Over 450 overseas representatives and their guests attended the Coronation. This included 92 Heads of State and 35 Heads of Government (including Realm Prime Ministers and Premiers of Overseas Territories). Nine International Organisations and Institutions were represented.

Invitations were issued to the Heads of State of all nations with whom the UK has full diplomatic relations, with a small number of exceptions. Realms and Overseas Territories also received invitations in line with their constitutional arrangements. Invitations were not issued to Afghanistan, Belarus, Myanmar, Russia, Syria, Iran and Venezuela. Invitations were issued at London Head of Mission level to the Democratic People's Republic of Korea and Nicaragua.

It is routine for a foreign Head of State to be invited to represent the Sovereign at one of the three Sovereign's Parades held annually. Additionally, Cadets are able to invite family members to attend their Commissioning Parade.

Heads of State enjoy the same privileges and immunities as apply to the head of a diplomatic mission, as provided for by Section 20 of the State Immunity Act 1978, which we will give consideration to as part of our day to day business by reference to specific cases as they arise. Any waiver of the immunity must be made expressly by the sending States.

The White Paper on the Future Relationship between the United Kingdom and the European Union was published on the GOV.UK website and shared in a letter to the Chairs of the European Union Committee and the Commons Exiting the European Union and European Scrutiny Committees at the moment the Secretary of State stood up to make his statement.
Copies of the White Paper were put in the libraries of both Houses at 0930 on 12 July but due to an administrative error, the White Paper was not distributed to Members of the House of Commons ahead of the debate. There was no intent on the Government’s part to withhold information from the House and the Secretary of State has apologised for this oversight.

Heads of State are exempt from Immigration control. Heads of Government visiting the UK for official reasons are also exempt. Border Force officers conduct Home Office checks on these categories of visitors to confirm the identity of the visitor and to endorse passports if required.

The decision to fly Union flags on Government buildings at half-mast following the death of a democratically elected head of state, or of other heads of state, is made on a case by case basis. I refer the noble Lord to the answer I gave on 5 February, to Lord Gardiner’s question HL4556, that in line with long-standing arrangements, the Union Flag is flown at half-mast on Government buildings following the death of foreign monarchs. This definition applies to current ruling Monarchs only.

Where a Head of State is subject to an International Criminal Court (ICC) arrest warrant we urge all states to co-operate with the ICC and we work with key partners to enforce the warrant. Should the Head of State seek to evade arrest we would ensure that contact was kept to a minimum for essential reasons only.
