Mr. Hood: To ask the Secretary of State for Environment, Food and Rural Affairs what was the outcome of the Agriculture Council held in Brussels on 18 and 19 March; what the Government's stance was and how it voted on each issue discussed; and if she will make a statement. [45105] Margaret Beckett: I represented the United Kingdom at the meeting of the Agriculture Council in Brussels on 18 March. The Council agreed by qualified majority the aid arrangements to apply to tobacco production for the years 2002-04. A welcome small reduction in, and some re-orientation of, support was agreed, but the Council as a whole was unwilling to endorse a commitment to the eventual phasing out of support to this sector. The UK made clear its continued strong opposition to supporting tobacco production and abstained in the vote. The Council unanimously agreed proposals for aid in the nut sector. I joined several other member states in noting that the measures concerned were intended to be time-limited and that we would be unwilling to endorse any extension of them. The Council took stock of the EU Enlargement negotiations on agriculture; and on Tuesday EU Ministers met the agriculture Ministers of the applicant countries to hear their appreciation of key issues. Spain tabled a memorandum on the possible use of insurance as a risk management tool in agriculture and reported frost damage to some of its olive groves; Germany tabled a note on the Mid Term Review of Agenda 2000 and raised concerns about the monitoring of residues in food products imported from third countries; and France drew attention to pressures on the EU cereals markets.

Mr. Hood: To ask the Secretary of State for Environment, Food and Rural Affairs what the outcome was of the Agriculture Council held on 15 July; what the Government's stance was on each issue discussed, including its voting record; and if she will make a statement. [70881] Margaret Beckett: I represented the United Kingdom at the meeting of the Agriculture Council in Brussels on 15 July. The Welsh Minister for Rural Development and Wales Abroad and the Northern Ireland Minister for Agriculture and Rural Development also attended. This was the first Council meeting of the Danish presidency which accordingly introduced its work programme for the six months ahead. The main item of business was a public debate on the mid-term review of the CAP. The Commission introduced its outline proposals and member states gave initial reactions. I welcomed the general direction of the changes proposed, but indicated where they fell short of what the UK believes is required to modernise the CAP. The proposals will be further considered by Ministers in September; officials will start detailed examination of them next week. The Council discussed the Commission's proposal for a mandate to open negotiations on modification of the bound duties for rice and cereals. Delegations, including the UK, expressed a range of reservations about the proposal. The Commission will be looking to narrow its scope and take further soundings at official level. The Council held a policy debate on Commission proposals for control of zoonoses. The Commission reported progress on establishment of the European Food Safety Authority and briefed the Council on progress made on its food safety White Paper.

Mr. Hood: :To ask the Secretary of State for Environment, Food and Rural Affairs what the outcome was of the Agriculture Council held on 27 June; what the Government's stance was on each issue discussed, including its voting record; and if she will make a statement. [67730] Margaret Beckett: :I represented the United Kingdom at the Agriculture Council meeting in Luxembourg on 27 June 2002. The Council received progress reports on Commission proposals concerning the control of zoonoses and a common market organisation for ethyl alcohol, and reached provisional political agreement on a proposed framework regulation laying down general food hygiene rules. It noted there was no qualified majority support for or against a proposal to register "feta" as a protected legislation of origin. Under the relevant procedures, this means the Commission will be able to adopt the measure under its own powers in due course. During a brief discussion of BSE, Commissioner Byrne called on the French Government to comply with the ECJ's ruling on its illegal ban on British beef exports. The French Minister announced their intention to defer implementation of their national rules banning spinal cord from sheep over six months old until January 2003. I subsequently followed up both these points bilaterally with my French counterpart. The Council discussed Presidency papers on the future of the EU's Veterinary Fund, the CAP fruit and vegetables regime and the use of agricultural insurance as a risk management tool. It also received a presentation from Commissioner Fischler on the medium term prospects for the main EU agricultural markets, in advance of his proposals for CAP Reform, which are expected on 10 July.

Mr. Hood: To ask the Secretary of State for Environment, Food and Rural Affairs what the outcome was of the Agriculture Council held in Brussels on 19 and 20 December; what the Government's position was on each issue discussed, including its voting record; and if she will make a statement. [25104] Margaret Beckett: I represented the United Kingdom at the meeting of the Agriculture Council in Brussels on 19 December 2001. Agriculture Ministers of the devolved Administrations in Wales and Northern Ireland were also present. The Council reached agreement on reform of the sheepmeat regime, including a number of measures for which the United Kingdom had pressed strongly. The changes will make substantial savings in the budget for the EU's current financial year. The main ones will fix permanent rates of premium and create national envelopes which can be directed towards national or regional priorities. Different approaches will be permitted in England and the devolved Administrations. I am delighted with this outcome which will give us some valuable flexibility in the operation of this importance regime. The Council also agreed to introduce a stabiliser which will cap spending in the seeds sector. The new arrangements fully safeguard UK interests. A further amendment of the banana regime was also agreed, bringing to a close a long running dispute with certain of the EU's trading partners. The presidency reported the successful outcome of the international conference on foot and mouth disease at which the United Kingdom had taken a prominent part. The Council discussed a memorandum from certain member states on the oilseeds market. I endorsed the Commission's response, arguing that further encouragement of oilseed production in the EU would be costly, unnecessary and likely to produce tension with our trading partners. The Council took note of progress on several dossiers under the Belgian presidency and exchanged views on a useful memorandum from the German Government on organic farming.
