There has been no spend in these publications in relation to levelling up. The full campaign expenditure will be published in due course, as part of the departments routine transparency commitments.

The Government developed a strong national campaign to provide information and reassurance to the public. As part of this, we utilised advertising in over 600 national, regional and local titles across England, Scotland, Wales and Northern Ireland.
As with any media planning approach, titles were selected on their ability to engage with audiences at a national, regional and local level. All of these titles have been selected independently by our media planning and buying agency, OmniGOV.
The spend breakdown requested is not held by the Cabinet Office as this information will be held by OmniGov. The Cabinet Office also publishes expenditure, including on public information campaigns, on a rolling monthly basis on GOV.UK as part of routine government transparency arrangements.

The Evening Standard is classified as a regional title. However, due to the coverage and reach that the publication has with the general public and businesses, it is sometimes added to national titles if an upweight is required in the London area.

Neither I nor my Department has had any contact from Lebedev Holding Ltd or its representatives about the transaction. While the Secretary of State has powers under the Enterprise Act 2002 to intervene in certain media mergers raising public interest concerns, there is no requirement under the Enterprise Act 2002 for parties to advise us of the transaction.
My officials will contact Lebedev Holdings Ltd about the transaction, and to obtain further information to determine whether there has been a change of control which would give rise to a merger falling within the jurisdiction of the 2002 Act. However, writing to the party does not necessarily indicate that any transaction raises any public interest concerns.
These decisions are always made in a quasi judicial capacity by the Secretary of State.

The Office for Civil Society has granted £2.2m of direct funding for the London Community Foundation's 'Dispossessed Fund' since 2010.
This fund is also supported by the Evening Standard, with nearly £18 million raised in total so far. This fund has supported hundreds of community groups across the capital to build social infrastructure in areas of poverty, help communities take control of issues that are affecting them and to tackle specific problems such as gang culture among young people.

In the full 2015/16 financial year, government spending on advertising in the Evening Standard newspaper totalled £297,037 (spending on print advertising and digital advertising where it was bought directly). This equated to approximately 0.22% of all media buying for government advertising in that financial year.
I am aware of the comments that the Hon. Member has made in the media on the appointment of the new editor of the Evening Standard. I would note that any spending on advertising is in line with the Government Communication Service’s Propriety Guidance. In addition, departmental Accounting Officers have a particular responsibility for the propriety of using public resources for advertising, as well as for the economy, efficiency and effectiveness of their use. The resources employed should be proportional to the objectives or policy of the programme involved and justifiable on value-for-money grounds. I believe this provides an appropriate system of checks to avoid any conflict of interest and ensure taxpayers’ money is properly spent.
