Supporting developing countries to tackle unsustainable debt is a key priority of this government. Debt servicing costs are at their highest for 25 years and are crowding out vital investments in growth and development. The Foreign, Commonwealth and Development Office works closely with HM Treasury to support countries facing high debt burdens and struggling to finance their development priorities, with the Chancellor recently launching the London Coalition, which brings together public and private creditors to support more sustainable financing in developing economies.
This Government recognises the importance of a broad range of perspectives in addressing debt challenges, and we welcome the valuable contribution of the Jubilee Report to those discussions. More broadly, we commend the pioneering work of the Catholic Agency for Overseas Development (CAFOD), both in terms of the life-changing support it delivers through its partners in developing countries, and its advocacy and campaigning for long-term systemic change through measures such as debt relief. The Minister of State for International Development met the CAFOD Chief Executive and African inter faith leaders in December 2025 to discuss these and other issues.

Enhanced transparency will be a focus of the London Coalition on Sustainable Sovereign Debt, which launched on 23rd June. As part of its wider objectives, the group will work with UK and global private creditors to develop a better understanding of the debt obligations owed by developing countries
UK Government officials engage with the Catholic Agency for Overseas Development and other relevant organisations on a regular basis and will continue to do so as we work to address the challenge of high-interest public debt in developing countries.

I recently met with members of the Bond network, including CAFOD (Catholic Agency for Overseas Development), to discuss the Autumn Budget. We value CAFOD's work internationally tackling poverty, humanitarian crises and global environmental challenges. We look forward to working with them in the future as we shape more modern partnerships with civil society.

Any partner who is intended to be a direct recipient of FCDO funding must have a documented due diligence assessment in place. A due diligence assessment for a grant recipient determines whether an Non-Governmental Organisation (NGO) partner has the capacity and capability to manage programme funds and deliver the programme or project objectives specific to the context. Our records indicate that the legacy departments of the Department for International Development and the Foreign and Commonwealth Office conducted due diligence assessments on Catholic Agency for Overseas Development (CAFOD) and Caritas Internationalis; however, our records indicate that there has been no assessment since the departments merged to form the FCDO.
That, of course, is why a global deal is so important. We are actively engaged in these negotiations; indeed, the Prime Minister was speaking to the French President about the matter only last week. We are absolutely determined that Britain should play a leading role along with our colleagues in Europe in delivering that binding global target so that individual parts of the world cannot opt out.

I, too, want to add my tribute to CAFOD, Christian Aid and the thousands of others who are outside today making the case for a tough deal on climate change. Will the Chancellor explain what the Government are doing diplomatically to support a tough global deal and to ensure that there is a level field for carbon-efficient companies in the UK, such as Celsa Steel UK in my constituency, so that global emissions are not simply increased by being offshored to places such as China?
