The research commissioned from Frontier Economics Ltd. referenced in MHCLG’s transparency data published on 28 April 2025 refers to two separate contracts: the Towns Fund Evaluation and the UKSPF Intervention Evaluation. A feasibility study for these evaluations, which set out the requirements for the work commissioned, has been published and can be accessed here:

The Deloitte and Frontier Economics and LaingBuisson studies into sleep-in back pay liabilities form part of the evidence base that is being used to assess options and are subject to further analysis and refinement. Consequently, we currently have no plans to share a summary of either report.

The value of the contract for the Deloitte study was £130,000. In procuring this work, the Department utilised the consultancyOne Framework Agreement in which Deloitte were the sole bidder.
The value of the contract for the larger Frontier Economics and Laing Buisson study was £300,000. In procuring this study, the Department utilised the UK Shared Business Service Research and Evaluation Framework in which two bidders responded to the requirement.

The Government has commissioned Frontier Economics and Laing Buisson to conduct a second phase of market analysis, which is due to be completed in April.

The Department has demonstrated its commitment to evaluating the longer-term impact of the free entitlement, by publishing an evaluation feasibility study in February 2016, and gaining independent advice on the data and methods open to us. Frontier Economics was commissioned by the Department to undertake this work at a cost of £14,850 (exclusive of tax).
We have since commissioned an independent evaluation of Early Implementation of the 30 hours free childcare entitlement. This evaluation will focus on generating learning that can be used by Early Implementers and all local authorities ahead of national rollout in September 2017. It will be carried out by Frontier Economics working with NatCen Social Research and Ivana La Valle (an independent researcher).
We will use the learning from the early implementers to continue to inform the full-roll out of the entitlement.
