Between 23 April 2020 and 19 July 2021, the latest period for which figures are available, a total of 462 UK Armed Forces personnel had at least one appointment at one of the COVID clinics at the Defence Medical Rehabilitation Centre (DMRC). Of these, 447 personnel attended a COVID outpatient appointment, 260 attended a Defence COVID Recovery Service appointment, 224 a COVID course appointment and 26 a COVID course review appointment.
Information about sickness absence in the Armed Forces is not held centrally. It is therefore not possible to provide with accuracy the number of personnel who have returned to work after attending a DMRC COVID clinic.

The Defence Medical Rehabilitation Centre (DMRC) relocated from Headley Court to the Stanford Hall Rehabilitation Estate in 2018. Between 1 July 2018 and 31 December 2020, the period for which figures are available, 3,719 UK Armed Forces personnel attended at least one appointment at the DMRC. This includes both inpatients and outpatients.

Since 2016, veterans with amputation-related complications can be referred by the NHS to the Complex Prosthetics Assessment Clinic (CPAC) at the Defence Medical Rehabilitation Centre, which relocated from Headley Court to the Stanford Hall Rehabilitation Estate in 2018. Since the relocation, 22 veterans have been seen at the CPAC.

The responsibility for veterans' healthcare in the UK rests with the Department for Health and Social Care (DHSC), the NHS and its partners in the Devolved Administrations.
DMRC Stanford Hall currently provides services to a small group of veterans in the form of the Complex Prosthetic Assessment Clinic (CPAC), which is a joint Ministry of Defence (MOD) and NHS England commissioned outpatient clinic.
Work is ongoing between the MOD, the Department of Health and Social Care and the Devolved Administrations to explore high-pressure areas within the NHS that could be supported by the DMRC Stanford Hall, to determine whether and how it could benefit the veteran community.
In addition to the services provided to Service personnel and veterans at the DMRC, the Government has also committed funding to the development of an NHS England led National Rehabilitation Centre (NRC), with plans for the facility to be operational in 2022. The NRC will be co-located with the DMRC at the Stanford Hall site, enabling the sharing of expertise and the use of facilities available at the DMRC.

No veterans participating in the osseointegration surgical pilot, that was announced by the Government in November 2015, have been refused rehabilitation treatment at Defence Medical Rehabilitation Centre Stanford Hall.

Since Defence Medical Rehabilitation Centre Stanford Hall opened in autumn 2018 fewer than five veterans have either received in-patient or out-patient rehabilitation following their osseointegration procedure.
That this House commends the construction of a new bespoke facility for the Defence and National Rehabilitation Centre at Stanford Hall as a replacement for the renowned complex at Headley Court; notes its crucial work in providing clinical rehabilitation services; observes that, at present, very few veterans can access the specialists at the centre; and calls on the Ministry of Defence to allow injured veterans with ongoing complex, intensive rehabilitation needs resulting from operational injuries to be given easier access to the Defence and National Rehabilitation Centre at Stanford Hall.

The Defence Medical Rehabilitation Centre (DMRC) mission is to provide sick and injured Service personnel the rehabilitation they require to be able to return to duty or transition back into civilian life, at which point the NHS becomes responsible for their care.
The access policy at the new DMRC Stanford Hall remains unchanged from that previously in place at DMRC Headley Court, in that there is no provision generally for veterans to access the facility. We have, however, in collaboration with the NHS, established a specialist clinic whereby NHS Limb Fitting Centres can refer selected veterans (who are ex-DMRC patients) back to the DMRC for assistance with the management of amputation-related complications.
This Complex Prosthetics Assessment Clinic (CPAC) has also been used to identify suitable candidates (serving and veterans) for the LIBOR-funded MOD/NHS osseointegration surgical pilot. After surgery all these patients (including veterans) are rehabilitated at the DMRC. We are also currently exploring options for a limited expansion of the CPAC eligibility criteria to include those non-amputee patients that have been fitted with medical devices such as offload braces.
