Payments to suppliers for delivery under Project Gigabit contracts are made once a gigabit capable connection is available to the premises. Where a supplier fails, the supplier is required to repay any public money paid through the contracts for premises which do not reach this point.
In May 2025, Building Digital UK (BDUK) and Full Fibre mutually agreed to terminate the Project Gigabit contract for the Peak District, which included some premises in the Derbyshire Dales constituency. This contract did not reach a stage where gigabit-capable connections were being delivered and therefore there was no requirement for any funding to be repaid by the supplier.

Project Gigabit is the government’s programme to deliver gigabit-capable broadband to UK premises that are not included in suppliers' commercial plans.
According to the independent website, Thinkbroadband.com, 89% of premises in the UK already have access to a gigabit-capable broadband connection. To extend this further and achieve our goal of 99% coverage by 2032, more than £2.4 billion of Project Gigabit contracts have already been signed to connect over one million more premises with gigabit-capable broadband.
These are premises that fall predominantly in rural areas, many of which may otherwise be at risk of digital exclusion due to lack of access to a gigabit-capable broadband connection via commercial delivery.
Building Digital UK (BDUK) reports on delivery progress through its annual report and quarterly official statistics. The latest annual report was published on 23 October 2025.

Last year, Airband took the decision to descope approximately 28,000 premises from its Superfast contracts with Connecting Devon and Somerset (CDS), some of which are now expected to be connected via the commercial markets.
The remaining descoped premises were made available for other suppliers to submit voucher project proposals under the Gigabit Broadband Voucher Scheme. A number of projects have been approved and are already in build, with more projects currently under review.
The remaining premises are being considered for inclusion in the Project Gigabit contract with Openreach. We currently expect to finalise the amended scope of the Openreach contract in early 2026. Building Digital UK (BDUK) will continue to publish data highlighting premises included in its plans and will work closely with the supplier to ensure updates are shared with local communities as the Project Gigabit contract progresses.

Project Gigabit is designed to adapt in the event a contracted supplier can no longer complete its planned delivery, utilising a mix of contracts and interventions to enable us to continue to bring fast, reliable broadband to hard-to-reach premises across the UK. This process is intended to mitigate the potential impact of contract terminations on rural communities and to ensure that delays to the rollout of Project Gigabit are minimised.
In May 2025, Building Digital UK (BDUK) and Full Fibre mutually agreed to terminate the Project Gigabit contract for the Peak District, which included some premises in the Derbyshire Dales constituency.
BDUK is now engaging with suppliers to review alternative options for extending coverage in this region. The coverage that can be provided, and the timescale for its delivery, will depend on what suppliers are able to offer within the public funding that can be made available, and we are keen to ensure this happens as quickly as possible.

I beg to move,

We are all here for the same purpose: our constituencies do not have the 3G broadband that we all wish to see. Does the hon. Lady agree that Westminster and all the other regions of the United Kingdom—Scotland, Wales and Northern Ireland—should collectively have a programme that delivers 3G broadband...

I have met the Minister before, which I will come on to. I know there is a plan, about which I have some specific questions. I totally agree that this is a nationwide challenge. On mobile reception, I am particularly concerned about the elderly and vulnerable in the Government’s digital...

My constituency of Wolverhampton West is residential, densely populated and urban. The area of Tettenhall has lots of elderly constituents, many of whom do not have a mobile signal, creating a dead zone. A recent investigation by The Observer said that, nationally, mobile coverage is more than 1,000 times worse...

I have not seen that research by The Observer, but it is interesting. I live in a town in my constituency and I have poor mobile coverage. I am sure it is not uncommon to find that it is worse than it is reported.

I thank my hon. Friend; there are a couple of interesting points there. The number of people affected may be relatively low, but they can be concentrated in one area, and it is quite often a rural area. On the question of one-time passcodes, I notice that many companies now...

The connectivity challenge is a huge issue in rural areas, especially for businesses. I recently visited a local tourism business in Bacton that relies on multiple copper landlines—a very vulnerable set-up, given the upcoming switch-off of the public switched telephone network. That business has had outages and engineers unintentionally disconnecting...
