The Defence Housing Strategy review team assessed a range of organisational and delivery models to identify the approach best able to improve outcomes for Service Personnel and their families, deliver value for money, and support the long-term renewal of the Defence housing estate.
The assessment, which is summarised in the published Defence Housing Strategy, found that transferring Defence housing to a housing association would be most likely to delay improvements, increase costs, reduce operational effectiveness and undermine Crown tenancy arrangements. Additionally, expert financial advice indicated that borrowing through the private sector, outside the public sector borrowing limits, was not a feasible funding route.
The Defence Housing Strategy recommended establishing the Defence Housing Service as a professional, arms-length organisation focused on the specific needs of Service Personnel and their families and that the direct partnership with the military to support this can only be achieved within a public body. The Government supported this recommendation and is progressing legislation to create the Defence Housing Service through the Armed Forces Bill.

My Department has made no such specific assessment.
Registered Providers can bid for grant funding for eligible developments through the Social and Affordable Homes Programme, including those on brownfield land.
My Department launched the National Housing Delivery Fund (NHDF) on 1 April 2026. The NHDF will provide c.£5 billion of capital grant funding for infrastructure and land from 2026 to 2030. This includes £1.3 billion allocated through the Integrated Settlement for Established Mayoral Strategic Authorities (EMSAs) to support mayors to deliver more housing over the Spending Review period.

To support housing association participation in the scheme, my Department, in collaboration with Homes England, has published guidance on HOLD eligibility and delivery, which can be found on gov.uk here.
Information on landlords currently offering HOLD homes can be found using a search tool on gov.uk here.

My Department engages regularly with housing associations about their duties in respect of shared ownership properties.
The new Social and Affordable Homes Programme places new expectations on shared ownership providers to improve customer experience. These include giving greater consideration to long-term customer affordability and increasing transparency and fairness on costs.
The majority of Shared Ownership providers are registered with the Regulator of Social Housing and are required to meet applicable regulatory standards, including relevant consumer standards relating to transparency, influence, and accountability.

Housing associations that are registered providers of social housing are required to deliver the outcomes of the standards set by the independent Regulator of Social Housing (RSH). RSH monitors compliance through data returns, proactive inspections and responsive engagement with providers, and publishes regulatory judgements.
RSH inspects all large landlords (those with 1,000 or more social homes) and publishes regulatory judgements that include a summary of the findings and relevant gradings. RSH grades large housing associations on the extent to which they are delivering the outcomes of the Governance and Financial Viability Standard (G and V grades) and the consumer standards (C grades). Where providers are not delivering the outcomes required by the standards, RSH works with them so that they improve and address relevant failures. RSH has a range of powers it can use if a provider is unable or unwilling to improve.
