Shuttle buses such as the one my hon. Friend describes in his constituency—especially those that go to hospitals and other local services—are vital. For too long, local areas and communities have not had a say in the bus routes they need in their area. That is why we have brought...

My hon. Friend is a strong champion for Burnley, and I congratulate Burnley General Teaching Hospital on the incredible innovative work it is doing. He is right that rolling out 91 out of 160 CDCs is a tremendous effort, but we want to go further, and I would be delighted to meet my hon. Friend to discuss these plans further.

The East Lancashire community diagnosis centre already includes Burnley hospital, and as part of that we are opening two new endoscopy rooms in the spring. Residents, the trust and I know that the local hospital can do even more to reduce the covid backlog with the right Government investment. Will the Minister agree to meet me to discuss phase 9 of the hospital’s development, which would bring a brand-new radiology suite?

My hon. Friend, like his colleagues, has already proved himself to be a doughty champion for his constituency. The urgent care centre at Burnley General Hospital will continue to play an important role in meeting urgent care needs locally, but he is right to highlight the broader importance of Burnley as part of the health ecosystem in his area. I would be delighted to meet him.

My right hon. Friend will know that the A&E services at Burnley General Hospital were closed in 2007 by the then Labour Administration. Given our record investment in the NHS, and the pressures on the A&E, will he agree to meet me to talk through the future of the hospital and the services we can provide locally?

To ask Her Majesty’s Government what assessment they have made of the impact of the closure of accident and emergency services at Burnley Hospital.
To ask Her Majesty’s Government what assessment they have made of the impact of the closure of accident and emergency services at Burnley Hospital.
No such assessments have been made. The provision of accident and emergency (A&E) services at the Royal Blackburn Hospital is a matter for the local National Health Service. The NHS in East Lancashire has established an A&E delivery board to oversee system performance and the effective delivery of urgent and emergency care locally.
Ministers consult weekly with NHS Improvement and the Care Quality Commission about A&E performance.
To ask Her Majesty’s Government what consideration is being given to the reorganisation of specialist healthcare services in Lancashire and which services are being considered for relocation; and whether consideration is being given to the removal of the neonatal intensive care unit from Burnley General Hospital.

NHS England is responsible for the commissioning and delivery of prescribed specialised services.
We are advised that NHS England, along with the clinical commissioning groups in the area, is currently reviewing specialist services to ensure they meet national specification standards. This work is on-going and no decisions have been taken.

| Notes: 1. The Department only holds accounting data at organisation level for seven years, therefore 2002-03 is the earliest information available. 2. The operating expenses represent the amounts included in the operating expenses of East Lancashire Hospitals NHS Trust for "premises" between 2002-03 and 2008-09. 3. East Lancashire Hospitals NHS Trust was operational from 1 April 2003, therefore the 2002-03 figures are the aggregate of its two predecessor bodies—Blackburn, Hyndburn and Ribble Valley Health Care NHS Trust and Burnley Health Care NHS Trust. 4. In the audited summarisation schedules, "premises" includes expenditure on utilities (such as electricity and gas), other fuels, water and sewerage, external general services and contracts, furniture, office and computer equipment, computer hardware and maintenance contracts, business rates, rent, building and engineering equipment and contracts. That this House is appalled and outraged at the decision of the Joint Overview and Scrutiny Committee of Lancashire County Council and Blackburn with Darwen Council to accept the proposed closure of blue light accident and emergency at Burnley General Hospital despite vocal opposition from the Public and Patient Involvement Forum, local hon. Members and thousands of local people; believes that the Committee's call for a review in 12 months time misses the point entirely and that the proposals as brought forward by the East Lancashire Hospitals Trust were, from the outset, deeply flawed; and further believes the councillors concerned have let down those who trusted in their judgement and that they must take full responsibility for their decision and its consequences.
