The administration of Jobcentre Plus is a matter for the chief executive of Jobcentre Plus, Lesley Strathie. She will write to the hon. Member.Letter from Lesley Strathie, dated 12 December 2005:"The Secretary of State has asked me to reply to your questions concerning the measures used to assist Employment Service and Benefits Agency staff in the cultural transition to Jobcentre Plus and the assessments made on staff feedback related to this transition. This is something which falls within the responsibilities delegated to me as Chief Executive.""The Jobcentre Plus programme, called ‘Pulling Together', was at the heart of our aim to create and sustain a unified culture within Jobcentre Plus. It was delivered in every Jobcentre Plus site and its objectives were:""Embedding the DWP Values in all teams—Our Values are, Achieving the Best, Making a Difference, Looking Outwards and Respecting People""Developing leadership skills""Giving our people the tools and support to build the new culture""Improving the level of customer service""Sharing good practice so that teams would take forward the best of both legacy agencies""The spirit of Pulling Together was established as being something for local units to implement, with a deliberately ‘light touch' from the centre. Fundamental to Pulling Together activity was the development of action plans to address local issues linked to the programme's key objectives. Facilitated planning sessions provided the opportunity for our people to consider issues relating to their transition to Jobcentre Plus. Any issues which could not be resolved locally, were fed up the line for resolution at either regional or national level.""Following the success of the Pulling Together programme we have recently launched our new Culture Change programme, called Working Together which focuses on providing our managers with the support, resilience and tools they need to lead their people through change. It also addresses the cultural issues emerging from our staff survey results.""The annual DWP Staff Attitude Survey provides a key mechanism for our people to comment on a range of important issues. I will arrange for a copy of the 2004 survey and the key actions we took in response, to be placed in the House of Commons Library. This feedback enables us to identify those areas where we can take action to address emerging issues and improve our working environment.""These annual surveys provide a good picture of how things are working and changing across our business. [195503] Jane Kennedy: The administration of Jobcentre Plus is a matter for the Chief Executive of Jobcentre Plus, David Anderson. He will write to the hon. Member. Letter from David Anderson to Mr. Laurence Robertson, dated 2 November 2004: The Secretary of State has asked me to reply to your question concerning the provision made at job centres for people who have poor literacy standards and no information technology skills with respect to helping them find jobs. In April 2001 Jobcentre Plus introduced its strategy for identifying customers with literacy, numeracy and language needs and a suite of provision to help improve those skills. This involved Jobcentre Plus screening all jobseekers for literacy, numeracy and language needs at or before their six-month interview. Those identified with a potential need are offered referral to an independent contractor to assess their current skill levels and identify the most appropriate provision to help meet their needs. For those assessed as requiring a small amount of assistance to improve their skills Jobcentre Plus offers a Short Intensive Basic Skills course. This course lasts for up to eight weeks, incorporates job search activities and aims to help participants achieve the National test at level 1. For customers assessed as requiring more in-depth help to improve their skills, Basic Employability Training for customers aged 25 and over, and Full Time Education and Training for 18 to 24 year olds offer up to 26 weeks learning in a work context tailored to individual need. These programmes can be extended for up to 52 weeks for participants requiring more help and both aim to improve skills by at least one level and offer work placements and job search activities. For those customers with an identified need for training in Information Technology, and who are eligible for Work Based Learning for Adults, New Deal for Young People (NDYP) or New Deal for Adults aged 25 and over (ND25 plus), appropriate training can be provided through these programmes to enable participants to be able to compete more effectively in the labour market. The training that is offered will differ according to the needs of each customer and is dependent on what is available in their local area.

Data on staff is collected by grade rather than job role and it is not possible to identify accurately the number of staff working in front facing customer service posts from this information.

Letter from David Anderson to Mr. Holmes, dated 28 October 2003: As Jobcentre Plus is an Executive Agency, the Secretary of State has asked me to reply to your question concerning the amount of money spent on the Pulling Together programme. This is something that falls within the responsibilities delegated to me as Chief Executive of the Agency. The Pulling Together programme is a highly successful initiative, unique to Jobcentre Plus within the Department. It was launched in April 2002 with the formation of Jobcentre Plus which combined two distinct businesses; the Employment Service and the working age parts of the Benefits Agency. This involved bringing together around 80,000 staff, almost 1,000 Jobcentres, over 400 social security offices and many different jobs and roles whilst simultaneously introducing an entirely new way of doing business. We introduced Pulling Together to support all our staff through this period of great business change, cementing the new organisation together through harnessing the ideas and energy of our staff. The response was enthusiastic and activities spanned a broad range from estates work to improve offices for both customers and staff, to putting active labour market information points in social security offices, to instigating a new recognition award and many, many more. The amount spent on the Pulling Together programme, broken down by region, including the amount allocated for this year is shown in the table: _________________________________________________________________________________________________. [100311] Mr. Nicholas Brown: The administration of Jobcentre Plus is a matter for the acting Chief Executive of the Jobcentre Plus, Clare Dodgson. She will write to the hon. Member. Letter from Clare Dodgson to Paul Holmes, dated 31 March 2003: As Jobcentre Plus is an Executive Agency, I have been asked to reply to your six questions concerning our dress standard. This falls within the responsibilities delegated to me as Acting Chief Executive of the Agency. A copy of the Jobcentre Plus dress standard has been placed in the Library. Our dress standard requires all our staff to dress in a professional and business like way. It reflects our role as a gateway to the labour market for people of working age and in providing vacancy-filling services for employers. It is consistent with the approach adopted by many other service delivery organisations and is entirely appropriate for us as a highly visible public-facing service. It is also an important element in promoting a single, integrated culture within our organisation--which was created from staff of the former Benefits Agency and Employment Service. Our records from July 2002 show that 47 staff have received oral warnings, of whom 21 went on to receive written warnings, and 10 went on to receive disciplinary penalties. You asked how many of these were from the former Benefits Agency and from the former Employment Service, and how many were frontline and non frontline employees. This information is not available, and to gather it would involve a disproportionate cost. At present there are 23 people failing to comply with the dress standard, out of the approximate 82,000 staff of Jobcentre Plus; around half of whom are claiming exemption on medical grounds. Consultation on the dress standard took place in the lead up to the introduction of integrated Pathfinder offices, which preceded Jobcentre Plus, and on the launch of Jobcentre Plus itself. The Public and Commercial Services Union was formally consulted and some of their comments were incorporated into the standard though, regrettably, we were unable to reach full agreement with them. In developing our dress standard, we took extensive legal advice which has led us to be firmly of the view that our dress policy is not discriminatory, is reasonable and does not contravene the Human Rights Act. I hope this is helpful.
