The Northern Growth Strategy set out the Government’s long-term intention to build a new line between Birmingham and Manchester, following the delivery of HS2 Phase One and Northern Powerhouse Rail. We are learning lessons from HS2 and undertaking further feasibility work to assess in detail the wider economic benefits different route options provide. Feasibility work is expected to conclude in 2028.

HS2 will deliver faster, more reliable journeys between London and Scotland, while providing additional capacity on the West Coast Main Line to support improved rail services.
The final timetable has not yet been agreed and will be subject to consultation closer to the start of service. However, current assumptions involve maintaining the frequency of services from London to Glasgow and delivering significantly faster end-to-end journeys for passengers.

Chris Gibb was dismissed as a non-executive director of DfT Operator Limited after breaching his contract. This led the Chair to lose trust and confidence in his ability to carry out the duties of a non-executive director.

An initial assessment of the Government’s Steel Strategy, including the changes to tariff rates on imported steel taking effect from July 2026, suggests that there will not be a significant impact on HS2 as the planned volumes of imported steel fall below the current quota requirement thresholds.
Whilst we do not have the percentage of steel that would be affected by the changes to import tariffs, estimates indicate that if the tariff had been in place last year, imports of Rebar across the programme would have accounted for 11.8% of the allocated annual national steel rebar quota. This figure drops to around 3% for other steel categories. HS2 Ltd expects these figures to lower this year.

94% of structural steel and 90% of the steel rebar required for the HS2’s Main Works Civils has been procured. Assessments from the Main Works Contractors working on the Civils structures indicate that around 70% of Rebar and over 80% of Structural Steel required across the programme has been delivered.
Steel procurement has also progressed for other aspects of the programme; however, exact percentages are not available at this time for the Stations or Systems contracts as the designs are under development alongside ongoing HS2 reset activities.

The Government is taking steps to ensure that communities in areas of high unemployment benefit from the regeneration opportunities created by HS2. Areas around HS2 stations and depots include some of the most deprived communities in the country, and work is underway to identify and bring forward HS2 land in these locations for development as early as possible to support regeneration.
Investment in the area is already happening, for example the BBC has already opened their new West Midlands’ and Digbeth Loc studios, the base of the 2026 Peaky Blinders film, largely in part to HS2’s proximity to the area. At Washwood Heath, the depot for HS2 trains, surplus land will be released for development when no longer required by the HS2 scheme, creating jobs and regeneration for the local community. Furthermore, HS2 has a presence in the Washwood Heath job centre and has already provided employment opportunities to people from the area. And at Interchange MHCLG and DfT are working together with the local authorities and developers to support decisions on choices for housing at the new mixed-use development.
These effects will support urban regeneration and development around HS2 stations, revitalising cities and surrounding areas—such as Birmingham and the West Midlands—by attracting investment, businesses, and residents, and ensuring that local communities share in the benefits of this growth.

The Chiltern Tunnel North and South Portals have been specially engineered with perforated concrete hoods to prevent the possibility of sudden changes in air pressure and a resulting ‘sonic boom’ caused by trains entering and exiting the 10-mile-long tunnel at high speeds. Delivered by our construction partner, Align, the North Portal was built several months faster than the South Portal, drawing on lessons learnt from the South Portal. The formwork for the walls of the North Portal was set up in panels on rails, the steel reinforcement was assembled on the ground, lifted and placed in the preset formwork ready for concrete to be poured, and the walls on both sides of the Portal were advanced concurrently. The formwork for the curved roof was similarly set up on rails, steel reinforcement pre-assembled on the ground and the roof panels constructed sequenced with the advancing wall construction. The use of rails significantly reduced the number of shutter lifts required, reducing the risk of down time as a result of high wind speeds.

WMCA has been allocated £2.4 billion of Transport for City Regions (TCR) funding up to 2031/32. This devolved settlement enables WMCA and the Mayor to determine how funding is allocated across the region in line with local transport priorities, including improving public transport connectivity.

My Department is working closely with HS2 Ltd, across Whitehall and with local partners to understand the potential employment impacts of HS2 in the West Midlands and how we ensure these are realised. While the Government has not made an assessment of job numbers by individual site, HS2 Ltd’s 2024 publication From Trains to Cranes: HS2 and the West Midlands’ Development Boom estimates that over 30,000 jobs could be added to the West Midlands economy over the next decade.
The Department continues to work with Cabinet colleagues, local authorities and delivery partners to support the conditions needed for these employment opportunities to be realised as part of wider plans for economic growth and regeneration in the West Midlands.

The Department has not published a single quantified assessment specifically of connectivity between areas of high unemployment and HS2 employment sites in the West Midlands.
Evidence shows significant regeneration and employment growth around HS2 stations at Curzon Street and Interchange, reinforcing the importance of effective local transport links in connecting communities to these opportunities, consistent with HS2’s role in supporting jobs and skills.
