The Secretary of State has been in regular contact with Dave Ward, General Secretary of the Communication Workers Union (CWU), and Daniel Křetínský, the owner of EP Group, including chairing three trilateral meetings since December 2025 to encourage both sides to reach an agreement.
The Government is pleased to note that the CWU and Royal Mail have reached an agreement on the implementation of Universal Service Obligation reforms and on new entrant terms and conditions.

The Secretary of State met Dave Ward, General Secretary of the CWU, and Daniel Křetínský, the owner of EP Group, on 16 February and again on 19 March 2026, to understand the progress on continued discussions on the CWU Agreement.
The undertakings agreed between the Secretary of State and EP Group include provisions that require an independently assessed review of EP Group’s compliance with the Deed of Undertaking.

The government engaged with EP Group and the Communication Workers Union (CWU) throughout the process of Royal Mail’s ownership transition. The Deed of Undertaking we agreed with the new owner includes a commitment from EP Group that they will continue to recognise the unions and abide by the future terms of legally binding agreements they make with them.
We will continue to monitor compliance with these undertakings and maintain dialogue with all parties to ensure that agreed protections and principles are upheld.
Royal Mail and the CWU agreed to run pilots in selected offices to design, test and review the operation of the proposed delivery model in response to Ofcom’s USO changes. The government does not have a role in the operational decisions of the business.

The Government is monitoring the situation closely however the industrial dispute is a matter for Royal Mail, as a private company, and the Communication Workers Union to resolve.

To ask the Secretary of State for Digital, Culture, Media and Sport, what recent discussions he has had with the Communication Workers Union on the reorganisation of BT.
My department regularly engages with BT, and other relevant industry stakeholders, about a range of topics, including their UK workforce, at both official and ministerial level. We have not had any recent discussions with the Communication Workers Union on the reorganisation of BT, nor has the union requested a meeting with DCMS Ministers regarding this matter.
The Government is committed to boosting job creation in the UK. On 8 July, the Chancellor of the Exchequer announced the Government’s Plan for Jobs which makes up
to £30 billion available, with a clear goal to create, protect, and support jobs.

This is an industrial relations matter for Royal Mail and the Communication Workers Union to settle. The Government encourages both sides to reach an amicable agreement. Talking is the best way to avoid industrial action and any disruption to businesses and consumers.
