That this House notes that 21 April 2026 marks 100 years since the birth of the woman who became the longest reigning monarch in British history for over 70 years from 1952 until her passing in 2022; acknowledges the profound and lasting impact she had on the UK and across the globe; recognises that Her Majesty on only one occasion throughout her reign personally penned the foreword for a book which was entitled The Servant Queen and the King She Serves, which outlined her faith in Jesus Christ as she had done in many of her Christmas broadcasts; and expresses gratitude for having such a Servant Queen throughout tumultuous times in history.

It is right that as a country we reflect on Queen Elizabeth II’s legacy to mark her centenary on 21 April 2026. For more than 70 years, she was our greatest public servant, an anchor of stability in an ever-changing and often uncertain world.
The Queen Elizabeth Memorial Committee was appointed by the Government and Royal Household to develop recommendations for the national commemoration of Queen Elizabeth, including a national memorial in St James’s Park, London and a UK-wide legacy programme.
The Committee will announce the final design for the national memorial alongside plans for the legacy programme on 21 April 2026, to coincide with the 100th anniversary of Queen Elizabeth’s birth. More information about this announcement and associated events will be shared in due course.

The final winning design for the National Memorial to Queen Elizabeth II, in St. James’s Park, will be unveiled in 2026, to coincide with what would have been Her late Majesty’s Centenary year. Construction will begin subject to approval of the winning design from The Prime Minister and The King and further information will be shared at the time.
The provisional construction budget for the National Memorial in St. James’s Park has been confirmed by HM Government as within the range of £23m-46m excluding VAT. The final budget for the project will depend on the detail of the final design following its formal submission and once it has obtained planning permission, so cannot be given at this stage.
Achieving value for money is a priority objective of the project and will be monitored closely throughout design development and the construction of the memorial.

The Government recognises the remarkable legacy of Her late Majesty Queen Elizabeth II as Britain’s longest-reigning monarch.
We regularly receive requests for additional bank and public holidays to mark a variety of occasions. While an additional bank holiday may benefit some communities and sectors, the cost to the economy remains considerable. The latest analysis estimates the cost to the UK economy for a one-off bank holiday to be around £2 billion.
For these reasons, the Government currently has no plans to change the well-established pattern of bank holidays.

The portrait of Queen Elizabeth I was temporarily removed as part of a refresh of GAC artworks across 10 and 11 Downing Street for our 125th Anniversary on 5 December 2024. The portrait will be reinstalled in 11 Downing Street on Friday 22 November as part of the Chancellor's display of works 'of or by women'.
