The Export Control Joint Unit (ECJU) co-locates DITâs Export Control Organisation (ECO) and the export licensing teams from the Ministry of Defence (MOD) and Foreign & Commonwealth Office (FCO). ECO is the Governmentâs regulatory body for military and dual use exports and the Secretary of State for International Trade is responsible for decisions to grant or refuse export licences. MOD and FCO advise the Department for International Trade on specific aspects of the Consolidated EU and National Arms Export Licensing Criteria against which each licence application is assessed.
The MOD team in ECJU also manages the Form 680 process which controls the release by industry of equipment or information with a classification of Official-Sensitive or above, including in marketing campaigns, to foreign end-users.

Export Control Joint Unit full-time equivalent staffing stands at 100, of which the DIT Export Control Organisation = 78; Foreign & Commonwealth Office = 14; and Ministry of Defence = 8.
No staff are seconded from outside the Civil Service to the Export Control Joint Unit or Export Control Organisation. One person, a Civil Service Fast Streamer, is seconded from another Government Department to the Export Control Organisation. All other staff working within Export Control Joint Unit remain on their own departmental headcount, be it DIT/FCO/MOD.

The Export Control Joint Unit (ECJU) is funded by the contributing departments through their own budgets. The Department for International Trade provides the office space, with each department funding its own staff and IT systems. As such there is no specific operating budget.
The annual operating budget for DIT’s Export Control Organisation in 2016/17 was £3.2m.

The Counter Proliferation and Arms Control Centre (CPACC) brings together officials from FCO, DIT, MOD and BEIS covering global controls on chemical, biological, nuclear and conventional weapons and on their proliferation. This includes controls on their means of delivery, such as missiles, and broader international work on the security of relevant materials. The Export Control Joint Unit (ECJU) focuses specifically on the control of military and dual use exports, and the operation of the export licensing system. ECJU co-locates DIT’s Export Control Organisation and the export licensing teams from MOD and FCO. Ministerial responsibilities are unchanged.

To ask the Secretary of State for Business, Innovation and Skills what proportion of licence applications for the export of strategic goods and items are currently processed by his Department's Export Control Organisation within 60 days.
The proportion of licence applications processed within 60 days currently stands at 98.5% for the year to date since the target came into full effect (July 2013). The latest figure—for October 2013—is 98.9% (1563 out of 1,581 SIELs and SITCLs (standard individual export licences and standard individual trade control licences) completed.
This is against a secondary performance target of 99% to be processed within 60 days. Performance against the Export Control Organisation's primary target (70% of licence applications completed in 20 working days) is running at 80.3%.
