[holding answer 1 November 2012]: The Home Office allocation to drug action teams (DATs) for delivery of the Drug Interventions Programme (DIP) in each of the years 2006-07 to 2012-13 is shown in the following tables.

The figures for 2011-12 and 2012-13 reflect the fact that DIP funding for DATs from 2011-12 has been provided jointly by the Home Office and the Department of Health (via the adult Pooled Treatment Budget).

The drug testing of offenders for specified Class A drugs (heroin and cocaine/crack) in police custody came into operation from 2003 across 30 Basic Command Units (BCUs) as part of the Drug Interventions Programme (DIP). Since that time the programme has expanded in a phased approach to 66 BCUs in 2004 and some 107 BCUs in 2005. DIP currently conducts drug testing in 109 BCUs across England and Wales.Only offenders arrested or charged with a "trigger offence"—largely acquisitive crime related offences—are required to provide a sample to be tested for specified Class A drugs.Tables 1, 2 and 3 show the number of positive tests under the Drug Interventions Programme for heroin only, cocaine only, and heroin and cocaine combined, for each financial year since data was available.

The question asks for numbers testing positive for crack cocaine. It is not possible to provide data on positive tests for crack cocaine only because the drug test conducted as part of DIP does not distinguish between powder cocaine and crack cocaine.Between 2003 and 2005 the programme operated drug testing at the point of charge. From 2005 to the present time the programme has operated drug testing at the point of arrest, which has led to an increase in the number of individuals required to be tested.

I have been asked to reply.The Department of Health and the Home Office have provided specific resources for drug treatment since 2001 in the form of the pooled drug treatment budget (PTB), with £398 million of funding provided in 2007-08 and 2008-09. In May 2007, the Ministry of Justice assumed responsibility for the element which had been the Home Office contribution. Mainstream resources are used by local partnerships in addition to the PTB to fund drug treatment services.The following table shows the PTB allocations by local drug partnership areas for 2007-08 and 2008-09.

The PTB is allocated direct to primary care trusts (PCTs) rather than being routed through the National Treatment Agency for Substance Misuse (NTA). The NTA's role is to ensure that allocations reflect local need, to monitor how funding is spent and to work with PCTs and Drug Action Teams to ensure that local treatment systems continue to improve and deliver effective and efficient services.

Acceptable Behaviour Orders

Acceptable behaviour orders may or may not be effective against some burglars, but what is beyond doubt is that many burglaries and other crimes are drug related. The Home Office has rightly taken up concerns about rising crime rates in my area, but at the same time has cut funding to the drug intervention programme by 11.5 per cent. in this financial year—with very little warning to the drug action team or other local drug and alcohol advisory teams. Is that not a bad example of joined-up government?

Over £500 million has been invested as part of the Drug Interventions Programme since its inception in 2003. Record numbers of offenders are entering treatment through the programme and drug related acquisitive crime has reduced substantially. Drug-related Crime

Given that the Minister’s own Department’s report in 2005 on determining the effectiveness of drug treatment interventions concluded that"““there is strong evidence that the most effective interventions to reduce drug-related crime are therapeutic communities””," why are there so few residential rehabilitation centres, particularly for young people, and why are only 18 prisons offering intensive therapeutic programmes?

Does my hon. Friend agree that detection is important in combating drug-related crime? Will he join me in congratulating the Wiltshire constabulary, which has detected and shut down crack houses and cannabis farms in Swindon? Does he also agree that local, neighbourhood policing is extremely important for detecting low-level drug pushers and other young people who get involved in drug-related crime?
